Abstract

AbstrakAnalisis dalam studi ini menemukan bahwa oligarki politik baru yang terdiri atas partai politikreformis yang didukung oleh kepala pemerintahan local, organisasi petani dan NGO memilikikapasitas untuk mengurangi pengaruh dominan dari oligarki rezim Orde Baru yang lama dalamproses pembuatan kebijakan pada sektor beras. Pemerintahan Gus Dur mampu mengatus tariffimpor dan pemerintahan setelahnya dibawah Megawati tidak hanya berhasil mengakhiri hubunganIndonesia dengan IMF, tapi juga melarang impor beras. Bagaimanapun, kebijakan merekadihambat tidak hanya oleh kelemahan koalisi partai reformis dan kekuatan dominan dari elitoligarki dari rezim Orde Baru yang telah lalu. Dibawah kepemimpinan Yudhoyono yang pertama,larangan impor beras dihapuskan dan sebagai hasilnya partai politik reformis mengalihkandukungan politik mereka pada oligarki Orde Baru yang lama. Kata-kata kunci: kebijakan beras, koalisi partai reformis dan oligarki politik. AbstractThis study analizes that the new political oligarchy consisting of reformist political partiessupported by heads of local government, peasant organizations, and NGOs had the capacity toreduce the dominant influence of the old New Order regime oligarchy in the policy makingprocess of the rice sector. The Gus Dur government was able to stipulate import tariff, and thefollowing governtment under Megawati was, not only, successful in terminating the cooperationbetween Indonesia and IMF, but also, prohibited rice import. However, their policyperformance is hindered by both the weakness of reformist party coalition and the dominantpower of oligarchic elites of the past New Order regime. Under the First Yudhoyonogovernment, rice import ban was lifted as a result of reformist political parties diverted theirpolitical support to the old New Order oligarchy. Abstract

Abstract: Investment of people capacity in local community seems tobe essential for the advancement of tourism development. The income growth of the local community depends on the extent of cappacity achieved by the local community. The more powerful the local community is, the more capable the local community to exploit the arrival of vissitors. Viewed from community building approach, the fisical develomment of tourism destination should be precided by building internal capacity of the local communitywhich includes various dimensions: community leadership, community participation, the communitystructure, skill and knowledges, resourse mobillisation and the power of community and external supports. Abstract

The research aimed to explain elite behaviour in Indonesia's political reform era. This research was based on primary data collected from unstructured interviews with respondents or samples and secondary data collected from library studies. In analyzing the data collected, descriptive and qualitative methods are applied. This research found that adopting the electoral system of the Proportional Multi-Member District and the lack of power and authority distribution from elite to interest groups tended to result in the emergence of small and pragmatic political parties trying to get constituent votes using political mobilization of the constituent voters. The emergence of political parties induces a patron-client relationship between the political candidate and his constituent voters through a broker-generating oligarchy within the party. For that reason, the policy-making process in the rice sector depends on the relative power of ideologist party coalitions and pragmatic party coalitions. The changes in rice policy depended on the political interaction between the old and pragmatic political oligarchy and the new and ideologist political oligarchy. The stronger the political coalition of the new political oligarchy consisting of new ideologists and reformist political parties, the more protective the rice policy will be, and vice versa. That is why we suggested that the election system should be changed into Single-Member District Electoral System to create a smaller number of political parties to avoid the emergence of pragmatic political parties. And interest groups should be strengthened to prevent the dominant power of the oligarchy.
