Abstract

Identity, as a symbolic system to interpret the world, plays a significant role in shaping human understanding, including social and political structures. Reid (2010) listed key identity markers, including religion, language, bounded sovereign space, censuses, and names. Ethnicity and religion retain a critical point as identity makers since they precede the nationalist identity–and may as well outlast them. In line with Reid’s argument, Farzana (2017) notes the danger of the process of “us” and “other-ing” in Myanmar as an example of how identity is prone to be manipulated to assist the needs and aspirations of the dominant elites, while at the same time, politically excluded the non-dominant ethnics and communities. This article explores how material ideas of borders connect to immaterial structures. Two formations of borders–Myanmar and Indonesia–are compared with focused on scrutinizing similarities and differences in the formation of the immaterial border between the two countries. Despite showing a palpable hypothesis–Indonesia being a successful case of identity construction, while Myanmar is quite the opposite–, revisiting and reconsidering the concept of ‘Re-bordering and De-bordering’ of the two countries are relevant to add new perspectives on the formation of national identity

Abstract

Penelitian ini menganalisis peran Indonesia dalam COP28 melalui perspektif Marxisme Lingkungan, guna mengkaji kontradiksi posisinya dalam transisi energi global. Meski menyatakan komitmen ambisius pengurangan emisi dan NDC, Indonesia menghadapi paradoks akibat dependensi struktural pada batubara (62% pembangkitan listrik) dan kebutuhan pendanaan transisi yang masif (hingga USD 3,5 triliun). Dengan metode kualitatif melalui analisis dokumen resmi COP28, laporan JETP, data Ember Energy dan Institute for Energy Economics and Financial Analysis (IEEFA), serta literatur kebijakan energi Indonesia, penelitian mengungkap bahwa Indonesia menempati contradictory class position dengan menanggung beban transisi yang diakibatkan industrialisasi negara maju tanpa akses proporsional terhadap pendanaan dan teknologi. Skema Just Energy Transition Partnership (JETP) senilai USD 20 miliar, yang didominasi pinjaman (hanya 1,37% hibah), mengonfirmasi logika kapitalis global yang mempertahankan struktur eksploitasi dalam mengelola krisis iklim. Dominasi korporasi fosil dalam negosiasi COP 28, ditunjukkan oleh partisipasi lebih dari 2.000 pelobi dan penunjukan CEO ADNOC sebagai presiden konferensi, memperkuat temuan ini. Disimpulkan bahwa tanpa transformasi struktural sistem ekonomi global, Indonesia dan negara berkembang akan tetap terjebak dalam posisi subordinat dalam diplomasi iklim dan transisi energi. This research analyzes Indonesia's role at COP28 through an environmental Marxist lens, examining its paradoxical position within the global energy transition. While pledging ambitious emissions reductions and an NDC target, Indonesia faces a structural contradiction between its coal dependency (62% of electricity) and immense financing needs (up to USD 3.5 trillion). Utilizing a qualitative documentary analysis, the study finds Indonesia occupies a contradictory class position, it bears the transition burden from developed nations' industrialization yet lacks proportional access to finance and technology. The USD 20 billion Just Energy Transition Partnership (JETP), predominantly composed of loans (only 1.37% grants), exemplifies how the global capitalist system manages the climate crisis while reinforcing exploitative structures. The pervasive influence of fossil capital in COP28 negotiations, evidenced by over 2,000 industry lobbyists and the ADNOC CEO's presidency, confirms the dominance of corporate interests in climate diplomacy. The research concludes that without a structural transformation of the global economic order, Indonesia and other developing nations will remain subordinated within the global energy transition.

Abstract

Diplomasi digital mengubah cara negara menyusun dan memproyeksikan citranya di ruang publik global. Penelitian ini membandingkan pencitraan bangsa Indonesia melalui akun Instagram Menteri Luar Negeri pada tahun pertama masa jabatan Retno Marsudi pada Januari – Desember 2015 dan Sugiono pada Oktober 2024 – Oktober 2025. Kajian terdahulu mengenai diplomasi digital Indonesia umumnya menyoroti akun institusional Kementerian Luar Negeri sehingga peran diplomat sebagai individu yang mengkomunikasikan identitas nation brand belum banyak diteliti. Penelitian ini memakai pendekatan kualitatif komparatif dengan metode analisis isi. Sumber data primer berupa 150 unggahan Instagram, yaitu 75 unggahan @retno_marsudi dan 75 unggahan @sugiono_56, yang dilengkapi 50 unggahan akun institusional @Kemlu_RI sebagai pembanding serta komentar berbahasa asing sebagai indikator resepsi audiens. Data sekunder mencakup Asia Power Index Lowy Institute (2025), editorial media internasional, dan literatur akademik. Validasi data ditempuh melalui pengkodean ganda atas seluruh unggahan, penghitungan reliabilitas antar pengkode, penelusuran ulang arsip unggahan, serta triangulasi sumber. Kerangka analisis memadukan model communicators of nation brand identity dari Dinnie, nation brand hexagon dari Anholt, diplomasi publik dari Cull, personalisasi diplomasi dari Neumann, dan micro-moments diplomacy dari Manor. Hasil penelitian menunjukkan bahwa Retno Marsudi membangun narasi kemanusiaan dan multilateralisme yang tercermin pada 48% video monolog serta 35% dimensi People, sedangkan Sugiono menampilkan pola seremonial dan berorientasi ekonomi dengan 67% foto seremonial, 18% video monolog, dan 38% dimensi Investment. Perbedaan tersebut berkaitan dengan latar belakang dan kapasitas komunikator, bukan semata gaya personal. Digital diplomacy has reshaped the way states construct and project their image in the global public sphere. This study compares Indonesian nation branding through the Instagram accounts of the Foreign Minister during the first year of Retno Marsudi (January–December 2015) and Sugiono (October 2024–October 2025). Previous work on Indonesian digital diplomacy has largely concentrated on the institutional account of the Ministry of Foreign Affairs, leaving the individual diplomat as a communicator of nation brand identity underexamined. The study applies a qualitative-comparative approach using content analysis. Primary data consist of 150 Instagram posts, namely 75 posts from @retno_marsudi and 75 posts from @sugiono_56, supplemented by 50 posts from the institutional account @Kemlu_RI as a benchmark and foreign-language comments as an indicator of audience reception. Secondary data include the Lowy Institute Asia Power Index (2025), international editorials, and academic literature. Data validation was carried out through double coding of the entire corpus, intercoder reliability testing, re-verification of archived posts, and source triangulation. The analytical framework combines Dinnie’s communicators of nation brand identity, Anholt’s nation brand hexagon, Cull’s public diplomacy, Neumann’s personalisation of diplomacy, and Manor’s micro-moments diplomacy. The findings show that Retno Marsudi built a humanitarian and multilateral narrative, reflected in 48% talking-head videos and 35% People dimension content, whereas Sugiono displayed a ceremonial and economically oriented pattern with 67% ceremonial photographs, 18% talking-head videos, and 38% Investment dimension content. These differences relate to the communicator’s background and capacity rather than personal style alone.
