Abstract

PAbstrakPoliteknik Statistika STIS sebagai organisasi pendidikan tinggi harus memenuhi kebutuhan data penyelengaraan pendidikan yang diperlukan Pangkalan Data Pendidikan Tinggi (PDDikti) secara berkala. Penelitian sebelumnya menemukan bahwa Politeknik Statistika STIS memiliki masalah untuk memenuhi dimensi kualitas data yang dibutuhkan oleh PDDikti. Salah satu akar masalah yang menyebabkan kualitas data yang rendah pada organisasi Politeknik Statistika STIS adalah kurangnya kegiatan manajemen kualitas data dalam organisasi sehingga kualitas data tidak termonitor dengan baik. Penelitian ini bertujuan untuk melakukan kegiatan manajemen kualitas data yaitu mendefinisikan kebutuhan kualitas data dan mendefinisikan aturan kualitas data organisasi dalam bidang pendidikan, penelitian, dan pengabdian masyarakat. Metode pengumpulan data dalam penelitian ini terdiri dari studi dokumen, observasi, dan wawancara. Tahapan-tahapan analisis penelitian ini berhasil mengidentifikasi 15 proses bisnis, 12 aktor proses bisnis, dan 31 entitas data. Kebutuhan kualitas data Politeknik Statistika STIS berdasarkan penelitian ini adalah kelengkapan, akurasi, kebenaran, konsistensi, ketepatan waktu, kewajaran, keterkinian, dan keterlacakan. Dimensi kebutuhan kualitas data yang paling banyak ditemukan adalah kelengkapan dan akurasi. Penelitian ini berhasil mengidentifikasi 243 aturan kualitas data dan berhasil menyusun matriks penilaian kualitas data sebagai salah satu acuan yang diajukan untuk mengevaluasi kualitas data organisasi Politeknik Statistika STIS yang berhubungan dengan penyelenggaraan pendidikan akademik, penelitian, dan pengabdian masyarakat.Kata kunci: kualitas data, kebutuhan kualitas data, aturan kualitas data AbstractPolytechnic of Statistics STIS as a higher education organization should periodically fulfill the requirement of education data provided by Pangkalan Data Pendidikan Tinggi (PDDikti). Previous research found that Polytechnic of Statistics STIS has problem to fulfill the data quality dimension required by PDDikti. One of the root cause of insufficient data quality on Polytechnic of Statistics STIS’s organization is the lack of data quality management activity on the organization, thus resulting in lack of data quality monitoring. This research’s objective is to conduct data quality management activities consisting of to define data quality requirement and to define data quality rules in scope of education, research, and community service. Data collection methods used in this research were document studies, observations, and interviews. Research’s data analysis managed to identify 15 business processes, 12 process business actors, and 31 data entities. The data quality requirements of Polytechnic of Statistics STIS according of this research are completeness, accuracy, validity, consistency, timeliness, reasonableness, currency, and lineage. The most discovered dimensions of data quality requirement are completeness and accuracy. This research managed to identify 243 data quality rules and managed to formulate data quality assessment metrics as a proposed reference to evaluate data quality on Polytechnic of Statistics STIS’s organization relating to academic education, research, and community service.Keywords: data quality, data quality requirement, data quality rules

Abstract

Normalisasi merupakan salah satu tahapan text preprocessing dalam Natural Language Processing. Pengaruh normalisasi dengan kamus normalisasi dalam analisis sentimen berbahasa Indonesia belum diketahui. Dengan membandingkan data yang tidak dinormalisasi dan data yang dinormalisasi dari beberapa dataset, penelitian ini bertujuan untuk mengetahui bagaimana pengaruh normalisasi dan pengaruh kamus yang digunakan dalam analisis sentimen. Kamus yang digunakan pada penelitian ini antara lain Colloquial Indonesian Lexicon dan modul formalizer pada INANLP. Sebagai kontrol, dalam analisis sentimen, metode klasifikasi Multinomial Naïve Bayes diterapkan pada seluruh dataset. Performa dari delapan dataset kemudian dianalisis dan diuji secara statistik. Akurasi, presisi, dan recall diuji dengan menggunakan uji wilcoxon signed rank test untuk menentukan apakah normalisasi mampu meningkatkan performa dari analisis sentimen. Dari hasil uji hipotesis diperoleh bahwa hasil uji keseluruhan dari performa kamus menunjukkan nilai p-value kurang dari 0,05. Dengan begitu, normalisasi pada analisis sentimen berbahasa indonesia tidak menyebabkan kenaikan performa dari indikator akurasi, presisi, dan recall.

Abstract

Penggunaan internet selain membawa dampak positif kepada masyarakat, juga dapat memberikan dampak buruk melalui konten-konten negatif. Selain itu terdapat berbagai jenis kejahatan melalui internet yang mengancam keselematan penggunanya. Masyarakat perlu diberikan pengetahuan agar dapat melindungi diri dan keluarga dari pengaruh konten negatif dan dari ancaman kejahatan melalui internet. Aplikasi-aplikasi yang bermanfaat juga perlu diperkenalkan kepada masyarakat agar mengasilan sesuatu dari penggunaan internet. Edukasi penggunaan internet secara sehat, aman, dan produktif dimulai dari kelompok majelis taklim di daerah Jakarta Barat. Dari jumlah peserta yang hadir dapat dilihat bahwa kegiatan dapat diterima dengan baik oleh kelompok majelis taklim. Dari sesi tanya jawab terlihat bahwa materi yang disampaikan dapat dipahami dengan baik oleh peserta yang hadir. Kegiatan edukasi penggunaan internet serupa diharapkan dapat dilakukan secara berkelanjutan di majelis-majelis taklim lain.

Abstract

With a mission to provide high quality statistical data, the data provided by the Statistics Indonesia (Central Bureau of Statistics) must have a small total survey error. The total survey error includes both sampling error and nonsampling error, with nonsampling error playing a bigger role. In surveys or censuses carried out by BPS, the non-ampling error is strongly influenced by the quality of field officers recruited by BPS or commonly referred as “mitra statistik”. High quality “mitra statistik” are recruited through an assessment test. The current assessment test process is still using the Paper and Pencil Test (PPT) method. This method has several problems, especially the safety of the questions and the transparency of the participants' scores. This study aims to develop a computer-based test system to solve problems in the current exam system. The system development method is the modified waterfall method. The result of this research is a computer-based test system called SICATMiS which was developed from OSS TCExam. The system has 3 actors and 5 main menus that can run online or offline. SICATMiS was evaluated using scenario test, user acceptance test, and system usability scale. The scenario test results show that of the 47 scenarios performed, all features were executed perfectly. Of the 14 statements in the user acceptance test, 68% of respondents strongly agree that SICATMiS has met user needs. The SUS evaluation also showed that SICATMiS was very well received and ready to use.

Abstract

Demand for population data at Indonesia Central Bureau of Statistics (BPS) is quite high, reaching 35.55% of the total data requests for social statistics. Birth and death data are the main part of population data as a basis for planning development. Almost all sectors and agencies require data on births and deaths. Data on births and deaths can be obtained from census and survey results conducted by BPS or from population administrative data. However, the data from census and survey have a drawback. The data do not describe the current state due to the time span between census and survey is too long and the process from enumeration to dissemination is also long. Population administrative data also has shortcomings. The current system requires people to be active in reporting various important population events that occur in their family environment whom not all are active and disciplined to report. Based on these problems, this study aims to build a system that can record births and deaths without waiting for a time span of 5 or even 10 years and without waiting for the public to report the incident. The birth and death registration system is designed to be implemented online and integrated in health facilities where almost births and deaths occur and are located in almost all sub-districts in Indonesia. The development of this system uses the Waterfall Model method, resulting in two subsystems which are a mobile application with 9 functions and a monitoring website with 5 functions. The test results of the system show that all functions can work well, are acceptable to users, and can solve the problems of current birth and death registration.

Abstract

Potential Villages are a source of data bases on territories owned up to the village level. Potential Villages data can be obtained from Potential Villages Data Collection conducted by the Badan Pusat Statistik (BPS) in three censuses in a period of ten years. The results of the Potential Villages Data Collection are presented in the form of publications. These publications can be re-managed and can be developed for the benefit of the village. To obtain an overview of publication information, it is necessary to manage and present it properly through attractive data visualization. This is because Potential Villages data is still presented in the form of tables, graphs, brief descriptions and static area maps as well as publications in print media that need to change the file format to Excel or CSV for further data analysis. Potential Villages data on publication is not yet interactive and dynamic. Communication that runs only in one direction, namely the publisher of publications to data users. Based on these problems, the researcher proposes a solution in the form of building a geographic information system using web-based Potential Villages data. So that the system can present data in the form of data visualizations in the form of interactive maps and dynamic data tables that can be downloaded directly, both maps in PNG format and data tables in Excel, CSV and PDF formats and can copy tables and print tables. Researchers in building this system use the System Development Life Cycle Waterfall Model (SDLC Waterfall Model). Testing for this system uses the Black Box Testing method and for system evaluation using the System Usability Scale (SUS). The evaluation results show that the system built produces an overall average score of 87.92, which indicates the system is feasible and in accordance with user needs.

Abstract

Data on the number of aircraft passengers is essential to airport managers and the government's policies. The policy relates to improving the facilities and capacity of airports and other affected sectors, such as the transportation and tourism industries. A policy taken will be better if the data used is very close to the time of policy decision-making. Therefore, a technique is needed to forecast very close to the current condition of the number of aircraft passengers, namely nowcasting. One of the data sources that can be used for nowcasting is Google Trends data. In this study, the identification of relevant keywords used for nowcasting, the formation of nowcasting models, and the search for the best model for nowcasting the number of aircraft passengers was carried out. The nowcasting methods used are SARIMAX and multilayer perceptron. In this study, five relevant keywords were generated for domestic departures and two for international departures. In the nowcasting modeling, the best model for nowcasting domestic departures is produced, namely the multilayer perceptron with MAPE and MAE values of 11.194% and 28.048 respectively, while for departures Internationally, the best model was produced, namely SARIMAX with MAPE and MAE values of 8,641% and 50,205 respectively.
