Abstract

Village Financial Management is an entire activity that includes planning, implementation, management, reporting and accountability of village finances. The role of the village apparatus in understanding the financial management of the village is very necessary. The purpose of village financial management activities has been stated in Permendagri No. 20 of 2018 which greatly helps the Village Government in understanding the problem of village financial management. The devotional activities were carried out by first holding a socialization of Permendagri Regulation No. 20 of 2018 on Village Financial Management until the assistance of the codefication book of village assets of South Bikomi Subdistrict. The meode used in this devotional activity is in the form of lectures, dialogues, as well as mentoring and practice through technical guidance. The results of this activity are: 1) There is an increase in capacity in the form of understanding by the Village Apparatus in Oenak Village of Noemuti Subdistrict about the role of village apparatus and village financial management in accordance with permendagri Number 20 of 2018.2) Optimization of Village Financial Management for the sake of the realization of the welfare of the village community in Oenak Village, Noemuti District, North Central Timor Regency.

Abstract

This study analyzes the Influence of Women Empowerment on Gender Equality. The sample in this study was 128 women in Eban Village, Timor Tengah Utara Regency. The results showed that the variable Women Empowerment in Women in Eban Village, North Central Timor Regency had a significant effect on Gender Equality by 0.513. The presentation of the data can be seen that the Women Empowerment (X) variable has a positive regression coefficient value of 0.707. The value of this positive regression coefficient shows that if there is an increase of one percent in the Women Empowerment (X) variable, it will increase the value of Gender Equality by 70.7%. Indigenous women in Eban Village are the successors of identity for the sustainability of dawan traditional culture through weaver groups which can be passed on to the next generation. This potential becomes social and economic capital for the development of cultural identity through the involvement and participation of women in Eban Village.

Abstract

This study was conducted through a literature review method (library research), gathering, analyzing, and organizing data from previous research sources such as scientific articles, journals, and books. The focus of the research is on the misuse of the role of Civil Servants (ASN) in electoral misconduct during the 2020 Regional Head Elections (Pilkada) in Indonesia. This phenomenon encompasses the politicization of bureaucracy through the misuse of the ASN's role by the candidates for regional head. Findings indicate that the practice of Electoral Misconduct results in the misuse of the ASN’s role, which affects the integrity and objectivity of the ASN, leading to violations of the bureaucratic apparatus code of ethics. Despite the existence of established sanctions, both light and severe, ASNs are still involved in practical political practices. This involvement occurs due to temptations like bonds of brotherhood and promises of a better career. Although Government Regulation (PP) Number 94 of 2021 has been issued to maintain the neutrality of ASN, there is still potential involvement in unethical practices. The study also found that this behavior reflects the misuse of the ASN’s role and degradation of morality and ethics within the bureaucracy. The close relationship between politicians and bureaucrats becomes a central challenge, often determining the success or failure of governance. This dynamic is exacerbated by the dominance of pragmatic and materialistic values that overshadow ethical and moral principles.

Abstract

This research aims to explain the role of the community in social community development in Kefamenanu City, North Central Timor District. The method in the research uses descriptive qualitative to explain the phenomena that occur. Data collection techniques through primary data in-depth interviews and secondary data by referring to journals, books, and online media. Data analysis techniques used in the research through data reduction, data presentation, and conclusion. This finding shows that Karang Taruna is a youth organization that plays a role in various social activities and development programs in Indonesia. Karang Taruna is involved in several community development projects based on invitations from local governments at both the sub-district and village levels, such as tourism development, social activities during the past COVID-19 pandemic, and social conflict resolution. Nevertheless, the role of Youth Organizations in Kefamenanu City still needs more resources as initiators or initiators of the movement, so the role of Karang Taruna has yet to be seen as the spearhead of superior generational change.

Abstract

Artikel ini menggunakan studi kepustakaan (library research). Untuk mendapatkan data dalam artikel ini dilakukan melalui pengumpulan data, penganalisasian, pengorganisasian melalui sumber penelitian terdahulu berupa artikel ilmiah, jurnal, buku, website tentang Electoral Malpractice Melalui Berita Bohong Di Era POST-COVID19 Menjelang Pemilu 2024. Temuan dalam artikel ini menunjukkan mobilisasi Electoral Malpractice melalui berita bohong dapat dengan mudah sampai ke tangan publik untuk dikonsumsi seperti dalam pendefenisian oleh Sarah Birch bahwa manipulasi pilihan pemilih untuk mengontrol atau mengubah keputusan pemilih. Ini dilakukan dengan berbagai cara(manipulatif of choice) termasuk didalamnya adalah menyebarkan berita bohong(hoax) melalui perangkat digital. Maka ditarik simpulan bahwa terdapat keterkaitan hubungan antara perkembangan teknologi informasi dengan konten berita palsu atau bohong yang dimanfaatkan sebagai Electoral Malpractice. Fenomena ini akan membentuk kecemasan dalam polarisasi pengikut di jejaring sosial yang mengubah keputusan memilih. Meskipun cara ini dapat memberikan dampak konflik sosial namun cara ini dipandang lebih efektif dan efisien dalam kampanye terselubung. Selain daripada itu, untuk menanggulangi sebaran POST-COVID19 pada perhelatan pemilu 2024 diperlukan regulasi dan bentuk pendampingan tenaga kesehatan disetiap lokasi perhelatan demokrasi

Abstract

Financial literacy is very necessary especially for millennials who are in college.This will be a provision for them later to be able to manage well every financial theyhave, so as to meet their every need of life. This study analyzes the Effect of FinancialLiteracy on Student Personal Financial Management. The sample in this study wasan active student who was at the University of Timor as many as 461 students. Theresults showed that Financial Knowledge partially influenced the PersonalFinancial Management of University of Timor Students. Financial Skill partiallyaffects the Personal Financial Management of University of Timor Students.Financial Knowledge partially affects the Personal Financial Management ofUniversity of Timor Students. Abstract

This study examines the implementation of Artificial Intelligence (AI) in public governance in Indonesia, focusing on its potential for service improvement and data security challenges. Governments globally, including in Indonesia, are increasingly utilizing AI for efficiency, policy analysis, and public services. However, increased AI-driven online services heighten the risks to personal data security and privacy, alongside broader cyber threats. Significant concerns about data privacy breaches, lack of transparency, and amplification of bias in AI systems used by governments, which can lead to unfair and discriminatory outcomes. Unregulated or unsupervised AI in government-posing risks such as data privacy breaches, legal non-compliance, operational disruption, and erosion of public trust. The use of AI has led to debates on the use of AI in public governance and its security has been extensively discussed in recent literature across multiple dimensions. Using a literature review method, the analysis shows AI has significant potential to enhance public service efficiency and quality (e.g., via chatbots and data analysis), but its implementation in Indonesia is hindered by infrastructure limitations, human resource capacity, ethical aspects, and data security vulnerabilities. Indonesia faces significant public data security vulnerabilities, marked by frequent data breach incidents and AI-driven cyberattacks, exacerbated by inadequate infrastructure, regulations, and low awareness. The study concludes Indonesia lacks comprehensive AI regulations. Strengthening technical capabilities, improving education, fostering international cooperation, updating legislation, and strict law enforcement are necessary to protect data and ensure responsible AI use in public governance.

Abstract

This study aims to determine the application of Good Governance principles in village financial management, especially in Angkaes Village, Weliman District, Malaka Regency. The problem underlying this study is the obstacles still found in village financial management, such as limited transparency, community participation, and accountability of village officials in every stage of management. This study uses a qualitative descriptive method with data collection techniques through interviews, observation, and documentation. Research informants were determined purposively involving village officials, the Village Consultative Body (BPD), and the local community. The results of the study indicate that the application of Good Governance principles in village financial management in Angkaes Village is not yet fully optimal. Transparency has begun to be implemented through the APBDes information board and village deliberations, but has not been implemented consistently. Community participation in planning and supervision is still low due to a lack of socialization. The accountability of village officials also still faces obstacles related to accountability reports that are not fully in accordance with the provisions. Thus, this study concludes that although the principles of Good Governance have become a guideline in village financial management, the practice still needs to be improved through strengthening the capacity of village officials, increasing community involvement, and enforcing a more transparent and accountable monitoring system.
