Abstract

Kantor Kementerian Agama Kabupaten Nias Utara mempunyai tugas melaksanakan tugas dan fungsi Kementerian Agama dalam wilayah kabupaten/kota berdasarkan kebijakan Kepala Kantor Wilayah kementerian Agama Provinsi dan ketentuan perundang-undangan yang tercantum dalam Berita Negara Republik Indonesia No. 1736, 2015, perihal Peraturan Menteri Agama Republik Indonesia Nomor 66 Tahun 2015 tentang pembentukan, organisasi, dan tata kerja 33 (tiga puluh tiga) Kantor Kementerian Agama kabupaten/kota. Untuk menjalankan amanat tersebut, diperlukan adanya komunikasi yang baik antara pimpinan terhadap para pegawai untuk meningkatkan kinerja institusi secara keseluruhan. Penelitian ini menggunakan metode korelasional. Tehnik pengumpulan data dilakukan dengan survey dan penyebaran kuisioner. Populasi penelitian ini adalah seluruh pegawai di kantor Kementerian Agama Kabupaten Nias Utara, berjumlah 63 orang. Hasil penelitian menunjukkan bahwa kompetensi komunikasi pimpinan (X) memberikan pengaruh sebesar 70.7% terhadap kinerja pegawai (Y) sedangkan 29.3% merupakan pengaruh yang diberikan oleh faktor atau variabel lain yang tidak diteliti dalam penelitian ini. Penelitian ini menemukan kesimpulan penting bahwa hipotesis dalam penelitian ini telah terbukti bahwa kompetensi komunikasi pimpinan berpengaruh positif dan signifikan terhadap kinerja pegawai.

Abstract

This article is based on the background of the condition of organizational communication at the North Sumatra Education Quality Assurance Agency (LPMP) which involves staff with various cultural backgrounds. In particular, the difference between Civil Servants (PNS) who came from Java and those from North Sumatra. The main objective is to find out the patterns of interaction between civil servants from Java and local civil servants in the LPMP North Sumatra environment. This study was conducted through a qualitative method with an interpretive subjective approach in an effort to explain the phenomenon in depth through data collection by interview and observation. Data analysis in the form of inductive narrative through triangulation techniques. The results of this research found that due to differences in cultural backgrounds, civil servants from Java and local civil servants initially experienced problems in interacting. Civil servants from Java experienced a cultural shock in working at the North Sumatra LPMP because they entered a new place with a new culture from their place of origin. In their interactions, there is no marginalization between civil servants from Java and civil servants from Sumatra. Even though there are differences and conflicts, there is no time for exclusion of a civil servant because of his cultural and ethnic background.

Abstract

Beginner voters are part of the community who in their daily lives are inseparable from the use of gadgets or cell phones. The use of gadgets in the context of seeking information, especially political information, must be accompanied by the ability to digest any information obtained so that wrong information can be avoided. Through political literacy, an understanding of receiving political information obtained by first-time voters will be able to have a significant impact on the attitudes of first-time voters toward their political choices in the 2024 election. The purpose of this research is to determine the level of political understanding of first-time voters in Medan City through political literacy in dealing with the dissemination of hoax information on the 2024 election. This research was conducted using a quantitative approach involving 400 first-time voters. Data collection techniques were carried out using a questionnaire tool with data analysis carried out through single table analysis, simple linear regression, and Pearson correlation test. The results of the study found that the t value obtained through count was 7.118 ttable 1.9659 which means that there is an influence between political literacy variables on preventing the spread of hoax information on the 2024 election with a degree value of 0.336 units or 33.6% which is included in the weak category.

Abstract

AbstrakPenelitian ini dilatarbelakangi oleh pesta demokrasi pada tahun 2020 yang lalu yaitu pemilihan kepala daerah yang dilaksanakan secara serentak dan dalam pemilihan calon kepala daerah di kota Medan diikuti oleh dua calon pasangan yaitu Boby Nasution dan Akhyar Nasution. Adapun tujuan dari penelitian ini menganalisis strategi komunikasi politik Partai Keadilan Sejahtera dalam meningkatkan elektabilitas pada Pilkada 2020 di Kota Medan serta menganalisis faktor-faktor yang menjadi penghambat dalam penerapan strategi komunikasi politik Partai Keadilan Sejahtera dalam meningkatkan elektabilitas pada Pilkada 2020 di Kota Medan. Teori yang digunakan dalam penelitian ini adalah teori strategi komunikasi yang meliputi strategi penguatan, strategi bujukan, strategi rasionalisasi dan strategi konfrontasi.Metode penelitian menggunakan pendekatan deskriptif kualitatif, dimana untuk pengumpulan datanya peneliti lakukan dengan wawancara, observasi dan dokumentasi. Informan dalam penelitian ini yaitu PLT Dewan Perwakilan Daerah PKS Kota Medan, Sekretaris Tim Pemenangan pasangan AMAN, calon Wakil Walikota yang langsung mengikuti kontestasi pemilihan tersebut, dan satu informan triangulator yaitu Wakil BM Partai Amanat Nasional SUMUT. Hasil penelitian diperoleh bahwa ada tiga jenis strategi komunikasi politik yang paling dominan digunakan oleh pihak PKS pada kontestasi pemilihan walikota yang lalu, yaitu Strategi rasionalisasi, strategi bujukan, dan strategi penguatan. Simpulan strategi rasionalisasi dilakukan dengan cara persuasif kepada masyarakat melalui aktivitas komunikasi door to door, Kata Kunci:  Strategi Komunikasi Politik, Pemilihan Walikota Medan, Partai Keadilan Sejahtera

Abstract

Background: The COVID-19 pandemic accelerated the integration of digital communication into students' academic and social lives, fostering hybrid communication patterns. However, post-pandemic research comprehensively examining the continuity of these patterns through integrated quantitative and qualitative approaches remains limited, particularly at the senior high school level. This gap warrants further investigation to understand how face-to-face and virtual interactions adapt and complement one another in the post-pandemic educational context. Objective: This study aims to analyze the communication behavior of high school students in Medan after the COVID-19 pandemic, focusing on the continuity of teaching and learning activities, interactions with peers, and communication with family. Methods: An explanatory sequential mixed-methods design was applied. Quantitative data were collected through structured questionnaires from 1,500 students across 30 high schools, followed by qualitative data from 30 semi-structured interviews. Quantitative analysis employed descriptive statistics and cross-tabulation, while qualitative data were analyzed using thematic coding and categorization. Results: Students continue practicing hybrid communication combining face-to-face and virtual modes, with 78% reporting daily virtual communication for academic purposes. Virtual platforms enhance flexibility in information exchange, learning access, and schedule coordination. Challenges persist, however, including limited digital literacy, restricted online interaction time, and unstable internet connectivity, creating participation disparities. Conclusion: The study underscores the importance of addressing the digital divide and improving infrastructure to support effective virtual communication. By identifying both the benefits and obstacles of virtual communication, this research contributes to developing strategies that enhance the educational experience for high school students in Medan in the post-pandemic era.

Abstract

This study analyzes the mitigation communication strategy of the Serdang Bedagai Regional Government in managing the recovery of flood victims in 2025. The disaster had a widespread impact on at least 16,987 households across 11 districts, with the most severe infrastructure damage caused by the breaches of the Sei Belutu Dyke and the Senangkong River Dyke. Employing a descriptive qualitative method, this study dissects the phenomenon through the theoretical frameworks of the Crisis and Emergency Risk Communication (CERC) model by Reynolds and Seeger (2005) and the pillars of disaster communication by Haddow and Haddow (2017). The results indicate that the Serdang Bedagai Regional Government successfully integrated the principles of Be First, Be Right, Be Credible, Express Empathy, and Promote Action into every recovery phase. This success was bolstered by leadership commitment through direct on-site disaster inspections and adaptive policies, such as shifting teaching and learning activities to an online system to ensure the safety of school communities. Furthermore, the transparency of logistics distribution and the optimal coordination of public services despite the crisis situation reflected a strong implementation of customer focus and situational awareness. This study concludes that the synchronization of data accuracy, empathetic messaging, and solid media partnerships serves as the key to the effectiveness of government communication in accelerating the post-disaster social and economic recovery of the community in Serdang Bedagai Regency.

Abstract

Coastal communities are highly vulnerable to hydrometeorological disasters, such as tidal flooding, coastal erosion, and storm surges. Despite the implementation of various disaster risk reduction programs, community preparedness, particularly at the household level, remains relatively low. Previous studies have mainly focused on institutional communication and early warning systems, while studies examining the role of family communication as a micro-level foundation for disaster preparedness remain limited. This study aims to identify the forms of family communication crises in disaster management, analyze the role of family communication in shaping disaster awareness and preparedness, and formulate family communication strategies to enhance community resilience in Bagan Kuala Village, Serdang Bedagai Regency. This study employed a qualitative case study approach using purposive sampling techniques. Data were collected through in-depth interviews, participatory observations, and documentation and were analyzed using data triangulation. The findings indicate that family communication regarding disaster preparedness remains reactive, incidental, and unstructured. Most families only discuss disasters after hazards occur, resulting in limited disaster knowledge, inadequate household emergency planning, and weak preparedness behavior. The study further reveals that regular family communication can enhance disaster awareness, risk perception, and shared responsibility in responding to disaster threats. Based on these findings, four key strategies are proposed: encouraging routine family discussions on disaster risks, developing household emergency plans, involving all family members in disaster education, and strengthening collaboration among families, schools, and communities. The novelty of this study lies in positioning family communication as a strategic micro-level component in building disaster preparedness and resilience among coastal communities. Theoretically, this study extends disaster communication scholarship, which has predominantly focused on institutional aspects, while practically providing recommendations for the development of family-centered disaster mitigation programs.
