Abstract

Reclamation of Jakarta Bay is one of the controversial development issues in Jakarta in the 2016-2018 period. The debate that arises from the injustice of this development is a concern because it produces inequality that affects fishermen's access to marine resources that become livelihoods. The movement of fishermen's groups became a resistance by raising environmental issues and the influence of large economic interest groups in making public policy. This paper has a different focus, namely the impact of reclamation on the welfare of fishermen and especially fisherwomen. This issue is important to raise not only because of the consequences that fishermen can experience, but also because it shows the problem of democracy where the voices of marginalized groups are not taken into account in policy making. This research uses qualitative methods to look at the phenomena that occur and collect data from library studies and interviews to produce comprehensive findings. The findings in this research reveal the problem of community organizing capacity in consolidating social movements. The threat of disorganization within the women's movement, the ability to form networks and build a sustainable agenda still has weaknesses. Strengthening social movements is important to overcome because it can prevent the decline of democracy.Reklamasi Teluk Jakarta merupakan salah satu isu pembangunan yang kontroversial di Jakarta dalam rentang waktu 2016-2018. Perdebatan yang muncul dari ketidakadilan pembangunan ini menjadi perhatian karena menghasilkan ketimpangan yang berpengaruh terhadap akses nelayan terhadap sumber daya laut yang menjadi mata pencaharian. Gerakan kelompok nelayan menjadi perlawanan dengan mengangkat isu lingkungan dan pengaruh kelompok kepentingan ekonomi besar dalam pembuatan kebijakan publik. Tulisan ini memiliki fokus yang berbeda, yaitu dampak reklamasi terhadap kesejahteraan nelayan dan khususnya perempuan nelayan. Isu ini penting diangkat bukan hanya karena konsekuensi yang bisa dialami nelayan, tetapi juga menunjukkan masalah demokrasi di mana suara kelompok marginal tidak diperhitungkan dalam pengambilan kebijakan. Penelitian ini menggunakan metode kualitatif dalam melihat fenomena yang terjadi dan pengumpulan data studi pustaka juga wawancara untuk menghasilkan temuan yang komprehensif. Temuan dalam penelitian ini mengungkapkan adanya masalah kapasitas pengorganisasian masyarakat dalam melakukan konsolidasi gerakan sosial. Ancaman disorganisasi di dalam tubuh gerakan perempuan, kemampuan dalam membentuk jaringan, dan membangun agenda berkelanjutan masih memiliki kelemahan. Penguatan gerakan sosial penting untuk diatasi karena dapat mencegah kemunduran demokrasi.

Abstract

This study examines the political performance of pro-democracy activists in Indonesia after the end of the New Order. Using a democratic transformative politics approach, this study confronts aspects of the political capacity of pro-democracy activists with the need for popular control to work effectively. It finds that activists have been disoriented towards the development of political capacity and popular control. This study contributes to the study of Indonesian democracy by placing the issue of political capacity for building popular control as an integral part of the problem of democracy. The problems of democratisation are not only caused by the domination of political elites who have established oligarchies, but also by pro-democracy activists themselves ignoring the importance of developing collective political capacity as a means of advancing popular control. This study urges pro-democracy activists to re-orient their political capacity building and work with an agenda of consolidating the demos for civic democracy. Pro-democracy activists need to develop a systematic strategy of politicisation to strengthen citizens’ collective power through civic associations as a substitute forconstituents and voters.
