Abstract

Competence and performance are the main variables in the management of Civil Servants (PNS) in Indonesia, especially in implementing the merit system and talent management. Several researchers have researched the relationship between competence and performance of PNS with mixed results, including a positive and significant correlation, but some studies show no significant correlation between both. Considering that the Government has established policies and regulations related to competency assessment and performance appraisal of PNS, this study aims to conduct an evaluative study of the implementation of policies and regulations through a study of the relationship between competency assessment data and performance assessment data for Pharmacy and Food Supervisory Functional Officials (PFM) at the Indonesian Food and Drug Authority (Indonesian FDA) in 2020. The study population was 1761 PFM functional officials at the Indonesian FDA. The method of determining the sample was carried out using a non-probability sampling technique with a total sample of 177 PFM functional officials. The research was conducted using quantitative research methods through descriptive and correlative statistical analysis. Correlative analysis was carried out with the Pearson Correlation Product Moment statistical test. The research results indicate that the data of assessment of the technical competence of PFM functional positions have a relationship but do not significantly affect the data of the performance assessment of PFM functional officials at the Indonesian FDA in 2020. The results of this study are expected to be used as evaluation resources and input for employees and policymakers in the management of PNS to improve the quality of policies and implement policies of competency assessment and performance appraisals in the management of PNS at BPOM and in Indonesia.

Abstract

Bureaucratic reform is one of the Government of Republic Indonesia programs to overcome problems related to overlapping tasks and functions between government agencies, civil servant professionalism, integration of public services, also performance and budget accountability. In its implementation, bureaucratic agents of change are needed. However, contribution and roles of bureaucratic agents of change have not been evaluated with measurable indicators. Therefore, a research needs to evaluate the contribution and roles of bureaucratic agents of change in supporting BPOM’s bureaucratic reform programs. The research method conducted through a survey to get an overview of employee perceptions of the implementation of bureaucratic reform and organizational culture. This issue is program's target for bureaucratic agents of change at BPOM in 2020. The result of the research obtained show that BPOM bureaucratic agents of change descriptively or through inferential statistical tests with the paired t-test contributes significantly to bureaucratic reform and the implementation of organizational culture at BPOM. The results are expected to provide policy input in increasing the role and contribution of bureaucratic agents of change in supporting the implementation of bureaucratic reforms at BPOM and in Indonesia.

Abstract

Food and drug control, which is currently dominated by the supervision of processed food products in Indonesia, is still not optimal, so it is necessary to strengthen various aspects of implementation. In the 2020-2024 mid-term development plan, certification of Human Resources of food and drug control is set as a national priority program in strengthening food and drug control with a target of 4,400 certified by 2024, divided into 2,160 Pharma and Food Supervisors (PFM) and 2,240 Food Safety Extension Officers (PKP) and District Food Inspectors (DFI). In 2020, only 123 alumni of PKP and DFI training achieved than 320 people that targeted. This study aims to analyze the strategy for achieving PKP and DFI training targets in 2024 with a dynamic system modeling approach by evaluating the relationship between variables that influence the training system through behavioral analysis generated from the model building. From the four simulations carried out, it was found that all simulations did not impact training achievement but had an impact on the needs of the training facilitators. The simulation by increasing the facilitator's capacity so that one class is enough to be taught by four people from previously taught by eight people shows no impact on the need for additional facilitators at the Indonesian FDA. Furthermore, the simulation by changing the number of participants per class from 20 to 30 people shows the need for additional facilitators compared to the other simulations, namely four additional facilitators until 2024. The results from the system dynamics modeling of training are expected to be input for determining the PKP and DFI training system to achieve the target by the end of 2024.

Abstract

In line with Indonesia's target to become a developed country by 2045, structural reforms in the industrial sector in Indonesia will continue to be carried out with a target in 2030 to be able to contribute 30% to Indonesia's Gross Domestic Product (GDP). In structural reforms, the Drug and Food Industry is a priority industry. It requires a Drug and Food Control policy issued by the Indonesian Food and Drug Authority (Indonesian FDA) to support increasing competitiveness by creating a business ecosystem that supports Indonesia's economic growth. This study aims to analyze the challenges of Drug and Food Control policies in increasing the competitiveness of the Drug and Food Industry to support economic growth, expand employment, and create a good business ecosystem in Indonesia. The study was conducted using secondary data through literature studies from books, journals, reports, study results, articles, and internal Indonesian FDA documents. The results of the study show that the Indonesian FDA must be ready and adaptive to face various supervisions, including challenges that have never been faced by the Indonesian FDA before, the impact of government demands, the digitization of the Industrial sector, and the development of Food and Drug Science. The Indonesian FDA must formulate appropriate policies and prepare adequate resources to be able to face these challenges. This study is expected to provide benefits for policymakers and employees at the Indonesian FDA and relevant stakeholders in preparing, compiling, and establishing appropriate policies to support competitiveness, economy, and business in Indonesia.
