Abstract

The Honorary Body is an instrument of the DPRD established to uphold the DPRD code of ethics. Basically, the Honorary Body is an internal oversight body of the DPRD. There are 2 (two) honorary body functions, which are active functions and passive functions. The active function of the Honorary Agency is the supervisory function in which the Honorary Agency evaluates absences, legal products produced by the DPRD, and intensity of meetings conducted by board members. The passive function of the Honorary Agency is the BK action to follow up when there are complaints of indications of violations by members of the board. The Board of Honor always appeals to council members not to commit violations or deviations.

Abstract

At the end of 2015 the Asean Economic Community agreement came into effect which means that there will be a single ASEAN market and production base that has five basic elements, namely a) free flow of goods, b) free flow of services services), c) free flow of investment, d) free flow of capital, and e) free flow of skilled labor. In addition to the five basic elements, the single market and production base must also contain two important components, namely priority integration sectors (PIS) and the development of the food, agriculture and forestry sectors. In terms of the free flow of labor, not all workers can compete, the ASEAN economic community limits only to skilled workers. Through the 2015 ASEAN economic community, there will be job opportunities throughout ASEAN. Job seekers can easily enter and exit from one country to another without any obstacles from the recipient country. However, the ASEAN Economic Community Blueprint limits only to skilled labor and there is no discussion about unskilled labor. In an effort to support the transfer of skilled workers, all ASEAN member countries signed an MRA (Mutual Recognition Arrangement) on November 19, 2007 consisting of 8 MRAs, including engineering services, architectural services, nurse services ( nursing services), medical practitioners, dental practitioners, accountants services, surveying services, and tourism professionals. So it is feared that Indonesian workers do not compete with foreign workers

Abstract

Receipts from all legitimate sources must be properly recorded by the officer. Included in receipts are all monetary benefits in the form of commissions, rebates, discounts and interest as a result of the sale and/or procurement of goods and/or services and from the storage and/or placement of regional money. This revenue must be recorded as regional income and budgeted in the APBD. APBD expenditures must be based on a decree of authorization by the authorized official. An ideal pattern of relationship between the legislature and the executive should be established in the sense that there is a balance between the two institutions. The more democratic the political system, the more balanced the relationship between the legislature and the executive will be. The Regional Government and DPRD, especially for DPRD members who are directly involved in the regional financial budgeting process, can provide education and training related to regional financial budgeting that can increase their competence and expertise and provide additional new knowledge so that the planning process to determining APBD can run optimally and produce APBD quality in accordance with the expectations, needs and aspirations of the community.
