Abstract

Lembaga Pembinaan Khusus Anak (LPKA) Kelas II Bengkulu merupakan salah satu Lembaga Pemasyarakatan Anak di Indonesia yang bertugas memberikan pembinaan terhadap ana binaan pemasyarakatan, ini dilakukan untuk meningkatkan kualitas anak yang berkonflik dengan hukum, salah satu pembinaan yang dapat dilakukan adalah pembinaan dalam peningkatan kesadaran hukum pada anak di LPKA Kelas II Bengkulu.  Dengan melihat fakta yang terjadi di LPKA Kelas II Bengkulu, peneliti akan meneliti tingkat kesadaran hukum pada anak di LPKA Kelas II Bengkulu tersebut dan upaya serta hambatan dalam pelaksanaannya. Penelitian ini menggunakan metode kualitatif deskriptif, data penelitian didapatkan melalui lapangan dengan metode wawancara ke LPKA Kelas II Bengkulu. Hasil penelitian yang didapatkan yaitu tingkat kesadaran hukum pada anak di LPKA Kelas II Bengkulu masih rendah, untuk itu LPKA berupaya mengatasi hal tersebut dengan melakukan sosialisasi dan pembinaan bagi anak binaan, namun beberapa hambatan dirasakan dalam menjalankan upaya tersebut diantaranya kurangnya kesadaran, dukungan masyarakat, stigma masyarakat, kualitas dan kuantitas aparat penegak hukum, dan standar operasi dalam pembinaan.

Abstract

Special Class Guidance Institution for Children (LPKA) Class II Bengkulu is one of the children’s correctional institutions in Indonesia which is tasked to provide guidance to correctional students. This rehabilitation is carried to improve the quality of childrens who are in conflict with law. One of the coaching that they can do is coaching in increasing legal awareness for children at LPKA Class II Bengkulu. By looking at the facts in LPKA Clas II Bengkulu, this researchs will focus on level of legal awareness among childrens in LPKA Class II Bengkulu, efforts, and obstacles in implemented it. This research uses descriptive qualitative method, research data was obtained in the field using an interview method with LPKA Class II Bengkulu. The result are the level of legal awareness among children in LPKA Class II Bengkulu is still low, for this reason LPKA trying to overcome this condition by socialization and coaching for assisted children, but several obstacles are felt when carryin these effort, that obstacles are lack of awareness, community support, stigma community, quality an d quantity of law enforcement officers, and that is no operational standards in coaching.

Abstract

This study aims to analyze the implementation of the Youth Posyandu program at the Bengkulu Class II Special Development Institute (LPKA) as an effort to fulfill the health rights of fostered children. The problems faced include the lack of understanding of fostered children regarding the importance of reproductive health and healthy behavior, as well as challenges in implementing programs that do not involve all fostered children. The method used is a descriptive qualitative approach, with data collection techniques through interviews, observation, and documentation. Primary data sources were obtained from foster children and LPKA officers, while secondary data came from official documents, books, and related journals. The data obtained was analyzed using triangulation techniques to increase validity and understand the phenomenon holistically. The results showed that the Posyandu Remaja program has been running quite effectively in providing basic health services and reproductive health education, although there is a gap between the number of foster children who participate in the program and those who need these services. This program also plays an important role in increasing the knowledge of foster children related to nutrition, mental health, and prevention of drug abuse. However, the participation of foster children is still limited, especially in terms of reproductive health counseling. Collaboration between LPKA, Puskesmas, and related agencies needs to be strengthened to ensure the program is more inclusive and sustainable.
