Abstract

Poverty is still the biggest challenge in Indonesia today. It is closely related to health, education, toddlernutrition, etc. Numerous policies have been rolled out by the government to overcome this problem. Oneof them is Program KeluargaHarapan (PKH) from the Ministry of Social Affairs Republic of Indonesia.This research aims to find out the effectiveness of Program KeluargaHarapan in reducing the number ofpoverty and the inhibiting factors in implementing the program in KecamatanTenayan Raya, KotaPekanbaru. This research is using a quantitative method with a descriptive approach. The results of thisresearch are classified into three categories: effective, quite effective, and less effective. The respondentscategorized the input, process, and output of the program to be effective. 72% of 30 respondents thinkthat the input approach is effective. It means that the PKH implementation in the KecamatanTenayanRaya is following the objectives of the program. 71% of the respondents consider that the process of PKHaid distribution is following the Standard Operating Procedures. Besides, 77% of them think that thefamily who received support from the program met the proper criteria. Regarding the inhibiting factorsof this program, the respondents emphasized several aspects. The inhibiting factor for the effectivenessof this family expectation program includes; the lack amount of money given to the community; and poorcoordination between program officers and supervision.

Abstract

Usman Bin Affan orphanage is located at Gedog, Ngluwar, Magelang. Its presence is enough to providebenefits to the surrounding community, especially for orphans who can not afford. Besides, theorphanage Usman Bin Affan has had a good achievement that is the first winner in Magelang Districtand Second Place in Central Java province. Foster children who live orphanage Usman Bin Affan quite alot of about 100 children who came from the island of Java and Sumatra. As orphanages that are wellknown and have the advantage of another orphanage rightly learn how management implemented by theorphanage, orphanage So Usman Bin Affan will be a reference to apply management in particular for themanagement of the orphanage. Results of research on Management Orphanage Uthman Bin Affan in the perspective of Henri Fayol are planning, Orphanage Uthman Bin Affan already using ways that modernplanning involving foster children, so its not just a top down but also bottom up. Organizing,implementation organizing committee conducted an orphanage run well, which includes materials,equipment, capital and personal. But there are aspects that are not organized that equipment, because theboard of the orphanage is still limited organize personalized according to the authority of the boardrespectively. But it is still not visible effort organizing the equipment in detail. Command, leaders andadministrators Orphanage Uthman Bin Affan always give orders in accordance with what has beenestablished so always make every effort to optimize the work of its units. Coordination, OrphanageUsman Bin Affan can be run in coordination with other parties. But coordination in the institution has notbeen established as well as the practice is still running kulturan kooordinasi and informal. Controlling,leaders and administrators Orphanage Uthman Bin Affan basically have to supervise properly.Everything is always summarized in a written report submitted to the leadership to the next and arereported every year, usually three months after closing the year.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana penigkatan kualitas keluarga agar mempunyai keluarga yang berkualitas karena keluarga merupakan unit terkecil dari masyarakat yang mampu membentuk masyarakat dan menentukan kualitas masyarakat dan terdapat korelasi yang positif antara kondisi keluarga dengan kualitas masyarakat semakin baik kondisi keluarga maka akan baik kondisi masyarakat. Tipe penelitian ini mengguanakan metode kualitatif dengan menggunakan teknik pengumpulan data melalui hasil observasi,wawancara dan dokumentasi. Peneliti melakukan wawancara kepada 4 orang informan dan 1 orang key informan. Dalam penelitian ini peneliti menggunakan teori pelaksanaan yang memiliki 6 dimensi penelitian indikator yaitu standar dan sasaran kebijakan, sumber daya, karakteristik organisasi pelaksanaan, sikap para pelaksana, komunikasi antar organisasi dan aktivitas pelaksana, ekonomi dan sosial. Hasil terkait program peningkatan kaulitas keluarga menunjukkan bahwa kurangnya optimalnya penyelenggaraan kualitas keluarga. Hal ini disebabkan oleh beberapa kendala yaitu kurangnya ketersediaan sumber daya manusia yang dimiliki dan kurang tersedianya sarana dan prasarana dan terbatasnya anggaran.
