Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh implementasi standar operasional prosedur terhadap kepuasan pelanggan pada kantor regional VI Badan Kepegawaian Negara, permasalahan yang diangkat dalam penelitian ini adalah masih kurangnya pelaksanaan standart dalam menyelesaikan pekerjaan dikarenakan antara lain (1) Kurangnya pemahaman mengenai SOP yang diterapkan oleh Kanreg VI BKN bahwa penyelesaian pekerjaan sudah ada ukuran waktu penyelesaian, tetapi karena keterbatasan waktu penyampaian berkas dan penyelesaian pekerjaan yang tidak cukup waktu yang telah ditetapkan, sehingga sering terjadi pelanggan merasa tidak dilayani  dengan baik, (2) Tidak konsisten dalam menjalankan SOP. Konsisten adalah masalah disiplin dan moral. Konsisten membutuhan kemauan yang kuat untuk terus menerus taat terhadap semua aturan yang tertuang dalam SOP (disiplin). Konsisten juga membutuhkan sikap mental bahwa menjalankan persyaratan SOP pada prinsipnya adalah menjalankan nilai-nilai baik dalam bekerja atau dalam bisnis (moral).Penelitian menggunakan metode penelitian kuantitatif Korelasi Product Moment dengan simpangan dengan responden sebanyak 30 responden. Dari hasil penelitian  diketahui bahwa Terdapat korelasi yang positif sebesar 0.743 antara Implementasi Standar Operasional Prosedur (SOP)  berdasarkan Permenpan No.35 tahun 2012 terhadap Kepuasan Pelanggan di Kantor Regional VI Badan Kepegawaian Negara Medan, Korelasi diperoleh nilai probabilitas variabel Implementasi Standar Operasional Prosedur (SOP)  dengan Kepuasan Pelanggan pada Kantor Regional VI Badan Kepegawaian sebesar 0,0743>0,0376. Dengan demikian hasil Hipotesis adalah H0 ≠ 0, Ha diterima atau korelasi Implementasi Standar Operasional Prosedur (SOP)  dengan Kepuasan Pelanggan pada Kantor Regional VI Badan Kepegawaian Negara sangat signifikan.

Abstract

The objectives of the study were to provide an overview of appIication steps of Tourism Business Registration Iicense (TDUP) through Sicantik and the factors that infIuenced the poIicy impIementation of Tourism Business Registration Iicense through Sicantik as weII as to find out what obstacIes to poIicy impIementation of Tourism Business Registration Iicense (TDUP) through Sicantik at the Department of Investment and One Stop Integrated Services (DPMPTSP) Medan City. This study was conducted by using descriptive quaIitative method. The instrument for coIIecting data were observation, interview, and documentation. AII the data were anaIyzed based on the theory by MiIIes & Huberman, nameIy an interactive modeI that cIassifies data anaIysis in three steps, they are: data reduction, data dispIay and drawing concIusions (verification). The findings of the study refer to four indicators that took effect to the service poIicy impIementation of the TDUP through Si Cantik at DPMPTSP in Medan City based on George C. Edward III's theory, nameIy communication, resources, disposition, and bureaucratic structure.  In generaI, it showed that its impIementation is guided by the appIicabIe reguIations.
