Abstract

Jalan merupakan prasarana transportasi yang sangat berperan penting dalam mengalirkan arus lalu lintas. Saat ada ruas jalan yang terjadi kerusakan, maka akan berdampak yang cukup besar pada arus lalu lintas. Kerusakan jalan dapat dianalisis untuk mengetahui penyebab terjadinya dan alternatif penyelesainya. Penelitian ini bertujuan untuk mengetahui jenis-jenis kerusakan jalan dan nilai kondisi perkerasan jalan sehingga dapat menentukan cara perbaikannya. metode yang digunakan dalam penelitian ini adalah metode Pavement Condition Index (PCI). berdasarkan nilai prioritas Direktorat Jenderal Bina Marga dan Manual Pemeliharaan Rutin Untuk Jalan Nasional dan Jalan Propinsi. Penelitian dilakukan dengan mencari data primer dengan mengukur luasan masing-masing kerusakan dengan menggunakan mistar . Data sekunder didapat dari Dinas Pekerjaan Umum, Penataan Ruang dan Perumahan Rakyat Propinsi Kalimantan Timur Bidang Bina Marga. Berdasarkan hasil evaluasi kondisi perkerasan jalan Sultan Sulaiman (Sta.0+000 sampai dengan Sta.9+000), Pavement Condition Index (PCI) sebesar 52,57 untuk rata-rata secara keseluruhan berdasarkan rating nilai PCI antara 41 s/d 55 dalam kondisi (sedang) dan nilai yang diberikan oleh Bina Marga sebesar 10 berdasarkan nilai prioritas bina marga antara 7 s/d 10 maka dilakukan pemeliharaan rutin.

Abstract

Traffic accidents are one of the serious problems that are often faced in the context of law enforcement, especially in countries with high traffic density such as Indonesia. This study aims to evaluate how discretionary decisions taken by police investigators can affect the case settlement process, taking into account aspects of justice and public interest. The study utilized policy documents as the primary data source, focusing on analyzing these documents through a systematic document analysis and content analysis approach. The document analysis technique will help in organizing and summarizing these documents to identify relevant information and protocols regarding the application of discretion. The content analysis will then be employed to examine the specifics of how discretion is framed and regulated within these policies, revealing the underlying principles and standards guiding police decision-making in traffic accident cases. This research would contribute to refining policies and practices related to police discretion, ensuring they effectively balance flexibility with adherence to legal and ethical standards.

Abstract

This research focuses on the implementation of a Decision Support System (DSS) using the Analytical Hierarchy Process (AHP) method to determine the best-performing lecturer at the Faculty of Computer, Universitas Universal. The study aims to provide an objective and measurable evaluation of lecturer performance by considering criteria such as education, research, community service, and supporting activities. The results of the AHP calculation show that Lecturer 4 ranked first with the highest total score of 93.29, followed by Lecturer 8 with a score of 90.39, and Lecturer 13 with a score of 89.78. The AHP method offers a transparent and efficient approach to decision-making, which can motivate lecturers to improve their academic performance and contribute to creating a productive work culture at the faculty. This study concludes that the application of AHP in determining the best lecturer is an effective solution to ensure fair, transparent, and objective decisions, ultimately enhancing the overall academic quality.
