Abstract

PNS berhak memperoleh gaji, tunjangan, fasilitas, cuti, jaminan pensiun, jaminan hari tua, perlindungan dan pengembangan kompetensi. PNS diberikan jaminan pensiun apabila meninggal dunia, atas permintaan sendiri dengan usia dan masa kerja tertentu, mencapai batas usia pensiun, perampingan organisasi atau kebijakan pemerintah yang mengakibatkan pensiun dini atau tidak cakap jasmani dan/atau rohani sehingga tidak dapat menjalankan tugas dan kewajiban. Setiap PNS yang pensiun akan mendapatkan Surat Keputusan (SK) Pensiun sebagai tanda bukti secara tertulis bahwa PNS tersebut telah mendapatkan hak pensiunnya. SK Pensiun ini diperoleh setelah memenuhi kelengkapan administrasi dan melalui standar operasional prosedur yang berlaku. Pejabat yang berhak menetapkan SK Pensiun adalah Kepala Badan Kepegawaian Negara (BKN), sehingga Pejabat Pembina Kepegawaian Pemerintah Provinsi dan Kabupaten/Kota harus menyampaikan usulan pensiun kepada Kepala BKN. Berkas yang telah disampaikan kepada Kepala BKN akan diproses dan diperiksa kelengkapannya oleh bidang yang menangani pensiun. Jika berkas sudah dinyatakan lengkap dan sesuai, baru kemudian dilakukan pencetakan SK Pensiun dan dilakukan penandatanganan oleh pejabat yang berwenang.

Abstract

Hasil penelitian ini menunjukkan bahwa untuk mengatasi hambatan dalam konteks reformasi pelayanan, telah dilakukan pembinaan personil agar mereka mampu melaksanakan tugas-tugas UPT/SAMSAT Medan Utara yang semakin dinamis. Kesimpulan dapat dikemukakan, UPT/SAMSAT Medan Utara telah melakukan reformasi dengan cara; membuka pelayanan PKB melalui Bus SAMSAT Keliling, membayarpajakdengansistim online, SAMSAT Drive True, mengoperasikan SAMSAT Corner di Pusat perbelanjaan, menyederhanakan system pembayaran pajak dan membatasi ruang gerak calo. Pergerakan calo belum seluruhnya dapat diantisipasi sehingga masih menjadi tantangan untuk melakukan reformasi, demikian juga dengan perluasan pelayanan baik dengan Bus SAMSAT keliling maupun SAMSAT Corner, belum seluruhnya permintaan masyarakat dapatdipenuhi.

Abstract

Penelitian ini menggunakan metode kualitatif, dimana tehnik pengumpulan data yang didapat dari hasil wawancara dan observasi. Administrasi kearsipan sebagai pusat ingatan tentang kegiatan-kegiatan yang telah berlangsung dan temapt untuk mencari berbagai keterangan yang diperlukan bagi tindakan atau putusan yang akan datang dalam suatu instansi, amak arsip harus diatur dan dipelihata sebaik-baiknya dan mencoba mencari kepastian dan kebenaran masalah penataan administrasi kearsipan tersebut  sekaligus mencari jalan untuk pemecahannya berdasarkan pengetahuan ilmiah sehingga dapat diterapkan secara sederhana. Hasil penelitian menunjukkan bahwa Administrasi Kearsipn di Kantor Kecamatan Kampung Rakyat di Kabupaten Labuhanbatu Selatan sangat sederhana tetapi terselenggara dengan baik dan berjalan lancar sehingga tercipta efektifitas kerja

Abstract

The election of the Village Head shall be directly elected by the villagers of the Republic of Indonesia who meet the requirements with a term of office of 6 years from the date of inauguration. The community of Tanjung village with a population of nearly 2000 more of its inhabitants, Yang has various racial tribes respectively. In the election of the village head there should be support and participation of the Tanjung village community to determine who is eligible to serve as the village head. Why is it made so that the public is free and entitled to choose the desired leader. The election of the village head is supported by the villagers of Tanjung and for his cooperation with the organizing committee of the village head election. To become a candidate the village head must meet the conditions that have been set so that the performance of the village head can be more leverage and better know the rules.

Abstract

In the community there are still many publik complaints in terms of the role of govrmment, which is still not well targeted by carrying out duties and responsibilities to the community should every govermment have the ability to further improve the quality of service. As determined by the governement agenciens in the districk pangururan Samosir districk is expected to improve the quality of the government’s more responsible performance as by the government in serving the community. In this case formulation of the formulation of the problem is how the role unit manager activities (upk) pnpm indendent in improving the welfare of society therough savings and loan lending as for the purpose of this study is to find out how UPK PNPM independent office in pangururan district samosir districk. The method in this research is qualitative by using technique of observation, interview and documentation based on the result is this study followed by analyzing the data obtained, then the result is the role of independent upk pnpm in improving the welfare of the community in the districk pangururan samosir districk can be said either. Abstract

Seeing the condition of today's society, there are still many complaints in terms of services they get from the government about the low quality of current services. As the spearhead to carry out direct services to the public should each district and government officials to have the capability in carrying out their duties as set by government agencies. Likewise with the subdistrict of Medan Belawan is expected to further  improve  the  quality  of  the  performance  of  the  apparatus  as  to  which  has  been  set  by  the government in the service of society. In this case the formulation of the problem is how the procedure for obtaining the Electronic ID card in District Office District of Medan Belawan. The purpose of this study was to determine how the service procedure specified in the management of Electronic Identity Card at the District Office District of Medan Belawan. The method in this research is qualitative by using observation technique, interview and documentation. Based on these results and continue to analyze the data obtained, then the result is evaluation of Electronic Identity Card service procedures at the District Office District of Medan Belawan be quite good. Can be seen with Electronic ID card service provided is in accordance with the procedure for obtaining a KTP Electronics, but only time in the administration which is not in accordance with standard operating procedures.

Abstract

This research has been deceived by the importance of implementation of a of a government policy on the residency administrative information system (SIAK) about handling KTP-El has succeeded or did not succceed by reviewing the implementation of government policy which is based on the law of Indonesian RI country Number 24 in 2013 about The Administration of Residency. This study is meant to know how SIAK is implementation in the handling KTP-El and to find out what constraints are in the process. The methods are used in this research’s qualitative methods with the descriptive approach. The data collecting technique  was  carried  out  in  this  research  through  two  ways,  among  others  through secondary data (books, scientific papers, documents/archives) and obtained from field, observation and interview). From the research result it can be seen that the implementation of SIAK about the management of KTP-El has not been maximal, because there are still some obstacles and not yet have Special Regulation in the district office of Medan Baru Medan city, so there is still much need to be addressed. It is reviewed from 4 models of policy implementation according to Edward III, ie communication, disposition/attitude, resources, and bureaucratic structure. In this study, researchers also gain a new understanding that in the implementation of SIAK on the management of KTP-El good state service but it would be good apparatus not only run the activities of population administration, but also need to pay attention and care to public needs.

Abstract

Tujuan penelitian ini adalah untuk mengetahui Pengaruh Pendidikan dan Pelatihan (Diklat) Terhadap Kompetensi Kerja Pegawai di Sekretariat Dinas Bina Marga dan Bina Konstruksi Provinsi Sumatera Utara. Metode penelitian yang digunakan dalam penelitian ini adalah metode  kuantitatif. Sampel penelitian ini adalah seluruh Pegawai di Dinas Bina Marga dan Bina Kontruksi yaitu sebanyak 46 orang pegawai. Teknik pengumpulan data dalam penelitian ini adalah penelitian kepustakaan, Penelitian lapangan, kuesioner, wawancara. Teknik analisis data dilakukan dengan cara Regresi Sederhana, menguji signifikan hipotesis dipergunakan rumus signifikan uji t, dan uji Koefisien Determinan. Hasil penelitian terdapat pengaruh yang positif dan signifikan antara Pendidikan dan Pelatihan (Diklat) Terhadap Kompetensi Kerja Pegawai di Sekretariat Dinas Bina Marga dan Bina Konstruksi Provinsi Sumatera Utara, Nilai t hitung variabel pendidikan dan pealtihan adalah 6,750 dan nilai t tabel 1.680 maka thitungttabel (6,7501.680) sehingga dapat disimpulkan  bahwa dari  variabel  pendidikan dan pelatihan berpengaruh positif dan signifikan (0,0000,05) secara parsial terhadap komptensi pegawai. Adapun kesimpulan dari penelitian ini menunjukkan terdapat pengaruh yang positif dan signifikan antara Pendidikan dan Pelatihan (Diklat) Terhadap Kompetensi Kerja Pegawai di Sekretariat Dinas Bina Marga dan Bina Konstruksi Provinsi Sumatera Utara.
