Abstract

The purpose of this study was to analyze: 1) The implementation of the Deed of Establishment of Cooperative manufacture in Rembang. 2) The role of the Notary as the maker of the Deed of Establishment of Cooperative Enterprises. 3) Barriers and solutions in the Deed of Establishment of Cooperative Development in Rembang.The approach method in this research is juridical empirical, data sources used are primary and secondary data obtained through interviews and literature study, performed data analysis by descriptive analytic.Results of the research results can be concluded: 1) Implementation of Creation Deed of Establishment of Cooperative in Rembang which starts with the preparation stage of formation, preparation stage meetings of formation, stage meetings of formation, stage request for approval rights of legal entities cooperatives, and the stage of issuance of the deed pendiiran and 2) As the role of Notary Deed of establishment of cooperative enterprises in Rembang is as maker deed of cooperative efforts. Notaries have the right authority / legal standing in a deed of incorporation of cooperatives. 3). Obstacles and solutions in the Deed of Establishment of Cooperative Development in Rembang of the cooperative is a member of the cooperative awareness level is still low, less managerial capacity, and limited capital resources. Barriers of Notary Public Notary is still much limited knowledge of Notary Deed Official Cooperation (PPAK) and the low interest of the Notary Deed Cooperative (NPAK) in Rembang district were registered for the Legal Entity Administration System Cooperative (SISMINBHKOP). With the state of a society, then the Office of Industry Trade Cooperatives and Small and Medium Enterprises Rembang should seek to build cooperation between the Notary in Rembang with the Agency's own cooperative.Keywords: Deed of Establishment of Cooperative; PPAK; SISMINBHKOP

Abstract

Positive fictional setting in Act Number 30 of 2014 due to a legal fiction that require administrative authority to respond or issue a decision / action brought before it within the time limit as prescribed and if these prerequisites are not met, the administrative authority to grant deemed issuance of the decision / action filed legal to him. Fictitious such aims to provide assurance of the juridical side linked with a possible remedy to the court by parties who feel aggrieved, so that the silence of the administration equated with a written decision (written decision) that contains the approval even though his form is not physically written (unwritten decision). In brief,The issues raised 1) Why in Act Number 30 of 2014 on government administration is set on the fictitious positive decision 2) What about the legal consequences of the decision as a positive fictitious object of dispute TUN 3) What problems arise from a fictitious setting positive and what policy solutions need to be taken to overcome these problems. Aim to determine, analyze and assess the background and reasons underlying positive fictional setting in Act Number 30 of 2014 on public administration and to determine the legal consequences of the decision as a positive fictitious object of dispute TUN, and knowing what the problems arising from the positive fictional setting.    This thesis research method using normative juridical approach, normative legal research resources obtained from the library instead of the field, for the term that is known is the legal material. the normative legal research library materials is a basic material in the science research generally called secondary law. From the research results can be concluded that Fictitious setting positive consequences on the object of dispute in the State Administrative Court in the attitude of the state administration officials ignored requests citizens to a decision issued after the enactment of Act No. 30 of 2014 on Government Administration using test models in the form of an application to the State Administrative Court as provided for in Article 53 of Act Number 30 of 2014 are not formulated norms regarding procedural law petition fictitious positive this makes the Supreme Court Supreme Court Regulation Number 5 of 2015 as a guide for the State Administrative Court judge in resolving disputes positive fictitious petition the Court shall decide upon a maximum of 21 (twenty one) working days after the application is submitted and the decision is final and binding.Keywords: Setting Decision; Fictitious Positive; Object Dispute

Abstract

ABSTRACTThis study aimed to observe the effect of addition of red spinach flour on the consumer acceptance torebon shrimp macaroni and to determine the best formulation for red spinach addition, so that it can be used as a natural color in rebon shrimp macaroni products. This research was conducted in August-September 2020 at the Laboratory of Fisheries Product Technology and Chemical Laboratory of Fisheries Products, Faculty of Fisheries and Marine, at the Riau University Pekanbaru. The method used was an experimental with 4 levels of treatment for the addition of red spinach flour, namely: 0 g (control), 100 gs, 200 gs, and 300 gs, and repeated 3 times. The parameters observed were organoleptic tests includes appearance, odor, texture and taste. Furthermore,the proximate test includes moisture, protein, fat, and ash content. The results showed that the addition of 100 gs of red spinach flour was the best treatment, indicated by the highest consumer acceptance rate of 91.56%, and characterized by slightly spinach tasted. The product was containing moisture of 9.98%, an ash of 1.57%, a fat of 0.13% and a protein of 12.67%. Keywords: Macaroni, rebon shrimp, red spinach flour
