Abstract

Abstract Stated Preference method is a flexible non-market valuation method, which is widely used in the cost-benefit analysis. In this study, the willingness to pay for passenger cars is estimated and compared using two different Stated Preference methods, namely the Contingent Valuation and Stated Choice methods. These models are applied to estimate the non-market value of road safety in the City of Bandung. Interviews were conducted with more than 500 residents of the City of Bandung. The results showed that the willingness to pay using contingent valuation method is Rp 180.32/km and willingness to pay using stated choice method is Rp 333.7/km. The main concern for these models is the reliability and validity of the assessment results, because there is a hypothetical question and a big gap between the two models. Therefore the reliability examination for both models is the most significant problem. Keywords: stated preference, valuation method, contingent valuation, stated choice, road safety  AbstrakMetode Stated Preference adalah metode penilaian nonpasar yang fleksibel, yang banyak digunakan dalam analisis biaya-manfaat. Pada penelitian ini kesediaan membayar pengguna mobil penumpang diperkirakan dan dibandingkan dengan menggunakan dua metode Stated Preference yang berbeda, yaitu metode Contingent Valuation dan metode Stated Choice. Model-model ini diterapkan untuk mengestimasi nilai nonpasar keselamatan jalan di Kota Bandung. Survei wawancara dilakukan dengan melibatkan lebih dari 500 orang penduduk Kota Bandung. Hasil penelitian ini menunjukkan bahwa kemauan membayar dengan menggunakan metode contingent valuation adalah Rp 180,32/km dan kemauan membayar dengan menggunakan metode stated choice adalah Rp 333,7/km. Perhatian utama untuk model-model ini adalah keandalan dan validitas hasil penilaian, karena terdapat pertanyaan hipotetis dan kesenjangan yang besar di antara kedua model. Abstract

Stacking of vehicles trouble especially motorcycles often happens to pass through the intersection stop line. Advanced Stop Area (ASA) for motorcycles is one of treatment to solve the problem.The purpose of this study is to compare values of saturated flow on the approach of intersections with and without ASA. The survey was conducted on the 4th to the 7th of June, 2012 at 16:00 to 18:00 at the intersection of Ahmad Yani Laswi, Pasteur-Sukajadi and Ir. H. Juanda - Surapati for the intersection with ASA and intersection of Gatot Subroto-Laswi and Ir. H. Juanda-Sulanjana for intersections without ASA in Bandung. Saturated flow for 9 m width protected with ASA is 4355 pcu/gh and without ASA is 4034 pcu/gh. The intersection with 9 m width of opposed with ASA is 4941 pcu/gh and without ASA is 4605 pcu/gh. The intersection with a width of 6 m opposed with ASA is 3427 pcu/gh and without ASA is 3255 pcu/gh. ASA will increase the value of saturation flow at 8% for protected intersection and 7.3% for opposed intersection width of 9 m, and 5.3% for opposed intersection width of 6 m. Influence the application of ASA at an intersection approach will be obvious to the departure of the data in units of vehicles, especially motorcycles units.Keywords: intersection, saturated flow, Advanced Stop Area (ASA)

Abstract

The fuel prices increase affects the overall economic and also affects the public transport fares. The increase in public transport fares shall be balance with the increase in fuel prices so that the vehicle’s operating cost that incurred by the operators in line with ability to pay of public transport passengers. The aim of this study is to determine the effect of fuel price on Trans Metro Bandung bus fare particular for Cibeureum-Cicaheum route. Vehicle’s operating cost and fares are calculated in two times; before and after the fuel prices increase. The study obtained that the component percentage before the fuel price increase is 15.89% of BOK while after the fuel price increase is 20.94% of BOK. According to fares calculation, the fares increase from Rp. 3.500 per passenger to Rp. 4.000 per passenger, meanwhile, in reality, the operators set the price at Rp. 3.000 per passenger before and after the fuel prices increase.

Abstract

A road is always needed as a transportation media because of that it’s hoped condition has a durability feet with the plan duration, so it’s attempted an increase of mixture pavement both the increase of road geometric and it’s pavement structure. In increasing the pavement structure sought a material alternative to be mixed with asphalt or aggregate. Aggregate is main component from road pavement structure. Aggregate used as mixture material of asphalt pavement. This research is aimed to observe the influence of sulfur to coarse aggregate characteristic which used LASTON AC-WC pavement mixture by Marshall method. This research used 60 penetration of asphalt. For specific gravity and absorption test of coarse aggregate was done a test of coarse aggregate mixed by sulfur based on percentage variation of sulfur to the coarse aggregate mass 5%, 10% and 15%. From the test of that coarse aggregate got 15% of the sulfur to the coarse aggregate mass  by absorption percentage 2,67%. The result of the mass test to the coarse aggregate mixed with sulfur gained the score of flow and VFA decreased. Meanwhile the score of stability, VMA VIM increased compared with the coarse aggregate without sulfur, it’s caused the aggregate hole filed by sulfur. Optimum asphalt content for the mixture of pavement with coarse aggregate without sulfur was 6,37% and aggregate mixed with sulfur was 15% of coarse aggregate wasn’t  gained the mass. Optimum asphalt  content of the test can be concluded that the coarse aggregate mixed  with sulfur needs more asphalt content

Abstract

ABSTRAKPersimpangan merupakan suatu bagian jalan yang menjadi pusat pertemuan dari berbagai pergerakan arus lalu lintas. Pada tipe simpang tak bersinyal, sering dijumpai titik-titik konflik arus lalu lintas yang mengakibatkan kemacetan arus lalu lintas terutama pada saat jam-jam sibuk. Contoh kasus terdapat di Kota Bandung, terjadi pada persimpangan Jalan A.H. Nasution dan Jalan Cikadut. Lokasi ini dipilih karena selain kemacetan yang disebabkan oleh titik-titik konflik arus lalu lintas yang tidak teratur pada saat jam sibuk, di sekitar jalan pada simpang ini juga merupakan kawasan pertokoan, pemukiman, sekolah dan juga terdapat pom bensin. Berdasarkan permasalahan tersebut, dilakukan perhitungan dan analisis data pada kondisi awal simpang, didapat nilai derajat jenuh (DS) sebesar 0,983 untuk pagi hari dan 0,937 untuk sore hari. Karena hasil perhitungan simpang pada kondisi awal tidak memenuhi syarat MKJI 1997, yaitu DS < 0,85, maka perlu dilakukan perhitungan ulang dengan beberapa alternatif agar nilai DS bisa memenuhi.Kata kunci: persimpangan, kemacetan, derajat jenuh, MKJI 1997. ABSTRACTIntersection is a part of the road that becomes the center concourse of various traffic flow movements. In the type of unsignalized intersection, there are often traffic flow conflict points which cause traffic jams, especially during rush hour. Examples of cases are in the City of Bandung, occurred at the intersection of A.H. Nasution Street and Cikadut Street. This location was chosen because in addition to congestion caused by irregular traffic flow conflict points during rush hour, around the road at the intersection this is also a shopping area, residential, school and gas station. Based on these problems, data calculations and analysis are carried out in the initial intersection condition, obtained saturated degree (DS) values of 0,983 in the morning and 0,937 in the afternoon. Because the results of the intersection calculation in the initial conditions did not comply the requirements of the Indonesian Highway Capacity Manual of 1997 (IHCM 1997), that’s DS < 0,85, it is necessary to recalculate with some alternative that value of DS can comply.Keywords: intersection, congestion, degree of saturation, IHCM 1997.

Abstract

ABSTRAK Institut Teknologi Nasional (Itenas) merupakan salah satu Perguruan Tinggi Swasta yang dapat menimbulkan suatu aktifitas. Sebagai Perguruan Tinggi yang memiliki lebih dari 7.000 mahasiswa, Itenas tidak lepas dari masalah parkir, terutama lahan parkir untuk kendaraan sepeda motor. Data yang diperlukan dalam analisis didapatkan dari hasil survei lapangan dan diperoleh dari pengelola parkir.Berdasarkan hasil survei diperoleh lahan parkir yang tersedia di Kampus Institut Teknologi Nasional 3.798 m² dengan kapasitas 1.979 kendaraan. Jumlah kendaraan sepeda motor yang keluar masuk parkir pada pukul 04.30–22.00 adalah 4.239 kendaraan masuk dan 3.552 kendaraan keluar. Indeks parkir sepeda motor di Student Center 102,76 % dan di belakang GSG sebesar 110,61%, kondisi parkir sepeda motor sudah tidak dapat menampung kendaraan yang akan parkir. Durasi parkir sepeda motor di Student Center dan di belakang GSG adalah saat parkir lebih dari 12 jam. Pendapatan parkir yang diterima dari parkir di Student Center dan belakang GSG didapatkan Rp5.622.000,00/hari. As a university that has more than 7,000 students, Itenas cannot be separated from parking problems, especially parking lots for motorcycle vehicles. The data needed in the analysis is obtained from the results of a field survey and obtained from the parking manager. Based on the results of the survey, parking at National Institute of Technology is available at the 3,798 m² with a capacity of 1,979 vehicles. The number of motorbike vehicles coming in and out of parking at 04.30 to 22.00 is 4,239 inbound vehicles and 3,552 vehicles coming out. The motorcycle parking index at the Student Center is 102,76 % and behind the GSG is 110.61%, motorcycle parking conditions cannot accommodate vehicles that will park. Motorcycle parking duration at the Student Center and behind GSG is parking more than 12 hours. Parking revenue received from parking at the Student Center and behind GSG is Rp. 5,622,000.00/day. Abstract

ABSTRAKPersimpangan Jalan Sangkuriang–Jalan Kolonel Masturi, Kota Cimahi sering mengalami kemacetan karena tingginya volume lalu lintas. Lampu lalu lintas yang tersedia pun tidak digunakan karena dinilai kurang efektif, sehingga perlu dilakukan penelitian untuk memecahkan permasalahan tersebut. Penelitian ini dilakukan dengan menggunakan metode survei langsung di ruas jalan pada tiap lengan simpang dan juga persimpangannya pada waktu puncak yaitu pukul 06.00–08.00 WIB dan 16.00–18.00 WIB. Kinerja simpang dianalisis menggunakan Manual Kapasitas Jalan Indonesia Tahun 1997. Pada kondisi eksisting, yaitu simpang tak bersinyal, diperoleh nilai derajat kejenuhan ( ) sebesar 1,299 dan 1,323 pada periode pagi dan sore hari, dimana nilai tersebut tidak memenuhi syarat, karena memiliki nilai lebih dari 0,85. Pada kasus simpang bersinyal, harus dilakukan penyesuaian geometri, dimana pada kasus ini, dilakukan percobaan penambahan lebar efektif pada tiap lengan menjadi sebesar 4 m, dan dihasilkan rata-rata nilai derajat kejenuhan ( ) sebesar 0,76 dan memenuhi syarat, dimana nilai kurang dari 0,85. Kata kunci: simpang tak bersinyal, simpang bersinyal, derajat kejenuhan. ABSTRACTSangkuriang St.–Kolonel Masturi St. Intersection, Cimahi City often faces the traffic jam because of the high traffic volume. The existing traffic lights are not used because they are considered to be less effective, so the research needs to be done to solve these problems. This research was conducted with using a survey method directly on the road section on each approach and also its intersection at the peak times, specifically at 06.00–08.00 WIB and 16.00–18.00 WIB. The intersection performance was analyzed using the 1997 Indonesian Road Capacity Manual. In the existing conditions, unsignalised intersections obtained the value of Volume Capacity Ratio ( ) of 1.299 and 1.323 in the morning and evening periods, where the value does not meet the requirements, because the value that obtained is more than 0.85. In the signalised intersection case, geometry adjustments must be made, where in this case, we did a trial with increasing the effective width to 4 m, and we achieved the average value of Volume Capacity Ratio ( ) of 0.76 and it met the requirements where the value is less than 0.85.Keywords: unsignalised intersection, signalised intersection, volume capacity ratio.

ABSTRAKBanyaknya kendaraan angkutan kota trayek Cimahi-Leuwipanjang yang berhenti beroperasi dan dibiarkan terparkir di bawah jembatan layang menjadi bukti atas kegagalan sistem transportasi di Jawa Barat. Tujuan penelitian ini untuk menganalisis biaya operasional kendaraan (BOK) menggunakan Pedoman Teknis Penyelenggaraan Angkutan Penumpang Umum Di Wilayah Perkotaan Dalam Trayek Tetap dan Teratur dari Direktorat Jenderal Perhubungan Darat (SK.687/AJ.206/DRJD/2002) dan survei pengeluaran dan pendapatan angkutan kota trayek Cimahi – Leuwipanjang. Pengumpulan data melalui wawancara langsung dengan sopir dan data-data terkait dengan BOK yang  tersedia  di berbagai media. Dari penelitian ini dapat diketahui bahwa rata rata biaya operasional kendaraan angkutan kota trayek Cimahi – Leuwipanjang adalah Rp56.590.250,00 per tahun, sedangkan rata-rata pendapatan adalah Rp82.672.500,00 per tahun dan rata-rata pendapatan bersih adalah Rp26.082.250,00 per tahun atau Rp2.173.520,00 per bulan. Rendahnya pendapatan sopir atau pemilik menyebabkan banyak angutan kota yang tidak beroperasiKata Kunci: biaya operasional kendaraan, pendapatan, pendapatan bersih ABSTRACTThe large number of city transportation vehicles on the Cimahi – Leuwipanjang route that have stopped operating and parked under the flyover, is evidence of the failure of the transportation system in West Java. The purpose of this study was to analyze Vehicle Operating Costs (VOC) using the Technical Guidelines for the Implementation of Public Passenger Transportation in Urban Areas on Fixed and Regular Routes from the Directorate General of Land Transportation (SK.687/AJ.206/DRJD/2002) and survey of transportation expenses and income. Data was collected from interviews with the driver and from various media. From this research it obtained that the average operational cost of city transportation vehicles on Cimahi – Leuwipanjang  route is Rp56,590,250,00 per year, while the income is Rp26,082,250,00 per year and the nett income is Rp2,173,520,00 per month. The low income of drivers or owners has caused many city transportation vehicles not to operate.Key Words: vehicle operating cost, income, nett income
