Abstract

The purpose of this study is to: 1) analyze the condition of ex-Bakorwil assets in Pati, Pekalongan, and Magelang areas from the management side, the condition of the building, infrastructure and environment, 2) analysis of possible assets of ex-Bakorwil in Pati Regency, Pekalongan City, and Magelang City to be used as a hospital, as well as necessary steps. Data in this study were collected through interviews, discussions, and direct observation of the study object. The data analysis in this study uses qualitative techniques with interactive models developed by Miles and Huberman. The conclusions of this study are: 1) the possible asset for the establishment of the new hospital is the official house in Pati and Pekalongan, but the location that need new hospital is Magelang and Pekalongan, for the existing Pati there are Kelet Hospital, Jepara; 2) the establishment of hospitals in Pekalongan utilize the assets of former official houses, while in Magelang need to look for alternative assets; 3) The hospital to be established is directed to the center of excellence that is for Pekalongan is Mother and Child hospital, for Magelang is Cancer hospital.

Abstract

Borobudur area and its surroundings are one of the National Tourism Strategic Areas (KSPN). The government targets tourist arrivals to the Borobudur area to reach 2 million foreign tourists, and 11 million domestic tourists by 2019. On the other hand, the Borobudur Conservation Center (BKB) which is responsible for maintaining Borobudur Temple has made study that Borobudur's capacity is only 123 people rose above the temple in one time, and 528 people in the temple yard. This time, the number of tourists rose 10-fold, and there were indications of damage. In this regard, the purpose of this study is; 1) How is the solution to the management of Borobudur KSPN so that there is a sustainability side as well as the target of visits, 2) What role can the local government around the Borobudur area take to determine the status of the area and the strategic project to be implemented. This research was conducted using qualitative. Data is collected through interviews and direct observation, as well as tracking secondary data through various documents. Data analysis was performed using interactive analysis made by Miles & Huberman. The study was conducted around the Borobudur area, namely the Magelang Regency, Purworejo Regency, and Magelang City,. The conclusions of this study are: 1) the solution for managing the Borobudur tourist area is to change the mindset of tourism no longer centered on Borobudur Temple alone, the cultural and community landscape, and Borobudur making one of its parts. The tourism paradigm shifts from the monument-centric to the wider area and is no longer centralized, but the active involvement of the community. 2) Local governments (Magelang Regency, Purworejo Regency, and Magelang City) should improve with various supporting development programs in order to increase the acceleration of regional competitiveness and increase economic development opportunities to increase regional development and community welfare.

Abstract

Sustainable Development Goals (SDGs) merupakan tantangan berat bagi negara berkembang, termasuk Indonesia. Di tingkat daerah, integrasi SDGs ke dalam perencanaan pembangunan menemui banyak tantangan, karena sebagian indikator belum sesuai dengan kondisi daerah, serta ketersediaan data-data yang sangat terbatas. Tujuan penelitian ini ialah menganalisis integrasi indikator SDGs ke dalam dokumen perencanaan pembangunan yang dilakukan oleh pemerintah daerah di Jawa Tengah. Penelitian menggunakan metode deskriptif kualitatif. Lokasi penelitian di Jawa Tengah, dengan mengambil kasus di Pemerintah Provinsi Jawa Tengah, serta Pemerintah Kabupaten Pekalongan, Kabupaten Pemalang, Kabupaten Wonosobo, dan Kabupaten Grobogan. Informan penelitian ialah pihak yang memiliki kewenangan menyusun perencanaan pembangunan, serta aktor nonpemerintah. Teknik analisis data menggunakan model inetraktif sebagaimana dikembangkan oleh Miles dan Huberman. Kesimpulan penelitian ini ialah bahwa implementasi SDGs di Jawa Tengah, baik di tingkat provinsi maupun kabupaten/kota masih belum berjalan optimal. Hal ini dikarenakan SDGs hanya dimaknai sebagai kegiatan BAPPEDA, serta di dalam penyusunan rencana aksi masih sangat sedikit program pemerintah maupun nonpemerintah yang diintegrasikan. Kendala lain adalah lemahnya komtimen antar stakeholder, baik di dalam sharing data dan sumberdaya, perumusan program dan penyusunan rencana aksi. Oleh sebab itu disarankan agar SDGs sebagai milik bersama dimulai dari komitmen kepala daerah, baik dalam hal sharing program, penguatan komitmen antar pihak, membangun tim solid dalam rangka penyediaan basis data dan program kegiatan, komunikasi dan sinkronisasi.

Abstract

The Government of Central Java Province developed digital applications in order to support bureaucratic reform, namely the Government Resources Management System (GRMS) and electronic-based personnel management aplication system. The purpose of this paper is to analyze the use of the application, what are the constraints and how development is needed. This research is in the form of analytical descriptive, with a qualitative approach. Primary data collect from system users, and secondary data are from the application system. Data analysis was performed with simultaneous models developed by Miles and Huberman. The existence of the GRMS application system and the application of the personnel information system so far has been enough to contribute to the improvement of government performance, which is to facilitate local government administrators. On the other hand, application usage is hampered by the readiness of users, there is no synchronization between applications, and application performance is not optimal. The conclusion of the research is that government management innovations in the form of GRMS applications and personnel management aplication system have been carried out in assisting the administration of government. The existence of these applications can encourage changes in work culture, which contributes to bureaucratic reform. The obstacle faced is the readiness of the authorities because they are not used to using digital systems, their behavior and work habits. Another obstacle is the still not optimal role of the application system to support all government management activity needs, as well as the integration between applications. The change needed is to build integration between applications as a system that is interrelated, so as to increase transparency, efficiency, responsibility and ease of control.

Abstract

Masyarakat pesisir merupakan salah satu kelompok termiskin. Kebijakan-kebijakan yang telah dilaksanakan di kawasan pesisir sering mengakibatkan beberapa kondisi berupa perusakan ekologi, kesenjangan dan kemiskinan nelayan tradisional, serta ketergantungan masyarakat terhadap pemodal. Penelitian ini bertujuan untuk memahami kebutuhan penanggulangan kemiskinan pada wilayah pesisir sesuai dengan karakteristik dan kebutuhan masyarakat. Jenis penelitian adalah deskriptif kualitatif. Lokasi penelitian dilaksanakan di Kecamatan Juwana dan Margoyoso di Kabupaten Pati, serta Kecamatan Ulujami di Kabupaten Pemalang. Informan penelitian ini berjumlah 100 orang terdiri dari unsur pemerintah daerah, lembaga masyarakat, koperasi, nelayan, petambak, pengolah hasil perikanan dan petani. Teknik pengumpulan data menggunakan wawancara, FGD dan Observasi. Teknik analisisdata menggunakan model yang dikembangkan oleh Spradley, yang merupakan kesatuan proses linear yang dimulai dari analisis domain, analisis taksonomi, analisis komponensial dan analisis tema budaya.Kesimpulan dari penelitian ini adalah model penanggulangan kemiskinan pada masyarakat pesisir utara Jawa Tengah berupa konsep pemberdayaan yang mengutamakan prinsip a). Komitmen pada keyakinan, nilai, adat kebiasaan, kepentingan bersama, b). Menciptakan keterbukaan, kejujuran, solidaritas dan pelibatan masyarakat. Tittle: Need For Poverty Reduction In North Coastal Areas In Central JavaThe coastal communities is one of the main groups of the poorest. The policies that have been implemented in coastal areas often result in some circumstances as ecological destruction, poverty gap and traditional fishing, as well as public dependence on financiers. This study aims to understand the need to reduce poverty in coastal areas according to the characteristics and needs of the community. This type of research is qualitative descriptive. The location of research in the Juwana and Margoyoso sub district in Pati Regency, and the Ulujami Subdistrict in Pemalang Regency. The informants of 100 people consisting of representatives from local government, community organizations, cooperatives, fishermen, farmers, fishpond farmers, and fish processors. The technique of collecting data using interviews, focus group discussions and observation. Data were analyzed using a model developed by Spradley, which is the unity of a linear process that starts from domain analysis, taxonomic analysis, componential analysis and analysis of cultural themes. The conclusion of this study is a model of addressing poverty in the north coast of Central Java community a concept that promotes empowerment principle a). Commitment to the beliefs, values, customs, common interests, b). Create transparency, honesty, solidarity and community involvement.

Abstract

Covid-19 cases in Indonesia tend to increase, and several studies show that there is still a lack of public awareness on implementing health protocols. Public spaces have a greater potential for transmission than private spaces, so it is important to ensure the implementation of health protocols. The purpose of this study was to determine the potential for community behavior on implementing health protocols in public spaces, as well as how to improve efforts that need to be made. This type of research is descriptive with a mixed method quantitative and qualitative, and its applied research. This research was conducted using a survey technique involving 2,894 respondents spread throughout Central Java. The sample is probability sampling, determined by the technique of multistage random sampling and cluster random sampling. The instrument of this research is a semi-closed questionnaire which is given through google form media. The analysis in this study uses descriptive statistical techniques, as well as qualitative analysis of simultaneous models. This study concludes that public areas must be watched out for because they have the potential to create a fairly high level of the crowd, but the implementation of the covid-19 health protocols has not been optimal, especially tourist and entertainment places, public transportation, and traditional markets. Several places with high potential for visits, such as workplaces, places of worship, culinary places, and socio-religious celebrations/rituals, also need to improve the implementation of health protocols.
