Abstract

Public policy formulation process can be seen as theresearch process of public policycovering the steps of identifying problems in thesociety,setting up relationship model, goal and target setting of problem solving, developing policy alternatives, setting up criteria for selection and making recommendations. In relation to good governance, public policy process both in central and local government should be able to reflect the characteristics of good governance. Public policy formulation process in regions requires the improvement of the local government agents competency, both the executives and the legislatives in terms of management and public policy analysis and the change in mental model.

Abstract

Health Insurance for Poor People (Akseskin) policy implementation as mandated by the national constitution UUD 1945 have encountered shortcoming s with its policy substances, health services, technical operation, and beneficiaries. Its uncompleted implementation regulation as authorized in Law No. 40 Year 2004 may have contributed to the problems. The completetion of Akseskin policyand implementation substances may be conducted in relation with the contexts of regional autonomy, nation-wide social security program, and poverty alleviation program. It also requires the implementation of good governance, central and local gogernment regulations, quality service standards, authorization of responsibilities, monitoring, continuous evaluation and the availability of Akseskin management information system. Akseskin policy arrangement, in its initial stage, entails revisions especially in the terms of resource management, executing organization unit, mechanism and procedures.

Abstract

The implementasi Askeskin (The health insurencepolicy for the poor) has increased the poor accessibility to the health services in Indonesia. The Jamkesmas’s (The health security system) programme (issued on March 2008) has been trying to solve the problem concerning the implementation of Askeskin through better participants management, transparency on financing, quality and cost control, involving the local government and service procedur.However, there are some constraints on Jamkesmas’s implementation, such as the existing of the independent verificator, the effectiveness on organizing the Jamkesmas, local government and the poor condition, as well as medical support. In order to sustain the health policy for the poor, the regulation No 40/2004: National Social Security System as a grand strategy should be followed by the regulation of The National Executing Agency, the policy of the board national Security System, the policy of Participants Management and other relevant policies  Keywords:: Social Guarantee, Health Insurence, The Health Insurence Policy, Evaluation Implementation, dan Poor Society

Abstract

Pada dasarnya dalam reformasi BUMN, kebijakan retrukturisasi mencakup reorganisasi BUMN, penjualan aset pemerintah dan mentransfer konsep manajemen swasta ke dalam manajemen publik. Sementara privatisasi mencakup tiga cara dasar yaitu mentransfer kepemilikan pemerintah baik sebagian atau sleuruhnya kepada sektor swasta, deregulasi ekonomi terutama terhdap kondisi monopoli serta privatisasi dengan menyingkirkan hambatan dalam perekonomian yang bertujuan mempermudah pihak swasta masuk dalam bisnis BUMN serta pemakain manajeman swasta ke dalam manajemen publik. Perbedaan restrukturisasi dan privatisasi menjadi tidak jelas.
