This study aims to determine the Application of the Index Card Match (ICM) Model in Civics Subjects to Improve Learning Outcomes of Class III Students of SDN 70 Ternate City. This type of research is Classroom Action Research with the research subjects being class III students of SDN 70 Ternate City with a total of 35 students. The research data was collected using an observation sheet, which was used to see changes in student learning activities in cycle I and cycle II. The data obtained was processed using a percentage technique and grouped into predetermined intervals. And test questions to determine student learning outcomes. Based on the results of observations of student learning activities during the teaching and learning process in cycle I and cycle II, there was an increase in terms of positive activities, while negative student activities decreased. After the test was held, it turned out that the average student learning outcomes increased by 5.0, namely in cycle I from 73 to 78 in cycle II. Where the learning outcomes in cycle I, out of 34 students who took the test, there were 9 students (26%) who did not complete and 25 students (74%) who completed. In cycle II, there were only 4 people or 14% of students who did not complete it, while 25 people or 86% had completed their studies. Based on the results of the study, it is recommended that PKn teachers apply the Index Card Match (ICM) model in the learning process, because by applying the Index Card Match (ICM) model, it can increase student activity and learning outcomes.
