Abstract

The city government of Palembang in this case the mayor of Palembang has issued the Palembang Mayor's Instruction No. 1 of 2020 on April 21, 2020 which instructs the improvement of control, prevention, and handling of transmission of corona virus diseases 2019 (COVID-19) in the city of Palembang. This research aims to maintain public peace in facing the spread of COVID-19 in Indonesia conducted by the Civil Service Police Unit. The research method uses an empirical legal approach. Data collection techniques sourced from primary data and secondary data. The results showed that the Palembang City Civil Service Police Unit had tried to overcome the existing problems, it was found obstacles in the field such as the people who did not wear masks and still clustered on the grounds of family members. However, this can be handled by the PP policemen by arranging patrol schedules so that they routinely check the activities of the people with the firmness of the Sat Pol PP leaders in the city of Palembang. The commitment is supported by infrastructure to always stop appealing to the public both through print and online media. This is influenced by factors that influence the success of COVID-19 supervision, control and prevention during PSBB, including internal factors including the Palembang Municipal Civil Service Police Unit in monitoring, controlling, preventing the spread of COVID-19 always prioritizing coordination and synchronization with cross-sectoral . While external factors include the interests of the community itself.

Abstract

In implementing the village fund management public policy in Martapura Subdistrict, East Oku Regency, there are 3 villages namely Tanjung Kemala Barat, Kotabaru Barat, Keromongan which have experienced an increase in the number of poverty so that it is focused on managing village funds and factors that become obstacles in implementing public policies in management. village funds. And the research method used is qualitative by applying descriptive methods with an inductive approach. The implementation of the village fund public policy in its implementation there must be factors that become obstacles in managing village funds in Martapura District. This factor comes from within and outside the organization itself, such as the insufficient apparatus of the Martapura District in terms of quality and quantity. So that it will affect the results of village fund management in all villages in the Martapura District. The management of Village Funds in Martapura District has been implemented well and runs smoothly according to the provisions, although in improving the community's economy it has not been implemented optimally. Especially in 3 villages where there was an increase in poverty, this happened because the absorption of the village allocation funds was not right on target, village funds were mostly spent on physical development. The allocation of village funds for empowerment and development of human resources was the key to progress in increasing an independent economy.Keywords: village fund, implementation, policy

Abstract

Tingkat kepuasan masyarakat menjadi salah satu tolok ukur, apakah pelayanan yang diberikan dapat dikatakan baik atau tidak. Penelitian ini bertujuan untuk mengetahui dan mengkaji efektivitas pelaksanaan Pelayanan Publik yang dilaksanakan oleh Kecamatan Jatinangor dalam meningkatkan indeks kepuasan masyarakat serta untuk mengetahui faktor apa saja yang memengaruhi indeks kepuasan masyarakat dalam meningkatkan efektivitas Pelayanan Publik di Kecamatan Jatinangor. Metode yang digunakan dalam penelitian adalah pendekatan induktif. Ruang Lingkup Penelitian ini variabel bebas yang digunakan adalah Indeks Kepuasan Masyarakat dengan mengacu pada Keputusan Menteri Pendayagunaan Aparatur Negara Nomor 25 Tahun 2004 tentang Pedoman Penyusunan IKM Unit Pelayanan Instansi Pemerintah. Teknik pengumpulan data menggunakan Observasi (Pengamatan), Wawancara, Dokumentasi dan Kuesioner. Data yang diperoleh dengan menggunakan wawancara dan kuesioner kemudian akan dianalisis menggunakan teknik skor dan persentase. Dari hasil penelitian menunjukkan bahwa masih dinilai kurang oleh masyarakat, yaitu penilaian terhadap kinerja aparat di kecamatan, ketepatan waktu juga biaya dalam mendapatkan pelayanan, keadilan mendapatkan pelayanan, serta kenyamanan dan keamanan dalam mendapatkan pelayanan. Hal ini diketahui berdasarkan beberapa indikator efektivitas yang digunakan untuk mengukur apakah sudah efektif pelaksanaan Pelayanan Publik di Kecamatan Jatinangor di antaranya, yaitu produktivitas, mutu atau kualitas, efisiensi, fleksibilitas dan kepuasan.
