Abstract

The Islamic Kindergarten Insan Scholar aims to prepare their students for a better level of basic education based on Islamic teachings. The results of the situation analysis showed that the partners wanted to increase the performance of the teachers during the introduction to basic science for their students, which was not only theoretical or theoretical, but this is limited by the resources of teachers who do not have the capacity to provide real science learning practices that are true, and the unavailability of equipment and materials to support the learning of simple scientific practices. The Community Empowerment Program is designed to increase teachers' knowledge in the process of teaching and learning simple science practices by providing training,  and the identification and purchase of equipment and materials that support the teaching of simple scientific practices. The results of activities under the Community Empowerment Program can increase teachers' ability to learn simple scientific practices, and there are a number of tools and materials used in learning simple scientific practices for students of Islamic Kindergarten Insan Scholar. The results of the community empowerment program should be well implemented by the partners, so that TK has a competitive advantage in the future, and should foster creativity and critical thinking, which will be very beneficial for updating and preparing students to cope with their larger and more complex roles in the future.

Abstract

Blitar Regency recorded a stunting prevalence of 16.1 percent in 2024, remaining above the East Java provincial average of 12.1 percent and lagging 6.6 percentage points behind the adjacent Blitar City despite both regions being subject to identical national regulations. The fundamental problem raised is the intraregional anomaly indicating that the source of variation in stunting reduction performance lies not in national policy formulation but in the dimensions of regional policy content and implementation context. This study aims to identify and analyse the supporting and inhibiting factors for accelerating stunting reduction by separating the two dimensions of Grindle's model. The methodology employed is qualitative with an embedded single-case study design, two contrasting-performance locus villages as sub-units of analysis, and ten informants from regency level to beneficiaries. Data analysis was conducted through the interactive model of Miles, Huberman, and Saldaña with deductive-inductive coding. The findings reveal supporting factors including tiered regulations, village fund flexibility, local leadership commitment, case-per-child coordination, and cadre responsiveness. Inhibiting factors encompass cross-system data fragmentation, non-name-and-address targeting, location-based convergence claims, implementer workload, rigid APBDes revisions, sectoral egoism, stigma, and high family participation costs. The study concludes that regional policy content sets the performance ceiling while the implementation context determines a village's distance from that ceiling. The contribution of this research is providing a basis for separating interventions between policy design improvement and implementation environment strengthening for the Blitar Regency Stunting Reduction Acceleration Team.
