Abstract

AbstractIndonesian population growth is very significant in every year raises technical issues related to the experience of recording demographic data irregularities and inaccuracies. Various problems arise such us double KTP because of easier to make ID Card. By leveraging the internet and technology development as a breakthrough in realizing e-government, the government's was created elektronic identity cards (e-KTP) program which is based on the Decree of the President of the Republic of Indonesia Number 26 Year 2009 on the application of National Identity Card-Based Population By National Identification Number. Electronic ID card program was implemented in 2011 and is targeted for completion in 2012 is an effort to create an orderly administration through the Population Administration Information System (SIAK). From this, the authors would like to discuss about how to evaluate the implementation of e-ID card program in Tegal regency in realize e-government, if successful, less successful or unsuccessful and appropriate goals or not, then identify the driving factors of implementation, and is there any obstacles that occur during the implementation process.This research is an evaluative approach using qualitative and quantitative techniques of interviews, questionnaires, observation, and documentation. Sources of data obtained from primary data through interviews with key informants or persons, questionnaires with respondents executive group (tenaga operator e-KTP) and target groups (communities), observations by looking at the implementation of e-ID in the field. While secondary data from research documents related circuitry. Data analysis techniques with data reduction, tabulation, triangulation, and data verification.The survey results revealed a weakness in input and process indicators. E-KTP program based modern technology is not matched by the capacity of human resources who are competent so difficulty when faced with a disturbance in the computer and networking systems as well as their responsibility to serve the citizens in a timely fashion is not done. Socialization training to the candidates so that the operator is not notified in advance that the communication is not clear. Then the constraints associated with both the equipment and the technical problems in the recording process of the electronic ID card and the level of public awareness is low. However, the electronic ID card can be done in Tegal regency due to good coordination between agencies that are responsible for this program.Implementation of e-ID cards in less successful district look to the realization of electronic ID cards compulsory that only reaches 67.88%. Input and process of implementation of electronik ID card is not weak produce maximum outputs. Therefore, it is necessary to improve the quality of electronic ID equipment and internet networks as well as human resources who are competent in realizing e-government.

Abstract

“Government and Community Supervision In Availability Infrastructure, Infrastructure and Public Utilities in the Holy City Housing (housing case studies Rendeng New Earth)"Act No. 1 of 2011 on Housing and Settlement Region. The settlements were comfortable and attractive place to live can be created through the provision of social facilities (fasos) and public (and public) is complete and sufficient. The provision of such facilities is absolutely necessary as a means of social interaction to create a comfortable and attractive city. Fasos and fasum is a facility that is needed by society in a residential area. The facility can be educational, health, shopping, worship, recreation and culture, sports, and other undertaken by the government and the people holy to the housing district BRB is a form of preventive measure to reduce fraud by owners of housing. Where supervision is done by the BPN, the Office of the Holy Ciptakaru and the public to minimize it so that the owner does not abide by the rules and do whatever they like uu No. 1 of 2011 on housing where good housing facilities must meet social and public facilities.This study uses a qualitative approach. The results showed Monitoring carried out by the government is not balanced. Where supervision is more emphasis on preventive supervision that is only on the mechanism of licensing. While on supervision repressive enough in enforcing the rules or policies. On the preventive supervision is mostly done through the granting of licenses. While from the public on preventive supervision, community coordinated by way of the Council at the meeting each month in an event gathering BRB housing residents. In a repressive surveillance society asks a lot of its aspirations to residential owners and do not forget to relevant agencies regarding Fasum housing and social facilitiesResearchers are aware of this research is far from perfection, the researchers then expected to develop this research with triangulation method so that the research results more accurate. Abstract

ERAMAYA TOURISM VILLAGE DEVELOPMENT INTEMANGGUNG REGENCYA JOINT STUDY BETWEEN GOVERNMENT & COMMUNITYSETIYO UTOMO(POLITICAL AND GOVERNMENT DEPARTMENT OF SOCIAL ANDPOLITICAL SCIENCE FACULTY, DIPONEGORO UNIVERSITY,SEMARANG)ABSTRACTOne of the touristic village in the district of Temanggung is Eramaya. Thevillage has some attractions for tourists to visit and this place is one of the existenceof an artificial reservoir named Embug Abhimanyu. Infrastructure tourism villageEramaya is still lacking such as access roads and the other public facilities are notequal.This type of this research is qualitative descriptive, which is intended toprovide a systematic description of the object studied. Source of data derived fromprimary data and secondary data. Determination of informants by using purposivesampling that peoples involved in the tourist village development. The collection ofdata, researchers use two (2) methods, the method are interview and literature study.The results showed that the government already has several programs todevelop Eramaya touristic village. The program is included to increase the quality ofHuman Resources (HR) Group of the tourism awareness Eramaya. Constraints facedby the government is the availability of a budget that is owned by the government aswell as the quality of community resources is still low.In implementing the program the government will work with thecommunity through a conscious group Eramaya travel. Government continues toattempt to hold the third person in the development of rural tourism however untilnow there is no private sector can join.Advice to the government is doing capital assistance in the improvement offacilities and infrastructure.Keywords: Tourism Village, Village Tourism Development, Partnership
