Abstract

REDD+ carbon market can be an incentive for implementation ofREDD+ actors in the field. The facing problem is the high ofmarket uncertainty due to the unavailability ofcarbon transaction mechanism. The commitment oflocal government, relatively high as indicated by the formulation ofregulations that support the REDD+ implementation. Activity within REDD+ framework mainly is in order to maintain forest sustainability, revenue from carbon trading will be giving out additional benefit ifcarbon market occurred. Local government has not understood well on the carbon market procedure or its mechanism including carbon standard and methodology for producing carbon credit. Incentives for the achievement ofemissions reductions are more likely based on their roles in the sustainable forest management/improvement community's welfare instead of carbon credit. However, at the local level there are some voluntary forest carbon payment initiatives. The amount of proportionshouldconsidersharinginvestment costs, both between donors (buyers) and government. Registry agency need to be established in order to manage activities, oversee achievement of emission reduction, and facilitate the implementation of REDD+ in the field, and should have a task to set up a system ofincentives and disincentives in the management leakage risk and non-permanence.

Abstract

This study has been done by using institutional approach, with the aims is to study forests cover change in Paser Regency, East Kalimantan. The collected data was consisted ofquantitative and qualitative data. The quantitative data was used to analyze the land cover changes from forested land to be non-forested land. The qualitative data was collected through interviews with snowballing method. The results showed that the forest cover in Paser Regency both located in forest area and in other areas had been transformed into a landscape with a variety ofcover types, such as: shrubs, settlements, swamps, ponds, farming, agriculture, vacant land, and mining. Three factors caused the changes in such forest cover, namely: (1) the development ofinvestment-based land resources, (2) the existence oftransactional politics that makes the forest as goods to be transacted for various interests, and (3) the chaotic situation offorest management with the openess of organization networking in the community. In order to reduce the on-going excessive forest conversion, the results ofthe study suggest that both central and local governments together need to immediately enforce the property rights over the remaining forest resources.

Abstract

Timber Legality Verification System (TLVS) policy requires all forest management business units in either state forests or private forests, including customary forests to obtain timber legality certificate. The purpose of this study to determine the fulfillment of timber legality according to customary rules and TLVS. The method used was a case study conducted in Negeri Honitetu, West Seram, Maluku. The results showed that TLVS policy is not implementable if it is applied to the utilization  of timber from customary forests in Negeri Honitetu, since local customary people do not have the documents as required in the TLVS. Timber utilization from customary forests in Negeri Honitetu has been carried out by referring  to the prevailing customary rules, namely (1)  felled trees are in the cultivation area and obtain permission from the Head of Dati, (2) outside of the sacred area, (3) profit sharing for  all members of  dati, and (4) free of charge if it is used to meet the needs of the community itself and the public interest. The study recommend to facilitate local customary people into social forestry schemes by providing protection for the preservation of natural resources as well as protection of the rights of local customary people.
