Abstract

The research aimed to know dynamics of rice related to rice system in South East Sulawesiwas done in September to Oktober 2004 in Kendari regency (Uepai, Amonggedo,Pondidaha and Abuki district). This research used survey methode involved 40 responden.The data used secundary data having the caracter of time series and primary data. Theresulth showed that wet paddy production was very fluctuantive. Their productivity wasrelated stable at 3,5 – 3,8 t/ha. Dry land paddy was wide enough used by farmer especialyin area that had poor paddy field, but wide area and its production had overtime trendwhile production increased. That productivity was still lower than national productivity of2,52 t/ha. Although main production more increase in the latest of 10 years, but thegovernment represented by Bulog still brought rice from out side South East Sulawesiespecially from South Sulawesi. Rice farming system was showed R/C > 1 value. Than,exchange value of benefict on cost, the use of cost was still dominated by labour. Thebenefict used for labour was 29 %. Rice farming system contributed around 75 % of totalhousehould income, besides that, farmer also obtained income from the other farmingsystem, livestock and off-farm.

Abstract

Product efficiency of lowland rice field farming system research had been conductedin technical irrigation on July to November 2005 in Uepai, Konawe district, SoutheastSulawesi province. Purposive sampling was used to choose location based on AgroEcological Zone (AEZ). This research aimed to know farmer’s rationality in using productionfactor. Multiple regression linear was used to analysis the factors influencing production andwas continued by allocate efficiency test. The result showed that harvest area, pesticide, andlabors have positive effect on production factors. Then, to find maximum benefit, farmerneeded reduce the use of SP-36 fertilizer. Therefore, to reach both optimum production andadvantage need to extend harvest area, addition of pesticide and labor, and to reduce SP-36fertilizer dosage.

Abstract

One of interesting developments about the global security is the issue of territorial disputes in the South China Sea between Philippines and China. Philippines has brought the dispute to the Permanent Court of Arbitration. The ruling from Permanent Court of Arbitration said that China’s claim about a nine-dash line does not have a legal basis. However, China rejects the ruling and remains aggressive which might cause instability in South China Sea region. This research aims to look at the implications of the ruling of the Permanent Court of Arbitration for State Parties and states around the South China Sea region. Authors use juridical normative research method with literature studies. This research shows that States Parties have to implement and respect the ruling because it has already become the source of international law. For the states that located around the region, the ruling also has an effect to facing China’s aggressiveness and rules handling maritime claims in the South China Sea region.
