Dalam pasal tersebut terdapat arah ekonomiIndonesia yang berasaskan kekeluargaan. Faktor-faktor produksi yang menguasaihajat hidup orang banyak dikuasai oleh negara untuk tujuan sebesar-besarnyakemakmuran rakyat. Namun seiring berkembangnya zaman arah ekonomi Indonesiatelah bergeser kepada ekonomi kapitalisme yang berbasis pasar bebas. Sehingga haknegara untuk intervensi ekonomi lemah. Hal tersebut dikarenakan penafsiran Pasal 33yang tidak konkret menjelaskan kedudukan negara sebagai pemilik faktor produksi.Penafsiran yang luas berdampak pada konsep dikuasai oleh negara hanya terbatasmengatur. Hal tersebut berbeda dengan negara komunis bahwa hak menguasai negaraadalah negara sebagai pemilik faktor produksi sehingga negara memiliki kendalipenuh atas faktor-faktor produksi. Dalam negara komunis negara merupakan pemilikfaktor produksi. Sehingga negara mengendalikan perekonomian. Hal tersebutdidasarkan pada analisis Karl Marx terhadap kapitalisme yang menindas kaum buruh.Para kapitalis menindas kaum buruh melalui usahanya untuk meningkatkan hak milikkaum borjuis. Karena hal tersebut sehingga komunisme menolak kapitalisme.Konsekuensinya hak milik dihapuskan. Sehingga negaralah yang menjadi pemilikdan bukan rakyat. Karena hal tersebut negara menguasai perekonomian. Hasil daripenguasaan ekonomi itu kemudian didistribusikan untuk kesejahteraan rakyat. Adapersamaan kedudukan negara terlibat ekonomi antara Indonesia dan Uni Soviet dalamkonstitusinya. Uni Soviet menjiwai nilai-nilai yang dibawa oleh Karl Marx sebagaidasar analisis sosial dan ekonomi di uni Soviet. Sedangkan dalam konstitusiIndonesia jika merujuk kepada sejarah bahwa arah ekonomi Indonesia adalah menujusosialisme.Kata Kunci: hak menguasai negara, komunisme, ekonomiABSTRACTIndonesia's economy provided for in Article 33 of the Constitution NRI 1945 as asource of rights of control over the country's economy.
