Abstract

Abstract- Departing from the problems that occurred and the spirit of guarding democracy in the future, the PDI Perjuangan Branch Manager (PAC) in an effort to increase the number of votes in the 2019 legislative elections in Marga sub-district, Tabanan Regency, and the PDI Perjuangan PAC's strategy in winning the 2019 elections. using the conversion of party votes to seats (Sainte Lague Method) which is the background for this research. This research uses a descriptive qualitative research method, the research describes the condition of the subject and object, both an institution/organization. The offensive strategy includes efforts to penetrate the voter market and expand the voter market to increase the party's vote share. Meanwhile, the defensive strategy includes efforts to maintain support from existing voters, which includes strict internal supervision, protection against legal and political attacks, voter involvement and education by voter mobilization teams (Guraklih). Research conclusions and suggestions The strategy implemented by the Sub-Branch Management (PAC) of the Indonesian Democratic Party of Struggle for Marga Subdistrict in winning the 2019 Election focuses on two approaches, first an offensive strategy and second a defensive strategy. Marga Sub district PDI Perjuangan PAC research should continue to develop and strengthen training, coaching and evaluation programs for cadres on a regular basis.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan programpenyelenggaraan Sistem Data Pokok Pendidikan (Dapodik) di Dinas PendidikanKabupaten Tabanan, dengan fokus pada studi kasus di SMPN 1 Penebel. SistemDapodik merupakan sistem yang digunakan untuk mengelola data pendidikan secaraterintegrasi, dan peranannya sangat penting dalam perencanaan dan evaluasikebijakan pendidikan. Penelitian ini menggunakan pendekatan kualitatif denganmetode studi kasus, yang dilakukan melalui wawancara dengan kepala sekolah, stafpengelola Dapodik, serta observasi terhadap proses pengelolaan dan pemanfaatandata di SMPN 1 Penebel.Hasil penelitian menunjukkan bahwa implementasi kebijakan programDapodik di SMPN 1 Penebel sudah berjalan dengan cukup baik, meskipun terdapatbeberapa tantangan teknis dan sumber daya manusia yang perlu diperbaiki. Beberapahambatan yang ditemukan antara lain keterbatasan pelatihan untuk operator, masalahinfrastruktur teknologi, serta kurangnya koordinasi antara pihak sekolah dan DinasPendidikan dalam pembaruan data secara berkala. Meskipun demikian, programDapodik memberikan dampak positif dalam penyusunan laporan pendidikan yanglebih akurat dan transparan, serta membantu dalam pengambilan keputusan berbasisdata yang lebih efektif.Penelitian ini diharapkan dapat memberikan rekomendasi untukmeningkatkan kualitas implementasi Dapodik, khususnya di tingkat sekolah, gunamendukung sistem pendidikan yang lebih baik dan efisien. Faktor-faktor yang dapatmenghambat implementasi kebijakan program penyelenggaraan Sistem Data PokokPendidikan (Dapodik) di Dinas Pendidikan Kabupaten Tabanan seperti : SumberDaya Manusia (SDM) yang terbatas, salah satu faktor utama yang seringmenghambat implementasi kebijakan adalah kurangnya keterampilan danpengetahuan dari pegawai atau tenaga yang bertanggung jawab dalam pengelolaanDapodik.

Abstract

This research aims to analyze the strategies implemented by the Head of the Tabanan Regency Environmental Agency to improve the performance of Civil Servants (PNS). The research focuses on leadership roles, including interpersonal, informational, and decisional roles. The research method used was a qualitative case study approach. Data collection was conducted through in-depth interviews, non-participant observation, and document review with the Head of the Agency, structural officials, and civil servants within the agency. The results indicate that the Head of the Agency has effectively implemented all three leadership roles. The strategies implemented include the application of participatory and transformational leadership styles, competency development through training, increased motivation through a reward system, and strengthening work culture and organizational communication. The implementation of these strategies has had a positive impact on improving discipline, responsibility, service quality, and organizational performance. However, several inhibiting factors exist, including budget constraints, variations in human resource (HR) quality, uneven employee discipline, suboptimal use of information technology, and complex bureaucratic procedures. This study concludes that the strategic role of the Head of the Department is crucial in creating a conducive work environment and improving civil servant performance through transformative leadership and appropriate HR development policies. Recommendations: Immediately prepare a data-driven and strategic proposal to advocate for increased funding to the Regency Government, particularly for training programs, procurement of work facilities, and a motivating incentive system.
