Abstract

Characteristics of DKI Jakarta as Indonesian capital with a rich diversity of people from various social, cultural, and economic backgrounds, have challenging implication for participatory community empowerment. This is proven by low participation level in community affairs in the province. This research aims to assess factors responsible for low participation in community empowerment in urban areas and identify measures to improve it.  The research was based on a qualitative methods in the Village Community Empowerment Program (PPMK) implemented in KampungRawa, Kalibaru, and Tanjung Duren Melawai in DKI Jakarta, Indonesia. The selection of the administrative villages was based on Social Insecurity Potential Index (IPKS) which portrays an overview of urban social structure. Research results showed that low  participation in community affairs is attributable to the normative nature of  participation, non-compliance of  targeted groups in  certain areas, lack of information, weak public institutions (Village Consultative Council/LMK), lack of adequate support from  local leaders (Chief of Neighborhood Association (RT) and Chief of Community Association (RW)), and absence of  management training programs. Moreover, low participation is exacerbated by low public awareness about the environment. Thus, efforts that can be undertaken include enhancing the role of the   Government, implementing e-governance by RT and RW neighborhood heads as the driving force and representatives of the community.

Abstract

This article aims to ascertain whether decentralization practices in Indonesia are on the right track or not in handling the Covid-19 Pandemic, which demands the presence of roles from both the Central and Local Governments. The background is the tendency of decentralization practices in general in Indonesia, which seems chaotic based on the analysis of the relationship between the Central and Local Governments in handling Covid-19. This writing uses a descriptive qualitative approach with explanations that refer to the theory of decentralization and local autonomy. The data used here are secondary data based on the study of literature derived from electronic publications, documents, or books that are relevant and actual due to the practice of Decentralization in Indonesia. The results of this paper conclude that the practice of decentralization in Indonesia in dealing with the Covid-19 Pandemic is still experiencing a need for certainty in the right direction, specifically related to the effectiveness of handling the Covid-19 outbreak and in general for central-local governance at various Government affairs. The revision of the Local Government Law is the most decisive suggestion here.

Abstract

Water Governance in meeting rural drinking water needs in the policy framework of the PAMSIMAS Program is strongly influenced by the project structure and mechanism from the central and local governments through Community Direct Assistance and Rural SPAM development grants. The researchers used a post-positivist approach with literature review method to analyze the policy direction of the governance model for meeting rural drinking water needs in Indonesia after the end of the program in 2021 through Gieseke governance perspective and compared it with data from the implementation of program policies. shows a shift in the governance model based on the analysis of the style of governance and governance actors. Analysis of the literature review and data shows that the governance of community-based rural drinking water needs requires special arrangements for its institutional forms, ownership of facilities and infrastructure, technical management, and drinking water quality test. Meanwhile, the complexity of drinking water governance results in rural drinking water governance model trilemma. The trilemma faced by the Government in constructing village governance model indirectly leads to Meta Governance model that is capable to combine the governance models and emerge a new situation.
