Abstract

Abstract: The agricultural situation in the Special Region of Yogyakarta is becoming increasingly concerning. The number of farmers is declining, and young people are showing less interest in agriculture. This has led to problems with production output and a food security crisis. A solution to these challenges is to empower youth to engage in farming. The aim of this study is to identify groups of young farmers and the efforts made to address current challenges. The unit of analysis in this study is youth groups involved in farming activities on limited land. The research was conducted with a youth farming group called Taruna Tani Hijaunya Cinta in Sriharjo Village, Bantul. A case study design was employed, using in-depth interviews conducted both in person and via telephone. The research was carried out from January to June 2022, with limited observations and interviews due to the COVID-19 pandemic. To supplement the data, document and photo collection from the farmer group was also conducted. Thematic analysis was used to analyze various data sources. The findings of this study indicate that the majority of the group's members are children of farmers aged 17-35, with educational backgrounds ranging from secondary school to university students. The results show that the use of technology in farming, the development of social media for marketing, and the creation of agro-tourism have enhanced the competitiveness of young people in the agricultural sector, created new business opportunities, and stimulated local economic growth. For long-term sustainability, it is recommended that the government and educational institutions strengthen training and education programs for youth to enable them to continue innovating and adapting to market changes. Abstract

ABSTRAK Indonesia merupakan negara yang tidak memiliki satu pun wilayah dengan indeks risiko bencana alam yang rendah. Namun demikian, kebijakan pengurangan risiko bencana (PRB) di Indonesia masih menghadapi tantangan, salah satunya adalah kurangnya keterlibatan penyandang disabilitas. Di Daerah Istimewa Yogyakarta (DIY), wilayah dengan berbagai potensi ancaman dan sejarah bencana besar, Dinas Sosial mencetuskan program Difabel Siaga Bencana (Difagana). Artikel ini bertujuan untuk menganalisis sejauh mana inklusi sosial penyandang disabilitas diintegrasikan ke dalam kebijakan PRB di DIY melalui kajian atas program Difagana. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus, serta metode analisis tematik yang diuji keabsahannya melalui triangulasi sumber. Hasil penelitian menunjukkan bahwa kebijakan PRB di DIY telah bergerak menuju pendekatan yang lebih inklusif dengan menempatkan penyandang disabilitas sebagai subjek aktif. Selain itu, program Difagana dapat menjadi model kebijakan PRB yang inklusif bagi penyandang disabilitas di daerah lain. However, disaster risk reduction (DRR) policies in Indonesia continue to face challenges, particularly the limited involvement of persons with disabilities. In response, the Social Service of the Special Region of Yogyakarta—an area characterized by diverse threats and a history of major disasters—initiated the Difabel Siaga Bencana (Difagana) program. This article aims to analyze the social inclusion of persons with disabilities within DRR policies in the Special Region of Yogyakarta by examining the inclusivity of the Difagana initiative. This study employs a qualitative approach with a case study design, utilizing thematic analysis and validating findings through source triangulation. The results indicate that DRR policies in the Special Region of Yogyakarta have become increasingly inclusive by positioning persons with disabilities as active stakeholders. Furthermore, the Difagana program serves as a potential model for developing inclusive DRR policies for persons with disabilities in other regions.. Abstract

Indonesia dan Filipina merupakan dua negara yang banyak mengirimkan tenaga kerja perempuan di sektor rumah tangga ke luar negeri. Hong Kong merupakan salah satu tujuan para perempuan Pekerja Rumah Tangga Migran (PRTM). Rumah merupakan ranah privat tetapi di lain sisi juga menjadi tempat bekerja PRTM menyebabkan permasalahan lain, seperti kerap terjadinya kekerasan dan penyiksaan yang dilakukan oleh majikan. Penelitian ini menelaah perlindungan sosial yang didapatkan oleh PRTM dari negara asal dan tujuan serta pengalaman mereka selama di Hong Kong. Penelitian ini merupakan studi literatur menggunakan Comparative Thematic Analysis. Data-data dihimpun dari sumber sekunder yang terbit antara tahun 2019-2023 yang dapat diakses secara online dan terdiri atas 14 artikel jurnal, 11 berita, 5 video YouTube, dan masing-masing satu research report dan tesis. Hasil penelitian ini menunjukkan bahwa para PRTM asal Indonesia dan Filipina yang bekerja di Hong Kong masih rentan dan cenderung diabaikan dalam cakupan perlindungan sosial. Kata kunci: Pekerja Rumah Tangga Migran (PRTM), Representasi Pengalaman Pekerja, Hong Kong Abstract Indonesia and the Philippines are among the countries that send a significant number of women to work as domestic helpers abroad. Female Migrant Domestic Workers (MDWs) often choose Hong Kong as their destination. However, the home where they work and live is a private space, which makes it difficult to address issues such as frequent violence and torture by their employers. This study aims to explore the social protection provided to MDWs by their origin and destination countries, as well as their experiences in Hong Kong. The research employs Comparative Thematic Analysis as a literature review methodology on sources published online between 2019 and 2023, comprising 14 journal articles, 11 news articles, 5 YouTube videos, and one research report and thesis each, was used as data. The findings reveal that Indonesian and Filipino MDWs in Hong Kong still face vulnerability and are often not included in social protection coverage.
