Abstract

Australia has implemented Anti-Dumping Duties (ADD) on import of Clear Float Glass (CFG) from Indonesia since 2011. In the initial imposition, Indonesia was subject to 3.3% - 22.4% ADD, whereas in 2021 Indonesia was subject to 15.3% - 28.3% ADD. Until 2024, it is recorded that Australia has extended the imposition of ADD on CFG originating from Indonesia twice, namely in 2016 and 2021, where the aforesaid imposition will due in 2026. This study intends to elaborate a review of Australia's imposition of CFG ADD in terms of the export performance of Indonesia. This study utilizes a descriptive analysis method based on research sourced from the Australian Anti-Dumping Commission report and related literatures. According to the analysis, it was concluded that Australia's imposition of ADD on CFG products from Indonesia diminishes Indonesia’s CFG export to the Australian market, and on the contrary, there was a raise in Indonesia’s CFG exports to other countries that does not implement ADD. It is expected that the Indonesian government can collaborate optimally with exporters of goods under investigation to defend Indonesia's position during the ongoing anti-dumping investigation.

Abstract

In 2022, Australia decided to extend the anti-dumping duty on A4 copy paper which has been imposed to, inter alia, Indonesia with a reviewed duty by 59.7% and the implementation will be in force until 2027. This article aims to review of such measure imposed by Australia to Indonesia and how it affects Indonesia’s export. The research utilizes descriptive analysis to depict the anti-dumping case study. The analysis was obtained from several literatures, for example Australian Anti-Dumping Commission report and related journals. To analyze the problems, the Global Trade Analysis Project (GTAP) simulation was employed and analyzed quantitatively. This study concludes that the impact of the aforementioned duty on A4 paper originating in Indonesia is relatively low to Indonesia's macroeconomic conditions. However, the impact on Indonesia’s paper industry is quite significant because all performance indicators decrease. After the imposition of the measure, the Indonesian paper industry has also not been able to diverse its market directly to its domestic market. The market access barrier to Australia and a decline in its domestic sales caused the Indonesian paper industry's production, investment, and exports to decline. As a consequence, the Indonesian paper industry will tend to reduce the absorption of its workforce. This study is expected to elaborate and evaluate the extent to which the countries subject to the imposition of the anti-dumping duty are affected when evaluated by certain economic performance. Government of Indonesia is expected to actively defences Indonesia’s position which is alleged dumping in trading partner countries.

Abstract

In April 2025, the United States (US) imposed anti-dumping duties (ADD) and countervailing duties (CVD) on solar panel imports originating in Malaysia, Cambodia, Thailand, and Vietnam. The imposition of ADD and CVD for the four ASEAN countries is very high, reaching 271.28% for ADD and 3,403.96% for CVD. This article aims to review the imposition of these dual trade remedies instruments and map Indonesia's opportunities to become the largest solar panel exporter to the US. The descriptive analysis in this study reviews various data and information from several sources, such as reports from the United States Department of Commerce (USDOC) and the United States International Trade Commission (USITC), as well as related journals. This article also discusses efforts that Indonesia can undertake to support solar panel exports to the US. The results of the analysis indicate that Indonesia has the capacity and opportunity to become the largest solar panel exporter to the US after the four ASEAN countries that are Indonesia's main competitors are subject to ADD and CVD. However, Indonesia needs to maximize supporting factors and overcome inhibiting factors to develop the solar panel industry. This study is expected to elaborate on Indonesia's opportunities to become the largest exporter of solar panels to the US. The Indonesian government is also expected to actively monitor so that solar panel manufacturers sell their products at a reasonable price and do not receive countervailable subsidies.
