Abstract

A primary issue in this study is that Way Kanan, a 13-year-old district, since it was formed from the expansion of the North Lampung Regency, is not strong enough to show the ability to carry out effective public services, even it is still categorized as a remote area.The public organization structure of Way Kanandistrict that is essential element of organizational capability, has not effectively supported the management of existing resources towards the achievement of the main objectives of regional division that is the welfare of society.Research question is: how does the capability of public organizations basic service providers in Way Kanan district can effectively support the implementation of the main tasks of the organization? This study used a qualitative approach, through direct observation, in-depth interview and documentation. To test the validity of the data, triangulation techniquesare used. The results showed that there elements of the capabilities of the organizational structure generally are less effective to support the implementation of the main tasks of the departments, especially the elements of the chain of command, centralization, formalization and span of control, while other elements: the work specialization and departmentalization, can be considered quite effective.

Abstract

Permasalahan pokok dalam penelitian ini adalah bahwa Kabupaten Way Kanan yang telah berusia 13 tahun sejak Kabupaten ini dibentuk dari pemekaran Kabupaten Lampung Utara, belum menunjukan kemampuanyang cukup kuat untuk dapat melaksanakan pelayanan publik secara efektif, bahkan masih dikategorikan sebagai daerah tertinggal. Keterbatasan jumlah dan kualitas SDM, sarana-prasarana, keuangan daerah serta posisi kabupaten yang tidak kondusuf, menjdi elemen utama penentu masalah kapabilitas organisasi publik, khususnyaorganisasi pemberi layanan dasar. Pertanyaan penelitiannya adalah: mengapa organisasi publik pemberi layanan dasar di Kabupaten Way Kanan belum kapabel ? Penelitian ini menggunakan pendekatan kualitatif melalui pengamatan langsung, wawancara yang mendalamdan studi dokumentasi. Untuk menguji keabsahan datadigunakan teknik Triangulasi. Hasil penelitian menunjukan bahwa terdapat elemen-elemen kapabilitas yakni: kapabilitas kepemimpinan, sumberdaya manusia, struktur organisasi, sarana dan prasarana, keuangan dan kapabilitas lokasi,umumnya belum kapabel, demikian pula kekuatan kapabilitas elemen-elemen tersebut belum secara integral dioptimalkan, terutama pada sub elemen change leadership, kualitas dan distribusi SDM, rentang kendali struktur, kualitas sarana dan prasarana, kecukupan dan pemanfaatan dana, serta aksesibilitas.

Abstract

Globalization no longer be at the weir, advances in information technology have supported change in the mindset of a nation to always follow the changes and demands of developing physical and social environment. The success and failure of a nation in the conduct of administrative reform, has more or less influence on other nations that do not want to miss implement the concept.Faced with the changes in society that is more intelligent and increasingly more demanding, the necessary role of government in providing services is tremendously effective, efficient and professional. Currently the government as public servants should strive for minimizing the gap between the demands of public service with the government's ability to comply, because of limited facilities and existing infrastructure can not be used as justification for the low quality of service to the community. Independence and reliable ability of the government is a basic requirement in order to keep the maintenance of public confidence in the government to meet all the needs of the service.To realize that goal, there should be the arrangement of government bureaucracy in order to build an effective government performance, efficient, and professional. At least, the stigma of the poor convoluted bureaucracy at both central government and regional levels can be reduced.From the results of the application of principle study that reinventing government applied but not yet fully fit is the principle of Competitive Government, this principle is in line with the principles of aid effectiveness and efficiency, Eccountability and Professionalism in GoodGovernance. Then the principle of reinventing government applied but erred in its application is the principle Enterpriting Government, is consistent with the principles of Professionalism, Effectiveness and efficiency as well as Eccountability in GoodGovernance. As well as the Application of reinventing government that can not be implemented is the principle of Market Oriented Government. This principle is actually aligned denganParticipation, Effectiveness and efficiency in Good Governance..

Abstract

The existence of the traditional market in public life would have can notdoubt.The price of a friendly, warm atmosphere, as well as the availability of a wide range of community needs making market forces pull all circles to do the buying and selling activities.Not without problems, the existence of the market are also sometimes also becomes its own problems for the Government and the community.Market conditions are far from treatment by the provider of the market makes the attractiveness of the market in the community be reduced.Not to mention when compared to modern market existence currently.There are some indicators that can then be used as a benchmark of the success of the management of traditional markets.Among them; aksessabilitas, convenience, and sufficiency. This research do using data collection through interviews, observation and documentation, in hopes of digging up the entire information about the management of traditional markets in the Regency of OganKomering Ulu, in accordance with the applicable local There are.The study was conducted at two nii traditional market in kabupatenOganKomering big Ulu, namely Tops markets and new markets.Based on the results of research, the aksesabilitas on the two traditional markets in the Regency of OganKomering Ulu has not done well, less slick pasasrpentaan makes the society's difficulty in accessing basic necessities.The level of comfort that dirasaskan by the stakeholders of both traditional market also has yet to be felt, the market conditions are cramped, the floors slippery and markets tend to be dirty, a pile of sambahdisudut-sudut market is the cause.In addition, talking about the adequacy of the market, as seen from the availability of buildings for merchants, market conditions are still far from enough, said the large number of traders still looks that don't get the kiosk was evidence yet to achieve this requirement.Therefore, it can be concluded that the management of traditional markets in the Regency of OganKomering Ulu has not yet reached the overall effectiveness.There needs to be the seriousness of the local government and the whole society to be able to achieve the goals of the management of traditional markets.

Abstract

Intention of this writing is: (1) To know and analyse the ability officer in improvingperformance of officer of Inspectorate of Area of Regency of Bandar Lampung , (2) To know and factors analyst supporting the make up of ability officer in improving performance of officer of Inspectorate of Area of Town Bandar Lampung.Research Method used by descriptive by using analysis qualitative. conducted Descriptive research to depict precisely is nature of and circumstance, symptom or growth symptom in relation of between research with the other symptom society.Result of research indicate that the ability officer in improving officer performance in Inspectorate of Area of Town Bandar Lampung have goodness, that matter is supported with according to between area of duty officer with the education and training which have been followed by the officer. As for factors supporting the make-up of ability officer in supporting officer performance is aspect of job quality, what good relative in executing duty as officer, job amount which still less in certain solution during, and also time accuracy finish the good work relative.

Abstract

Title: Promotion of position And Impact on Employee Performance Improvement At office of Secretariat of Area of Regency Lampung Utara.Problem of this research is : (1) How is the implementation of the promotion positions at Secretariat of Area of Regency of Lampung Utara; (2) How is the impact Job Promotion to employee performance at Secretariat of Area of Regency of Lampung Utara Research Method used in this research is survey the. Population in this research all Public Servant of Civil at Office of secretariat of Area of Regency of Lampung Utara North amounting to 60 people. Research conducted have the character of the census of because all population made by a research responder. Research variable is Occupation Promotion as free variable (X) And Officer Performance is variable trussed (Y)Result of research indicate that there is Influence of signifikan of Occupation Promotion to Officer Performance of Office of secretariat of Area of Regency of Lampung Utara, biggest influence from variable of pembentuk of Occupation Promotion is efficiency dimension work, while smallest dimension from variable of pembentuk of Occupation Promotion is nepotism dimension. Pursuant to research result, can be opened by suggestion that the importance of upheld by order in occupation promotion of according to rule going into effect, so that can be created by a expected job condition.

Abstract

Pertanyaan penelitiannya adalah: mengapa SDM organisasi publik pemberi layanan dasar di Kabupaten Way Kanan belum kapabel.Penelitian ini menggunakan pendekatan kualitatif melalui pengamatan langsung, wawancara yang mendalam dan studi dokumentasi.Untuk menguji keabsahan data digunakan teknik Triangulasi.Hasil penelitian menunjukan bahwa sumberdaya manusia pada organisasi  public pemberi layanan dasar di Kabupaten Way Kanan secara umum belum kapabel. Beberapa elemen yang menjadi penyebabnya adalah: Kualifikasi pegawai yang masih rendah,distribusi pegawai yang belum merata, kurangnya pemaham pegawai terhadap makna pelayanan dan secara kualitas personal,masih kurang knowledge dan skill pegawai.Kurang terintegrasinya secara sinergis kekuatan elemen-elemen sumberdaya manusia yang ada dalam organisasi publik tersebut menjadi faktor penghambat dalam membentuk kapabilitas sumberdaya manusia organisasi publik yang handal. Kata kunci: Kapabilitas SDM Organisasi Publik, Layanan Dasar

Abstract

Human resources have a significant role to gain organization goal. It can be indicated that the organization leader usually increase the performance of his staff. This research aims to: 1) analysis the impact of leadership style to performace staf; 2) analysis the impact of organization culture to staf performance; dan 3) analysis the impact of leadership style and organization culture to staf performace. Data and information collect in Pringsewu Sub-district, Tanggamus District. Data processing and analysis on this research use qualitative and quantitave method.The result of this research shows that the condition of leadership style in Pringsewu Sub-district, Tanggamus District is good.--------------Pencapaian tujuan organisasi sangat bergantung dengan sumber daya manusia baik sebagai pemimpin maupun sebagai pegawai atau bawahan, hal tersebut tercermin dari prestasi kerja pegawai yang lebih luas lagi tercermin dalam kinerja pegawai yang mana pemimpin akan selalu berusaha meningkatkan kinerja pegawainya. Tujuan dari penelitian ini adalah: 1) Untuk mengetahui pengaruh gaya kepemimpinan camat terhadap kinerja pegawai pada kantor Camat Pringsewu Kabupaten Tanggamus; 2) Untuk mengetahui pengaruh budaya organisasi terhadap kinerja pegawai pada kantor Camat Pringsewu Kabupaten Tanggamus; dan 3) Untuk mengetahui pengaruh gaya kepemimpinan dan budaya organisasi terhadap kinerja pegawai pada kantor Camat Pringsewu Kabupaten Tanggamus. Data dan informasi yang diperlukan alam penelitian ini dikumpulkandi Kecamatan Pringsewu Kabupaten Tanggamus. Pengolahan dan analisis data menggunakan alat analisis kualitatif dan kuantitatif. Berdasarkan hasil pembahasan dapat diketahui bahwa kondisi gaya kepemimpinan pada Kantor Kecamatan Pringsewu Kabupaten Tanggamus sudah baik.
