Abstract

This research aims to analyze the motorbike queuing system at the Simpang Mangga Rantau Prapat Public Fuel Filling Station (SPBU) with a focus on increasing service effectiveness. Long and irregular queues have led to long waiting times, which has a negative impact on customer satisfaction. Through evaluating the performance of the existing queuing system, this research identified several causal factors, including a surge in visitors during peak hours and an imbalance between the number of customers and service capacity. As a solution to overcome this problem, this research proposes several strategies, including optimizing the queuing system using the Multi Channel Single Phase (M/M/S) model, adding service lanes, and diverting vehicle lanes during peak hours. The results of this research show that implementing these strategies can increase customer satisfaction and operational efficiency of gas stations. With better queue management and the application of technology, it is hoped that the customer experience can be improved, and a positive impact on traffic around gas stations can be achieved.

Abstract

Abstract: In a government organization such as the Tanjungbalai City Regional Representative Council (DPRD) Secretariat, the decision-making process is crucial and strategic. Every decision must be based on accurate, objective data, and supported by appropriate analysis to efficiently and effectively address administrative, service, and program planning needs. By implementing the Decision Tree algorithm into a decision support system, the Tanjungbalai City DPRD Secretariat can obtain an analytical model that can help suggest decisions based on historical data and identified patterns. This system is expected to improve accuracy, efficiency, and transparency in decision-making, while reducing the potential for subjectivity and human error. The data used is limited to internal data from the Tanjungbalai City DPRD Secretariat, such as personnel data, attendance, performance appraisals, and relevant administrative data. The purpose of this research is to design and create a decision support system (DSS) application for decision-making within the Tanjungbalai City DPRD Secretariat using the PHP programming language and a MySQL database. Entropy and Gain Calculation Results: The total entropy value is 1.926121, and the information gain indicates the following order of attribute influence: community impact = 1.213688, urgency 0.926121, complexity 0.481291, budget 0.360163, data type 0.104193. Therefore, based on these results, the decision is made if the community impact is Large (Accepted), if the community impact is Medium (Processed), and if the community impact is Small (Postponed or Rejected), depending on other attribute factors. Keywords: Decision Tree Algorithm, Decision Support System, Decision Making, Tanjungbalai City DPRD Secretariat Office. Abstrak: Dalam organisasi pemerintahan seperti Sekretariat Dewan Perwakilan Rakyat Daerah (DPRD) Kota Tanjungbalai, proses pengambilan keputusan merupakan hal yang sangat penting dan strategis. Setiap keputusan yang diambil harus berdasarkan data yang akurat, objektif, serta didukung oleh analisis yang tepat agar mampu menjawab kebutuhan administratif, pelayanan, dan perencanaan program yang efisien dan efektif. Dengan menerapkan algoritma Decision Tree ke dalam sistem pendukung keputusan, Sekretariat DPRD Kota Tanjungbalai dapat memperoleh model analisis yang mampu membantu menyarankan keputusan berdasarkan data historis dan pola yang teridentifikasi. Sistem ini diharapkan dapat meningkatkan akurasi, efisiensi, dan transparansi dalam pengambilan keputusan, sekaligus mengurangi potensi subjektivitas dan kesalahan manusia. Data yang digunakan terbatas pada data internal Sekretariat DPRD Kota Tanjungbalai seperti data kepegawaian, absensi, penilaian kinerja, atau data administratif yang relevan. Tujuan dalam penelitian ini untuk dapat merancang dan membuat aplikasi sistem pendukung keputusan (SPK) dan pengambilan keputusan di lingkungan Sekretariat DPRD Kota Tanjungbalai dengan menggunakan OLS pemrograman PHP dan database MySQL. Hasil Perhitungan Entropy dan Gain Nilai Entropy total sebesar 1.926121 dan perolehan information gain menunjukkan urutan pengaruh atribut sebagai berikut: dampak_masyarakat = 1.213688, urgensi  0.926121 kompleksitas  0.481291, anggaran  0.360163, jenis_data  0.104193. Dengan demikian, Berdasarkan hasil tersebut menghasilkan keputusan Jika dampak_masyarakat = Besar (Diterima), Jika dampak_masyarakat = Sedang (Diproses) dan Jika dampak_masyarakat = Kecil  (Ditunda atau Ditolak), tergantung pada faktor atribut lainnya. Kata Kunci: Algoritma Decision Tree, Sistem Pendukung Keputusan, Pengambilan Keputusan, Kantor Sekretariat DPRD Kota Tanjungbalai.
