Abstract

Masalah pokok dalam penelitian ini adalah belum terlaksananya secara efektif kebijakan/program Jaminan Kesehatan Daerah Berbasis Kartu Keluarga Dan Nomor Induk Kependudukan di Kota Bekasi. Metode penelitian yang digunakan oleh peneliti adalah dekriptif analisis dengan pendekatan penelitiannya adalah kualitatif. Metode dan pendekatan ini dipilih dengan pertimbangan bahwa diharapkan dapat diperoleh data yang sebenar-benarnya dan mampu mengkaji masalah penelitian secara mendalam sehingga dapat diperoleh hasil yang diharapkan. Hasil penelitian dapat dijelaskan bahwa terdapat faktor-faktor dalam mengimplementasi kebijakan Jaminan Kesehatan Daerah Kota Bekasi yaitu faktor standar, ukuran dan tujuan kebijakan, ukuran dan tujuan kebijakan, sumber-sumber daya, karakteristik organisasi pelaksana, sikap para pelaksana, komunikasi antar organisasi terkait dan kegiatan-kegiatan pelaksanaan, dan lingkungan sosial, ekonomi serta politik. Namun dalam implementasinya faktor-faktor tersebut belum seluruhnya berjalan secara efektif, yaitu faktor sumber daya kebijakan dan dan faktor karakteristik agen pelaksana sehingga masih terdapat masalah yang dihadapi berkaitan dengan implementasi kebijakan Jaminan Kesehatan Daerah. Hal ini tentunya juga belum dapat memberikan jalan terbaik dalam memberikan pelayanan publik yang berkualitas khususnya berkaitan dengan Program Jaminan Kesehatan Daerah Bagi Masyarakat Berbasis Kartu Keluarga dan Nomor Induk Kependudukan.

Abstract

The implementation of the Standard Inpatient Class (KRIS) policy presents challenges for hospitals in ensuring equitable service delivery. Organizational readiness depends not only on adequate physical infrastructure but also on an adaptive organizational culture and strong clinical leadership to guide change. As a referral hospital, RS BM must ensure alignment across organizational components to meet KRIS standards sustainably. This study analyzes the influence of infrastructure quality and clinical leadership on organizational readiness for KRIS implementation, with organizational culture as an intervening variable. A quantitative cross-sectional design was used, involving 136 healthcare and medical personnel working in the inpatient units of RS Bhakti Mulia. Data were collected through structured questionnaires and analyzed using Structural Equation Modeling–Partial Least Square (SEM-PLS) to examine relationships among variables. Infrastructure quality and organizational culture significantly and positively affect organizational readiness. Clinical leadership, while not directly influencing readiness, has a significant positive effect on organizational culture. KRIS readiness at RS BM is shaped by infrastructure quality, clinical leadership, and organizational culture, with culture acting as the main mediator. The hospital shows strong readiness but still faces gaps in progress monitoring, inpatient room layout and privacy, leadership direction, and team participation. Strengthening monitoring mechanisms, improving room design according to KRIS standards, enhancing clinical leadership capacity, and fostering a collaborative organizational culture are essential to support comprehensive and sustainable KRIS implementation

Abstract

Healthcare organizations are increasingly required to preserve the sustainability of their institutional values by ensuring high-quality services, operational efficiency, and rigorous adherence to risk governance frameworks. RSUD dr. Chasbullah Abdulmadjid Bekasi City continues to face considerable challenges in this regard, particularly due to the limited internalization of core organizational values, disparities in the cultivation of an adaptive culture, and inconsistent employee compliance with established risk management procedures. These issues highlight the necessity for a leadership paradigm grounded in service, empathy, and empowerment.This study investigates the extent to which servant leadership influences the creation and protection of corporate values, while examining the mediating roles of strong adaptive culture and employee compliance doing the implementation of risk management. Employing a quantitative explanatory survey design, the research collected responses from 153 hospital employees, and data were analyzed through Structural Equation Modeling (SEM) to evaluate both direct and mediated causal pathways among variables.The findings reveal that servant leadership significantly strengthens creation and protection of corporate values, not only through direct influence but also by enhancing cultural adaptability and reinforcing compliant behavior in risk-related practices. Leaders who embody service-oriented principles are shown to cultivate work environments that foster mutual trust, organizational learning, and value-based decision-making.This study contributes meaningful empirical evidence to the discourse on leadership, organizational culture, and compliance within public hospital settings. Institutional strategies should prioritize continuous leadership development and comprehensive risk governance training to secure long-term performance excellence and reputational resilience.
