Abstract

Penelitian ini bertujuan untuk mengetahui implementasi peraturan daerah kabupaten labuhanbatu nomor 37 tahun 2008 tentang pembentukan organisasi dan tata kerja kecamatan terhadap pelayanan publik. Efektivitas birokrasi pemerintah daerah Kabupaten Langkat secara langsung dipengaruhi oleh faktor perilaku aparatur, budaya organisasi dan kualitas pelayanan yang diberikan oleh aparatur birokrasi. Besarnya ketiga variabel tersebut sebesar 60,9 persen sedangkan 39,1 persen lainnya dipengaruhi oleh variabel lain. Pengaruh variabel perilaku aparatur terhadap kualitas pelayanan publik adalah positif dan signifikan, artinya semakin responsif perilaku aparatur terhadap tuntutan pengguna jasa publik, maka semakin positif peningkatan kualitas pelayanan publik. Untuk lebih meningkatakan kualitas pelayanan publik dan efektivitas birokrasii pemerintah daerah,  maka perlu dilakukan peningkatkan responsivitas perilaku aparatur birokrasi terhadap tuntutan pengguna jasa publik ataua masyarakat yang semakin meningkat sejalan dengan perkembangan keadaan saat ini.

Abstract

This study aims to: 1) identify the development of organizational communication theory in the context of digitalization and information disruption; 2) analyze the limitations of classical organizational communication theory in explaining algorithm-based communication and digital platforms; and 3) formulate a framework for reconstructing organizational communication theory that is more adaptive to the digital era. The study uses a qualitative approach with the Systematic Literature Review (SLR) method based on the PRISMA protocol for indexed scientific articles from 2015–2024. The analysis is conducted through a thematic approach to map paradigm shifts and conceptual synthesis in contemporary organizational communication studies. The results show that: 1) Organizational communication theory has undergone a significant transformation from a structural-hierarchical paradigm to a digital-network paradigm; 2) Classical theories such as the linear transmission model and systems theory have limitations because they have not integrated the role of algorithms, digital platforms, and non-human actors in the communication process. In the Digital Ecosystem, the distribution of organizational messages is influenced by algorithmic logic, the attention economy, and the dynamics of online publics that are open and cannot be fully controlled by institutions; and 3) The framework for reconstructing organizational communication theory is based on three main Principles: network communication, Algorithmic Integration, and the Digital Ecosystem perspective. This reconstruction confirms that organizational communication in the digital era is hybrid and interdependent between humans, technology, and platform structures. These findings provide theoretical implications for broadening the scope of organizational communication analysis, as well as practical implications for organizations in managing reputation and communication strategies amidst the complexity of information disruption.

Abstract

This study aims to: 1) identify the development of communication theory in the context of digital disinformation; 2) analyze the limitations of classical communication theory in explaining the phenomenon of algorithm-based communication; and 3) formulate a framework for reconstructing communication theory that is more adaptive to contemporary challenges. The study uses a qualitative approach with the Systematic Literature Review (SLR) method based on the PRISMA protocol for indexed articles from 2015–2024. The analysis is conducted through a thematic approach to map conceptual transformations in digital communication studies. The results of the study indicate that: 1) A paradigm shift from linear communication to multidirectional and decentralized networked communication; 2) Classical communication theories such as agenda setting, Two-step flow, and the spiral of silence have limitations because they have not integrated the role of algorithms, platforms, and non-human actors in the communication process; and 3) A framework for reconstructing communication theory that is based on three main principles: network communication, the integration of algorithms as non-human communication actors, and strengthening digital literacy. The resulting model includes four main components: human actors, algorithmic actors, platform structures, and socio-political contexts that interact in shaping the circulation of digital information. This reconstruction is expected to enrich the development of digital communication theory and serve as a conceptual basis for mitigating disinformation in the era of platformization and artificial intelligence.
