Abstract

Vaginal discharge is a discharge other than blood from the vaginal opening out of habit, whether smelly or not, and accompanied by local itching. The prevalence of vaginal discharge in South Asian adolescents is 70%, in Indonesia around 90% of women have the potential to experience vaginal discharge and as many as 60% are experienced by adolescent girls (Prabawati, 2019). Indonesian Adolescent Reproductive Health (SKRRI) shows that women aged 15-24 years experience vaginal discharge as much as 31.8%. The latest data from West Sumatra taken from PKBI (Indonesian Family Planning Association) in Padang in 2013 that women who experience vaginal discharge are 80% of women of childbearing age and 20% of married women. For data on vaginal discharge in Bukittinggi City taken based on previous research conducted at MAN 3 Agam, the incidence of vaginal discharge that occurs in adolescent girls is 71.7%. Many adolescents who experience vaginal discharge do not know about this problem. Efforts to achieve positive behavior change in handling and preventing vaginal discharge are health counseling about genital hygiene. The purpose of this study was to determine the effect of health counseling on genital hygiene on efforts to prevent vaginal discharge in adolescent girls at SMAN 3 Bukittinggi. This type of research is quantitative using a pre-experiment design with a pretest posttest design approach. The number of samples in this study were 30 people. Data collection using questionnaires and data analysis using paired t-test. The results showed a positive effect of health counseling on genital hygiene on efforts to prevent vaginal discharge in adolescent girls at SMAN 3 Bukittinggi as evidenced by the significant value of p (0.000) < α (0.05) and 95% confidence interval. For this reason, it is expected that respondents should be more open if they have problems related to reproductive health, especially regarding vaginal discharge.

Abstract

ABSTRAK Permasalahan parkir liar dan pungutan liar oleh juru parkir ilegal masih menjadi isu krusial dalam pengelolaan perparkiran di wilayah perkotaan, khususnya di Jakarta Utara. Meskipun Pemerintah Provinsi DKI Jakarta telah menetapkan Peraturan Daerah Nomor 5 Tahun 2014 tentang Perparkiran sebagai dasar pengendalian dan penataan parkir, praktik di lapangan menunjukkan masih adanya kesenjangan antara regulasi dan implementasi. Penelitian ini bertujuan untuk menganalisis kesenjangan tersebut serta mengidentifikasi faktor-faktor yang memengaruhi efektivitas implementasi kebijakan pengendalian pungutan liar oleh juru parkir di Jakarta Utara. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data diperoleh melalui wawancara mendalam, observasi lapangan, serta studi dokumentasi, kemudian dianalisis menggunakan kerangka teori implementasi kebijakan George C. Edwards III yang meliputi aspek komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa praktik pungutan liar tidak hanya disebabkan oleh lemahnya pengawasan dan keterbatasan sumber daya, tetapi juga dipengaruhi oleh relasi informal dan indikasi kolusi antara juru parkir liar dan oknum aparat di lapangan. Selain itu, lemahnya komunikasi kebijakan dan rendahnya kesadaran masyarakat turut memperkuat normalisasi praktik parkir liar. Penelitian ini menyimpulkan bahwa pengendalian pungutan liar memerlukan upaya yang lebih komprehensif melalui penguatan integritas aparat, perbaikan koordinasi antarinstansi, serta penegakan hukum yang konsisten agar kesenjangan antara regulasi dan praktik dapat diminimalkan. ABSTRACT Illegal parking and illegal fees charged by illegal parking attendants remain a crucial issue in parking management in urban areas, particularly in North Jakarta. Although the Jakarta Provincial Government has enacted Regional Regulation No. 5 of 2014 on Parking as the basis for parking control and management, practices in the field show that there is still a gap between regulation and implementation. This study aims to analyze these gaps and identify the factors that influence the effectiveness of the implementation of policies to control illegal fees by parking attendants in North Jakarta. This study uses a qualitative approach with a case study method. Data was obtained through in-depth interviews, field observations, and documentation studies, then analyzed using George C. Edwards III's policy implementation theoretical framework, which includes aspects of communication, resources, implementer disposition, and bureaucratic structure. The results of the study show that illegal parking fees are not only caused by weak supervision and limited resources, but are also influenced by informal relationships and indications of collusion between illegal parking attendants and unscrupulous officials in the field. In addition, weak policy communication and low public awareness contribute to the normalization of illegal parking practices. This study concludes that controlling illegal levies requires more comprehensive efforts through strengthening the integrity of officials, improving inter-agency coordination, and consistent law enforcement so that the gap between regulations and practices can be minimized.
