Abstract

Pusat Perpustakaan dan Penyebaran Teknologi Pertanian (PUSTAKA) merupakan perpustakaan khusus di bawah Kementerian Pertanian yang berperan sebagai pusat ilmu pengetahuan pertanian nasional. Oleh karena itu, PUSTAKA terus memperkaya koleksi melalui pembelian, pertukaran, hadiah/hibah, dan serah simpan dari UK/UPT Kementerian Pertanian berdasarkan Surat Keputusan Menteri Pertanian No. 433/2003 tentang Pengiriman Publikasi, Dokumentasi dan Informasi Bidang Pertanian. Namun, penghimpunan koleksi melalui serah simpan belum optimal. Pengkajian ini bertujuan untuk mengetahui penerbitan publikasi di UK/UPT Kementerian Pertanian, implementasi SK Menteri Pertanian Nomor 433/2003, dan kendala yang dihadapi. Populasi pengkajian adalah pengelola publikasi di UK/UPT Kementerian Pertanian. Pengumpulan data dilakukan melalui wawancara kepada 86 pengelola publikasi. Hasil pengkajian menunjukkan hampir semua UK/UPT (99%) menerbitkan publikasi yang berupa laporan tahunan (95%), leaflet (86%), petunjuk teknis (72%), buletin (52%), dan majalah ilmiah 25%. UK/UPT yang menerbitkan publikasi dalam media tercetak sebanyak 49%, media tercetak dan digital 48%, dan media digital 3%. Mayoritas responden (94%) menyatakan publikasi yang diterbitkan disebarkan ke pengguna. Sebanyak 87% UK/UPT mengirimkan publikasi ke perpustakaan internal dan lebih dari separuh responden (53%) menyatakan publikasi dapat diakses secara online. Implementasi serah simpan publikasi belum berjalan optimal karena baru 34% UK/UPT yang mengirimkan publikasi ke PUSTAKA. Kendala dalam implementasi serah simpan publikasi yaitu kurangnya pengetahuan pengelola publikasi tentang kewajiban mengirimkan terbitan ke PUSTAKA dan terbatasnya biaya pengiriman. Berdasarkan hasil kajian perlu dilakukan sosialisasi kepada UK/UPT mengenai kewajiban serah simpan publikasi dan penyempurnaan/revisi surat keputusan Menteri Pertanian No. 433/ 2003 sesuai dengan perubahan peraturan yang ada.

Abstract

The achievements of librarians' work are shown by their success in carrying out every item of activities as stated in Permenpan no. 9 of 2014 and the regulation of the Head of the National Library No. 11 of 2015. To get credit numbers, each librarian must make a list of proposals for credit number submission (DUPAK). During this time, dupak proposals made by librarians vary greatly. There are librarians who quickly collect dupak, there are librarians who have difficulty making DUPAK so that it takes a long time for many years, some are at all up to the end of dupak's proposed tolerance, which is five years still can’t make dupak even end up with dismissal as a functional official librarian. This paper aims to provide an explanation of the use of online DUPAK applications for librarians in compiling DUPAK. To improve the ease and speed of the process of preparing and collecting DUPAK librarians, DUPAK online can help librarians in the Ministry of Agriculture. For the TPJP secretariat the application can accelerate the delivery of DUPAK from librarians and the provision of librarian staffing administration needs. But to achieve this, the assessment team needs to improve its competence in computerized operations. Librarians must be disciplined in compiling DUPAK in the way every completed work is immediately presented into the system, and more socialization is needed for librarians, assessment teams and members of the TPJP secretariat before dupak online application is applied to all librarians.
