<![CDATA[ABSTRAK Â Keberadaan demokrasi lokal merupakan bentuk entitas sekaligus simbol daerah, tentu secara konstitusional, posisi demokrasi lokal yang terdapat di daerah tidak dapat ditangguhkan dan tidak berlaku surut. Dan dalam hal ini menjadi tantangan untuk meningkatkan kualitas demokrasi lokal melalui pemimpin daerah yang terpilih berdasarkan kondisi pemilihan calon tunggal. Dimana tujuan mendasar dari pemilihan kepala daerah itu sendiri adalah untuk membentuk platform perkembangan bagi demokrasi lokal. Namun proses demokratisasi kedaulatan rakyat tersebut mengalami gangguan dikarenakan terdapat kondisi yang bertentangan dengan norma hukum yang telah diatur didalam Undang-Undang. Sehingga menimbulkan permasalahan berupa kondisi pelaksanaan pemilihan kepala daerah hanya dengan hanya pasangan calon tunggal. Melalui Putusan MK No. 100/PUU-XIII/2015, Mahkamah Konstitusi mengizinkan bagi setiap daerah yang hanya terdapat satu pasangan calon untuk tetap melaksanakan pemilihan kepala daerah. Konsep demokrasi pemilihan calon tunggal secara nyata berpotensi menyebabkan kemunduran demokrasi. Mengingat konsepsi pasangan calon tunggal secara politik merupakan jalan pintas terhadap proses pemilihan demokratis. Secara hukum dengan kondisi pengaturan seperti saat ini, praktis memiliki potensi permasalahan hukum dalam proses implementasinya. Apabila kondisi demikiann terjadi maka hal ini dapat menghambat perkembangan demokrasi di tingkat lokal. Oleh karena itu, Pertentangan diantara norma secara langsung menciptakan sebuah bentuk dampak berupa implikasi pasangan calon tunggal terhadap perkembangan demokrasi lokal.
