Abstract

Seiring dengan perkembangan zaman yang terus berubah menuju ke arah kemajuan, dalam era persaingan yang semakin bebas, lembaga pendidikan dituntut untuk dapat memberikan kualitas pendidikan yang bermutu karena lembaga pendidikan yang kurang bermutu lama kelamaan akan ditinggalkan oleh masyarakat dan tersingkir dengan sendirinya. Bentuk dari upaya peningkatan mutu pendidikan yang dilakukan oleh pemerintah adalah dengan  menetapkan kebijakan Manajemen berbasis sekolah (School Based Management) yang merupakan salah satu isu yang kuat didorong ke permukaan dalam konteks implementasi gagasan reformasi pendidikan yang direfleksikan dalam UU No. 20 tahun 2003 tentang Sistem Pendidikan  Nasional, sebagai kebijakan afirmatif terhadap UU No. 22 tahun 1999 yang mengotonomisasikan sektor pendidikan pada daerah. Agar tidak terjadi sistem yang sentralistik di pemerintah daerah, maka pemerintah mendorong otonomi itu diimplementasikan pada tingkat sekolah, yang melibatkan kepala sekolah , guru ,orang tua siswa, siswa dan masyarakat dalam proses pengambilan berbagai keputusan untuk meningkatkan mutu pendidikan yang ada di sekolah.Kata Kunci: Reformasi Pendidikan, School Based Management, Mutu Pendidikan.

Abstract

In rapid change era, in which all aspects that affect the development of the organization is very great, educational organizations face with variety of critical challenges. These challenges collectively require organizations to build new capabilities. One of the most crucial component for the success of future education organization is a leader. Educational organizations require leadership figure who is able to think ahead, to anticipate any changes and current development. Therefore the future organizations to be able to must have a clear and focused vision. Its leaders must have prominent competence for the sake of facing environmental changes. They also should have some effective strategies because the future of education requires the figures of the ideal leader who can bring significant changes.Keywords: educational leadership, strategy, effectiveness

Abstract

Universities as higher education are dominant social institutions that influence culture and responsible for cultural transmission and preservation. Higher education should be ready to face the challenges of globalization and must produce competitive graduates in the global era. Higher Education must have a global vision as well as employ international standard Resources. Therefore, mindset shift in universities is necessary to keep pace with the change andto create dynamic, productive, as well as competitive work culture. The followings are the strategies that can be taken by the university leaders in order to increase the lecturers’ work culture: (1) Creating the organizational and the intelligent culture; (2) encouraging the spirit of competition dynamic; (3) improvingemotional intelligence to establish effective network; and (4) intensifying communication to create cohesive work team.
