Abstract

Pada November 1813 dua buah persil nomor 3 dan 4 seluas 526 .100 acree atau kurang Iebih 2129,108 km 2 yang terletak di afdeeling Krawang, Jawa Barat telah dibeli oleh J. Shrapnell dan Ph . Skelton. Persil 3 dan 4 itu kemudian terkenal dengan nama tanah partikelir Pamanoekanen Tjiasemlanden atau sering disingkat P en T .' Wilayah ini sekarang menjadi Kabupaten Subang dengan batas-batas wilayah tetap sama seperti batas wilayah tanah partikelir P en T tempo doeloe, yakni di sebelah utara Laut Jawa, sebelah barat Sungai Cimalaya, sebelah selatan Gunung Tangkuban perahu, dan sebelah timur Sungai Sawu. Pada tahun 1858, penguasa baru tanah P en T, W. Hofland bersaudara, telah mengembangkan tanah-tanah yang semula tidak produktif menjadi tanah produktif untuk areal perkebunan baru .

Abstract

In this article will be explained reasoning of sales policy appearance of private land during Raffles period. The focus of study is processing sale of private land in Java done by Raffles, starts from advertisement, auction, and individuals that is finally gets of best of private land. This simple article fully stems from gathering of archive or documen mustered by Dr. Rost is containing official letters, memorandum, petition, written testimony, minute, proceding, and others. Main conclusion from this article is sales policy of goverment land done by Raffles not pure as effort overcomes finance crisis, but also entangles interest of business of the functioners.
