Abstract

The effectiveness of decision - making is influenced by internal factors such as differences in point of view, conflicts between members, knowledge and experience of team members, trial documentation, and a culture of asking questions and seeking clarification. External influencing factors include pressure from stakeholders, environmental uncertainty, resource availability, and social norms and organizational culture. This study uses a qualitative method with the source of the source data from the speakers and the review of literature and other reading materials. Determination of informants in the study using purposive sampling techniques with data collected through interviews and observations. The location of this study is in the environment of Bawaslu of West Java Province and the structures below it. The Supreme Audit Board (BPK RI) session implements a collective collegial decision-making system, which involves all members of the session in discussion and deliberation to reach a consensus. To improve communication skills and teamwork, BPK RI can take strategic steps such as improving communication skills, creating an open environment, managing conflicts, seeking mutual understanding, and respecting the opinions of members.

Abstract

Penerapan PSBB di Kota Bandung, sangat berdampak kepada layanan publik di Kota Bandung, hal ini dikarenakan aktiϐitas masyarakat dibatasi, dengan anjuran dari pemerintah untuk tetap tinggal dirumah, belajar dari rumah, bekerja dari rumah, dan ibadah tetap dirumah. Terkait dengan pelayanan publik, hampir semua kantor –kantor pelayanan publik pada lingkup pemerintahan ditutup untuk sementara waktu, yang dijinkan hanya terkait permasalahan Administrasi Kependudukan dan Catatan Sipil, yang dikelola oleh Dinas Dukcapil, dengan jam operasional dibatasi, dan tetap menjaga protokol kesehatan dengan menjaga jarak dan menggunakan masker, kunjungan dibatasi jumlahnya, tidak seperti biasanya, masyarakat dianjurkan apabila membutuhkan pelayanan untuk menggunakan aplikasi secara online kepada dinas-dinas pelayanan di Kota Bandung. Untuk itu peneliti tertarik untuk melakukan penelitian yang akan peneliti jadikan tulisan ilmiah dengan judul Analisa Kebijakan Pelayanan Administrasi Kependudukan dan Catatan sipil diera Covid 19 di Kota Bandung. Penelitian ini menggunakan metode kualitatif deskritif dengan pendekatan induktif, dan hasil yang didapat dalam penelitian ini adalah Dinas Dukcapil Kota Bandung diera pandemic covid 19, masih tetap menjalani pelayanan baik secara online maupun secara manual seperti biasanya, serta meningkatkan pelayanan dengan membuka unit-unit kantor pelayanan dan mobil pelayanan secara keliling mengunjungi warga masyarakat yang membutuhkan pelayanan administrasi kependudukan dan catatan sipil secara gratis, hasilnya masyarakat merasakan kepuasan dan dilayani dengan sangat baik.Kata kunci : Analisa, Kebijakan Pelayanan,Adminduk Capil

Abstract

This study investigates the role of collaborative governance in the digital transformation of Micro, Small, and Medium Enterprises (MSMEs) in Jakarta Province, focusing on the Jakarta Entrepreneur ecosystem, which comprises 372,540 enterprises. Based on Jakarta Governor Regulation Number 2 of 2020, the study aims to understand how cross-sector collaboration can help drive the digital transformation of MSMEs and thereby contribute to strengthening Jakarta’s competitiveness as a Sustainable Global City. Using a qualitative approach, this research explores collaboration mechanisms, factors inhibiting MSME digital transformation, and constructs a new collaborative model to empower MSMEs. Findings highlight the importance of facilitative leadership, institutional design, and supportive structures. Main obstacles include limited technology infrastructure, low digital literacy, and weak skills among MSMEs. The implementation of Governor Regulation Number 2 of 2020 has not yet been fully effective in addressing these barriers. The study suggests policy revision and enhanced collaboration through collaborative forums, communication, and transparency. It proposes the Integrated Partnership Model for Digital Transformation of MSMEs (KTDSU), which integrates public, private, academic, civil society, and media sectors. The model emphasizes technological innovation and social empowerment to help MSMEs grow and become more competitive in the digital era.
