Abstract

The need for land will increase along with population growth and increase of urbanization into a city. One impact of this phenomenon is the occurrence of functional change conversion in land use and not infrequently shall victimize protected areas. One case of conversion of protected areas into the residential areas, which until now is still a continuing problem, is occurring in the protected areas of Punclut Bandung West Java Province. West Java Province’s BKPRD was formed to address these problems. Therefore, this study is aimed to analyze the level of interest / perception, performance, and capacity of West Java Province’s BKPRD in managing of the Protected Area of Punclut. This study uses quantitative analysis method, Importance Performance Analysis (IPA), to determine the level of interest / perception, performance, and capacity of the West Java Province’s BKPRD in management of Punclut. The descriptive qualitative method is used to analyze the process and mechanism of the West Java Province’s BKPRD activities in making decisions related to the management of Punclut Protected Areas. Of all the analysis steps that have been taken it became known that the gap between the interests level and level of performance on the variable BKRD capacity all show minus values.

Abstract

The State Administration Body (Lembaga Administrasi Negara/LAN) enacted the new model of leadership education and training by year 2013 for replacing the old model which was assessed as ineffective. This model applied the contstructivistic paradigm that emphasizes on student centered and experience based learning approaches. Some problems were identified with respect to those matters are as follows: (1) What are the differences of the new and the old model?; (2) What is the strategic meaning of the new model leadership education and training?; (3) What are the obstacles of its implementation?. This study was a library research which used the secondary data and analysis was performed by comparing the new and the old model of leadership education and training. The result of study indicates three aspects of learning process as the following: (1) The new model applied “proyek perubahan” as an instrument for generating an ‘experience” which could formalize the student competence of leadership; (2) The new model of leadership and training creates the outcome oriented leader within the well reformed bureaucracy; (3) The main obstacle of its implementation are its complexity and incompatibility with the low level of competence of the trainer (widyaiswara) in performing this new model. Based on those conclusion, it could be recommended to the State Administration Body to perform a training of trainer for enhancing their capabilities and capacity.

Abstract

This research aims to develop a model program evaluation FLR at Juwana watershed area, especially the village of Mount Muria Klakahkasihan, Plukaran, Bageng, Sitiluhur Kingpin District of Pati regency and to review the position  as a government agency responsible for RHL program. This study shows the percent achievement FRL programs in the watershed Juwana area of Mount Muria Pati regency of 65.8%. The achievement consists of (1) a prerequisite Sustainable RHL Program Implementation (10%), (2) management and protection of ecological resources (29%), (3) sustainable forest production systems (4%), (4) Increased participation and Socio-economic communities (34%), (5) RHL Policy Implementation (23%). The position of the Department of Forestry and Plantation institutions Pati regency in the position grow and build . Fore suggested Forestry and Plantation Pati regency make improvements FRL implementation strategy: (1) institutional strengthening, (2) development of networking and integration of programs and policies across sectors and organizations for the development of public services.

Abstract

This study is aimed to examinate and anlalyse the governance of poverty countermeasure acceleration in Central Java Province with Semarang City as the case study. The policy of poverty countermeasure acceleration was realized through the Presidential Regulation No. 15/2010, which was followed up with Minister of Internal Affairs Regulation No. 42/2010. This study is a developmental study with qualitative approach by using primary and secondary data. Ressearch findings were interpreted by futuristic approach to describe the future reality that will be constructed. The research results show that: (1) The governance of poverty countermeasure acceleration has not been vertically and horizontally integrated yet; (2) Coordination which will be developed through TKPK formation at the provincial, city/district level has not been realized yet because of procedural conflict; (3) The poverty countermeasure acceleration program has not been oriented yet to production, trading, and investment activities in the free market place; (4) The solution of governance problem is an effective team formation by the Governor oc Central Java Province.

Abstract

Program Desa Mandiri Pangan –Demapan (Food Self-Sufficient Village program) is one the government’s initiatives aimed to build self sufficiency of food in a region. However, the importance of participation in development processes in the villages has not been fully understood and carried out by the stakeholders, be it the government, the private sector, the NGOs or the community. This program has been carried out in Sleman Regency since 2009 comprising four stages, whereas year 2012 is planned as the self-sufficiency year. The study examines several variables including (1) level of participation, (2) methods/techniques of participation, (3) intensity of participation and (4) barriers/constraints of participation. Analysis showed that the key stakeholders in the implementation of the program included (1) Tim Pangan Desa (Village Food Team), Lembaga Keuangan Desa (Village Finance Institution), Kelompok Afinitas (Affinity Group), Pengurus Lumbung Pangan (Food Stock Committee) and the private sector. However, the role of the private sector is considered to be lacking. Low level of participation from the village administration is found to have reduced the level of trust, resulting in poor communication. Musyawarah (discussions), dialogues and negotiations should be carried out by the village administration to improve communication among stakeholders to ensure the replicability of the program in the surrounding villages and areas sustainably.
