Abstract

The article aims to identify the role of the Nganjuk district government toward Online learning in the pandemic. The author uses descriptive qualitative methods by describing and explaining comprehensively and specifically related to current events or phenomena, so that the role of the government can be done to the maximum As a result of the discussion found that in its implementation, the role of the government brings a significant impact both for children as students and teachers as teachers, especially in addressing the lack of adequate supporting facilities and limited understanding of technology access and internet networks become the main obstacles felt by both parties. the policy can be analyzed based on Van Meter and Van Horn theories. The theory in policy implementation is to look at the implementation achievements of 6 variables, including; (1). Standards and Policy Objectives, (2) Resources, (3) Characteristics of Implementing Organizations, (4) Communication, (5) Attitudes of Implementers, (6). Social, economic, and political environment. All variables show the achievement of online learning implementation during the Covid-19 pandemic in Nganjuk Regency.

Abstract

Nyadran is the symbolic of a relationship among ancestors, nature and each other. It is a ritual pattern that contains local culture and Islamic values. Thus, it is not surprising that the implementation of Nyadran still has to do with Buddhist culture and Hindu-Animism which was later assimilated by Islamic values by Wali Songo. In addition, this study would investigate how the relationship between Nyadranan and Islamic values. A qualitative research approach was applied to answer research questions. This study was conducted in Baron, Nganjuk City. Observation and in-depth interviews were applied to collect data. This result indicated that it was a very strong relationship. Nyadran was the social expression of community, solidarity and togetherness being the main pattern of this tradition. This phrase would ultimately result in a vertical-horizontal relationship more closely. In this context, then Nyadran would be able to improve the pattern of the relationship between God and society, and thus eventually would show the development between cultures and traditions that had evolved into more colorful.

Abstract

This study aims to analyze the learning process online, supporting factors and factors inhibiting teachers in carrying out online learning during the covid-19 pandemic. This research was conducted in several elementary schools in Nganjuk district which is calculated from September to January 2021. This study uses a type of descriptive qualitative method research. The subjects used in this study were primary school teachers and some education-related policymakers. Data collection techniques used in this study in the form of open questionnaires, semi-structured interviews, documentation and field records. The result of this study is that the covid-19 pandemic has a huge impact on the learning process, learning that is usually carried out directly is now diverted into online learning. Students feel bored and bored during the learning. Online learning for primary school-age children is less effective. There are several factors supporting teachers in the online learning process, namely the availability of mobile phones, quotas and a stable internet network. In addition to the supporting factors in online learning there are also several factors inhibiting teachers in online learning. The inhibitory factors include that not all students have mobile phones and many parents are busy working.it is necessary to government from various parties, both from the government as the regulatory holder and the community as policy users. so it is expected that both can synergize and maximize the academic potential of students.
