Abstract

This article is a part of the study Effectiveness of Information Dissemination for Disaster area, and conducted by Research and Development APTEL SKDI years 2009. The area of South Jakarta Bukit Duri in this case study because it is unique. Residents location of Bukit Duri on the banks of ci/iwung rivers. Despite living near in the middle of metropolis almost no information as expected. The level of awareness of hygiene and environmental regulation is relatively low. The results of this study indicate that the information flood is still required, is considered important as a guide to the locals knowledge. They understand not only formally, but also read symbols and natural phenomena. While the most dominant search and distribute information on flood disaster is television. In addition to interpersonal media are also personal because it has a closeness with the people of Bukit Duri.

Abstract

The poverty of traditional fishermen on the south beach of Java has been going on across the generations both culturally and structurally. They live oppressed by the middlemen and owners of capital, so it needs to be empowered through integrated training of the use of communication media and ICT. The focus of this research is to describe and identify the characters of communication media and ICT which are needed by traditional fishermen when accessing information. The concept of empowerment refers to the theory of “social construction of technology”, which says that the communication media and ICT which are successfully used for empowerment in other sectors, can also be used in traditional fishermen according to their needs. This intertwined case study with qualitative approach, took place in five fishing villages on the south beach of Java, that are Pelabuhan Ratu, Pangandaran, Parangtritis, Munjungan and Muncar. This study aims to describe and identify the construction of communication media and ICT characters adapted to the social and cultural values, as well as social and cultural design of media and ICT, according to the needs of traditional fishermen. The results show that the communication media and ICT which have been identified and utilized by traditional fishermen to access information according to their needs such as face-to-face media, nature signs, handy talky, phone, radio and tv community, GPS and fishfinder. Some communication media and ICT can be used as basic material of tutorials for traditional fisher empowering models through training or workshop at research sites in the future

Abstract

The pattern of communication and social structure on villagers in borderline of West Kalimantan, generally are more dominant to be influence and construct by media and culture of Malaysia. Those conditions influence the response of people towards government policy and access to information through the communications infrastructure on the border. The purpose of the research are to explain, the responses of people, and factors that influence the integration of information technology infrastructure, social communication institution, and community resources as a supporting component of “Desa Informasi”. This qualitative research is using single case study methodology with emic perspective. Primary data are gathered from FGD and interview with informant. Secondary data are from literature study, document and other publicity material. The technique to process the data are using classification based on the structure of the theme, summarized and analyzed. Unit analysis of social communication institution. The results showed that: the villagers of Jagoi still not optimal in responding to the idea of rural development information, because they never receive information about the village concept comprehensively through socialization. Whereas the factors that influence the development of “Desa Informasi” in rural Jagoi, are because the ICT’s infrastructure and internet, institutions of social communication, community resources, and its uses to access information as community’s needs that had economic value to support the idea of “Desa Informasi” development, which still not integrated yet.

Abstract

Sejak dibubarkannya Departemen Penerangan di awal era reformasi, diseminasi informasi publik dari badan-badan publik mengalami hambatan. Akibatnya, masyarakat kelas bawah, warga perdesaan dan daerah pinggiran yang belum terjangkau jaringan Internet mengalami kesulitan untuk mendapatkan informasi publik. Media tradisional sebenarnya dapat menjadi pilihan untuk diseminasi informasi publik bagi mereka. Namun, keberadaan media tradisional di beberapa wilayah ternyata tidak sama dan cenderung problematik sebagai akibat kuatnya tekanan seni modern yang dihasilkan oleh kekuatan kolaboratif antara kapital dan teknologi. Hasil penelitian kualitatif menggunakan metode studi kasus dengan lokasi di Bali dan Sulawesi Tengah menunjukkan bahwa media tradisional yang mampu menyesuaikan diri dengan kemajuan teknologi dapat tetap eksis dan mempunyai potensi sebagai sarana untuk diseminasi informasi publik. Namun, media tradisional yang tidak mampu bersaing dengan seni modern menunjukkan kecenderungan mengalami pelemahan. Sehubungan dengan itu, pihak-pihak yang akan memanfaatkan media tradisional untuk diseminasi informasi publik sebaiknya melakukan pemetaan eksistensinya terlebih dahulu. Kata kunci : media tradisional, seni modern, diseminasi, informasi publik

Abstract

ABSTRACTNationalism has a strategic role in maintaining identity of nation-state. Although it is disputable. This article describes and analyses it from some perspectives. The results are: (a) From economic perspective, it emerges a pragmatic need to achieve dominan economic growth. It’s expected to contribute to public welfare, economic stability for nationalism, nation-state; (b). From economic, social politic perspective, globalization and local community strengthenment which is caracterized by regional authonomy. If there is mismanagement, it wil be an obstruction for nationalism; (c). From cultural perspective, there is an indication that culture tends to unravel nationalism, nation-state. Therefore, “glocalisation” of culture in local community should not be viewed as counternationalism againts nation-state, on the contrary, it strengthens nationalism, in the context of nation-state. Media contents is able to frame and articulate representation & nationalism concept.  Nation-state is not only in the cognitif level, but also in the level nationalism ideology, nation-state. Hence, nationalism spirit of nation-state must be bolstered, although only by construction on media text.  Keywords:  Media Text; Strengthenment of Nation-state nationalism ideology. ABSTRAKNasionalisme memiliki peran strategis untuk mempertahankan identitas Negara-bangsa, meski masih menjadi persoalan diskursif. Tulisan artikel ini mencoba untuk mendiskripsikan dan menganalisis dari berbagai perspektif. Hasilnya adalah: (a). Dari perspektif ekonomi,  muncul kebutuhan pragmatis untuk mencapai pertumbuhan ekonomi dominan, diartikulasikan dapat mendorong tercapainya kesejahteraan masyarakat untuk menciptakan stabilitas ekonomi, demi nasionalisme, negara-bangsa; (b). Dari perspektif sosial politik, proses globalisasi dan penguatan komunitas lokal yang bercirikan otonomi daerah jika salah implementasinya bisa menjadi ancaman nasionalisme; (c). Dari perspektif budaya muncul gejala bahwa kebudayaan cenderung melepaskan keterikatannya pada nasionalisme, negara-bangsa. Proses “glokalisasi” budaya di komunitas masyarakat lokal hendaknya tidak dilihat sebagai kontra “nasionalisme negara-bangsa”, tetapi justru menjadi penguatan nasionalisme dalam kontek negara-bangsa. Pada akhirnya, teks media mampu membingkai dan mengartikulasikan representasi dan konsep nasionalisme, negara-bangsa bukan sekedar pada tataran kognitif, tetapi juga pada ideologi nasionalisme, negara-bangsa. Pada titik itulah semangat nasionalisme negara-bangsa dapat dibangkitkan, meski hanya melalui konstruksi teks media. Kata-kata Kunci: teks media, penguatan ideologi nasionalisme negara-bangsa
