Abstract

The government has established an electronic-based government system (SPBE) program to realize clean, effective, transparent and accountable government governance as well as quality and trustworthy public services implemented with the principles of effectiveness, integration, continuity, efficiency, accountability, interoperability and security. . The implementation of SPBE has been evaluated with the achievement of 16 government agencies receiving a very good title in monitoring and evaluating the implementation of the Electronic Based Government System (SPBE) in 2022. During 2022, there were several agencies with excellent predicates who reported cases of web defacement in their electronic systems. via the zone-h.org site as an open publication media regarding web defacement cases. The National Cyber and Crypto Agency (BSSN) said that during 2022 there would be 2,348 cases of web defacement with the sector most affected by web defacement attacks being the Government Administration sector with a total of 885 cases. This research analyzes the influence between the SPBE index value as the independent variable and the number of web defacement cases as the dependent variable using a simple linear regression statistical method to see the gap in the relationship between the SPBE index and cyber attack cases in the form of web defacement cases that occurred at SPBE agencies. The research was carried out using quantitative research methods to process research data using a simple linear regression method. In the research, the results showed that F count = 2,363978 < from F table = 4,60011 , so it was concluded that there was no relationship between the SPBE index value and the number of web defacement cases in agencies that received excellent predicate

Abstract

Generator Bilangan Acak Kuantum (Quantum Random Number Generators / QRNG) merupakan solusi canggih untuk menghasilkan bilangan acak sejati yang didasarkan pada prinsip mekanika kuantum. Keacakan semacam ini memainkan peran penting dalam berbagai bidang seperti kriptografi, keamanan siber, dan simulasi numerik. Penelitian ini bertujuan untuk mengevaluasi keandalan keluaran QRNG melalui tinjauan sistematis terhadap literatur terbaru yang dikombinasikan dengan validasi praktis menggunakan data waktu nyata. Data bilangan acak diperoleh melalui Application Programming Interface (API) yang disediakan oleh Australian National University (ANU). Data tersebut dianalisis menggunakan Dieharder test suite, yaitu kumpulan uji statistik yang secara luas diterima untuk mengevaluasi kualitas keacakan. Hasil menunjukkan bahwa lebih dari 99% uji statistik berhasil dilalui, dan analisis histogram pada level byte menunjukkan distribusi yang mendekati seragam. Untuk meningkatkan analisis dan replikasi, antarmuka pengguna grafis (GUI) berbasis Python dikembangkan guna mengotomatiskan proses visualisasi dan evaluasi. Penelitian ini menegaskan kekokohan dan keandalan QRNG yang diuji, serta mengusulkan kerangka kerja validasi yang terbuka dan dapat direplikasi, yang sesuai untuk pengembangan dan penerapan lebih lanjut, khususnya dalam konteks keamanan digital berbasis kuantum.   Abstract Quantum Random Number Generators (QRNGs) are advanced solutions for producing true random numbers based on quantum mechanics. Such randomness plays a critical role in fields such as cryptography, cybersecurity, and numerical simulations. This study aims to evaluate the reliability of QRNG outputs through a systematic review of recent literature combined with practical validation using real-time data. Random numbers were retrieved via the Application Programming Interface (API) provided by the Australian National University (ANU). The data was assessed using the Dieharder test suite, a widely accepted collection of statistical tests for randomness evaluation. The results indicated that over 99% of the statistical tests were passed successfully, and the byte-level histogram analysis demonstrated near-uniform distribution. To enhance the analysis and reproducibility, a Python-based graphical user interface (GUI) was developed to automate both visualization and evaluation tasks. This research confirms the robustness and reliability of the tested QRNG, and proposes an open and replicable validation framework suitable for further study and application, especially in the context of quantum-based digital security.
