Penelitian harus tetap didorong untuk di hilirisasi dengan cara menyesuaikan regulasi agar lebih ramah terhadap peneliti. Inovasi membutuhkan ekosistem yang kondusif, berupa ruang gerak yang luas dan tanpa ada kendala apapun termasuk legal (hukum). Regulatory sandboxes menjadi penting untuk menguji dan menghasilkan nilai/output dari suatu aspek kajian berdasarkan kondisi riil di masyarakat (lapangan) dengan cepat dan tepat dibandingkan pembentukan regulasi di tingkat nasional yang membutuhkan waktu lama dan sumber daya besar. Penelitian ini menggunakan metode yuridis normatif (legal research), dengan metode pendekatan perundang-undangan, pendekatan konseptual dan pendekatan perbandingan, dilengkapi data-data sekunder yang mencakup bahan hukum primer, bahan hukum sekunder dan bahan hukum tertier, yang diperoleh melalui studi dokumen atau bahan pustaka, yang nantinya berusaha menggambarkan tentang rumusan masalah yakni; Regulator Sanboxes merupakan Regulator Impact Assessment dalam bidang teknologi untuk mendorong hilirisasi hasil riset.
