Abstract

This study aims to find out how the impact of the green open space development policy in the city of Surabaya, especially in the Cahaya park, Babat Jerawat sub-district, Pakal district, Surabaya. This research use desciptive qualitative approach. Data collection techniques through in-depth interviews, observation, and documentation. Data analysis in this study starts from the process of collecting data, reducing data, displaying data and drawing conclusions. To find out the impact felt by the community around Pakal District with the construction of the Cahaya park, researchers used the policy impact dimensions proposed by Thomas R. Dye, there are two main findings. First, the Cahaya Park was built in the Babat Jerawat sub-district, Pakal sub-district, Surabaya, the purpose of the Cahaya park was to overcome the problems that exist in the community, especially the need for recreation areas, sports facilities, and children's playgrounds. Second, the park which was originally opened was the target of the policy as a place of recreation and as a biofilter against air conditions polluted by pollution, besides that there are groups outside the policy target, namely the community in Babat Jerawat Village, Pakal District, who also use the park for selling activities so that some people who used to be unemployed with the opening of the Cahaya park they can have a job as a merchant times five

Abstract

Cases of violence against women and children are a public problem that must be answered by the government. The Surabaya City Government together with DP3APPKB Surabaya in 2017 formed the PUSPAGA program with a service center on Floor II of the former Siola Building and in 2022 it developed into PUSPAGA Balai RW with a program for prevention, risk reduction and handling of cases related to families, women and children. One of the services of the prevention program by PUSPAGA Balai RW is Parenting Classes. In implementing parenting classes there are several challenges, such as in Rungkut Kidul Village where there are still few participants attending parenting classes. So the target of this parenting class has not been achieved. This research aims to describe the perceptions of the people of Rungkut Kidul Subdistrict regarding the PUSPAGA Balai RW parenting class services. The research method used is a qualitative descriptive method with data collection techniques through interviews, observation and literature studies that are relevant to this research. The results of the research show that the perception of the Rungkut Kidul Village Community consists of 60% agreeing and 40% disagreeing with the existence of Parenting Class services. These results are deepened by public perceptions based on the 5 attributes of public service innovation according to Rogers which shows that parenting class services implemented in Rungkut Kidul Subdistrict have relative advantages, suitability, complexity and are not easy to try and easy to observe. Abstract

The background of this study is the hegemony of opinion in the Modopuro duck village and the social isolation of the Sumberglagah leprosy village. This study uses the spiral of silence as the main theory and supports patron-client relationships in rural communities theory. This study took two locations: the Sumberglagah leprosy village in Tangjungkenongo village and the duck village in Modopuro village. This study used a qualitative method focusing on two villages in Mojokerto Regency. This study found the application of the spiral of silence theory applies if public opinion or issues concern villagers' daily lives. Environmental pollution issues in Modopuro and the stigma of the Tanjungkenogo leprosy village are included in the close case category because they are related to the daily life and experiences of the villagers. Another finding is the emergence of patron-client relationships. The position of patrons from business circles with clients in Moduporo villagers is quite strong. Meanwhile, Tanjungkenongo village, which acts as a patron, is a public official for the clients of the villagers, especially the Sumberglagah leprosy village
