Abstract

Abstract: Synergy of Local Government and Communities in Disaster Mitigation Mount Bromo. one of the keys to success in natural disasters peminimalisiran Mount Bromo is an attempt of the volcano disaster mitigation is Synergy of Local Government and Community in mitigation efforts. The purpose of this research is to determine the condition and participation, as well as the synergy between governments and communities in disaster mitigation Probolinggo Mount Bromo, as well as provide solutions to existing problems. research carried out by using descriptive qualitative method. The results of this study is the synergy of local governments and communities are still minimal in mitigation of Mount Bromo. one external resistor and the internal synergy of local government and community is the coordination of government agencies is still weak and lack of role Governmental Organization (NGO). Key words: disaster mitigation, synergy, Mount Bromo Abstrak: Sinergitas Pemeritah Daerah dan Masyarakat dalam Mitigasi Bencana Gunung Bromo. salah satu kunci sukses dalam peminimalisiran dampak bencana alam Gunung Bromo yang merupakan upaya dari mitigasi bencana gunung meletus adalah Sinergitas Pemerintah Daerah dan Masyarakat dalam upaya mitigasinya. Tujuan dalam penelitian ini adalah untuk mengetahui kondisi dan partisipasi, serta sinergitas antara Pemerintah Daerah dan masyarakat Kabupaten Probolinggo dalam mitigasi bencana Gunung Bromo, serta memberikan solusi atas permasalahan yang ada. penelitian dilaksanakan dengan menggunakan metode deskriptif kualitatif. Hasil penelitian ini adalah adanya sinergitas pemerintah daerah dan masyarakat yang masih minim dalam mitigasi bencana Gunung Bromo. Adapun penghambat dalam sinergitas pemerintah daerah dan masyarakat adalah koordinasi instansi pemerintah yang masih lemah dan orientasi kerja Badan  Penanggulangan  Bencana  Daerah  (BPBD) Kabupaten Probolinggo sebatas bersifat  tanggap darurat/mendadak serta anggaran Penanggulangan Bencana  Pemerintah  Kabupaten Probolinggo Masih Minim. Kata kunci: mitigasi bencana, sinergitas, Gunung Bromo

Abstract

The Objective of research is to understand the effectiveness, the contribution, and the growth rate of Service Retribution of Tanjung Market on Local Genuine Income of Mojokerto City. The role of local retribution has the greatest role compared to other sources of Local Genuine Income in Mojokerto City. Service Retribution of Tanjung Market has never achieved the target in budget year of 2009-2012. Indeed, Service Retribution of Tanjung Market does not give contribution to the target, or it is still less than what has been targeted. Therefore, Local Genuine Income of Mojokerto City may be less than the excepted income. Intensification and extensification are recommended. It is also suggested that structures and infrastructures shall be improved, the counseling program must be given on the collector officer to develop transparency, and the retribution payers are encouraged to be more regular and discipline in meeting the obligation.
