Abstract

Leadership style (the style manager) is one part of an organization that had a major influence and a major determinant of the internal environment of an organization. Because of the style of Leadership will determine how organizations operate, how he formed personality (personality), how it affects the environment and how it affects the Organization's information systems. An organization can perform activities well and was clearly on the basis of keputusasn the right and true leader. The leader of the memiliiki a force (power) in determining the attitude to make a decision at the discretion of the organization.This article sets forth do kepemimpinanberpengaruh style against work productivityemployees in government institutions the province of Jambi. Study of the qualitative approach uses the libraries in getting data to build the secondary data. The data obtained through direct interviews with 50 respondents representing the SEGWAY in the scope of the provincial Government of Jambi. This study reveals the form of leadership style that developed in the Government of the province of Jambi and pangaruhnya against work productivity employees starting in 2000 until the year 2010. In the paper that outlines how important leadership style to enhance the productivity of the employees work in order to realize the goals of an organization. This paper is useful for leaders and employees to understand and get to know how the right leadership style for an organization he leads. In addition, for the researchers and studentscan take advantage of this paper as a reference in the explore leadership style.keyword : style, leadership, performance

Abstract

One of the objectives of  the implementation of the decentralization concept in a government is to create a clean government, proportional and community service can be carried out efficiently, effectively and responsibly. This study reveals how the shape of the implementation of the decentralization concept in Jambi Provincial Government. With diskritif qualitative methods, data obtained from interviews some Jambi Provincial Government officials, legislators and community of Jambi selected at random, observational approach was also made to the process of implementation activities of Government bureaucracy of Jambi Provincial. The results obtained are  the implementation of the concept of decentralization in Jambi Provincial Government has not done well, bureaucratic form has not been done efficiently, effectively and responsibly. This is evidenced by the failure of obtaining an unqualified (WTP) in 2012 and several officials and former officials are corruption.Keywords: transparent, efficient, effective and accountable.

Abstract

This study aims to analyze the budgeting process, factors that form the basis of budgeting and obstacles to the budget implementation and realization process at the Secretariat of the Regional People's Representative Council (DPRD) of Jambi Province. The analytical tool used is qualitative descriptive research. Based on the results of the study, it can be concluded that the budgeting process at the Secretariat of the Jambi Provincial DPRD follows the regional government budget cycle which consists of three main stages, namely budget preparation and determination, budget implementation, and APBD accountability reports. Budget preparation is carried out through coordination with the Executive Budget Team, then discussed with the DPRD before being ratified, while its implementation takes place after the APBD is approved, with accountability through semester and annual reports audited by BAWASDA and BPK to ensure transparency and accountability. Basic factors in budgeting include effectiveness, efficiency, and compliance with regulations. There are obstacles such as the incomplete discussion of the Draft Regional Regulation according to the Regional Legislation Program, changes in the number of Draft Regional Regulations that have an impact on activity planning, and low budget absorption due to external factors, such as changes in Central Government policies that complicate the preparation of the APBD. In addition, the lack of government assertiveness in enforcing policies and the suboptimal performance benchmarks complicate budget evaluation, so that improvements to the performance measurement system and better coordination between regional and central governments are needed.
