Perkembangan kota yang semakin pesat, maka aktifitas kegiatan manusia semakin beragam dan meningkat. Dampak yang timbul adalah meningkatnya intensitas pergerakan manusia sebagai man power dan barang sebagai bahan produksi maupun sebagai hasil produksi. Terminal Purabaya menghadapi masalah mengenai penyelesaian fasilitas yang masih belum terselesaikan seperti, misalkan pada Peraturan Menteri Nomor 40 Tahun 2015 Tentang Standar Pelayanan Penyelenggaraan Terminal Penumpang Angkutan Jalan Pasal 3 Ayat (1) Huruf f dan Ayat (7) Huruf a Fasilitas Penyandang Cacat (Difable). Dari adanya permasalahan tersebut, berdasarkan pernyataan di atas dapat diambil suatu kesimpulan bahwa proses pembangunan di Terminal Purabaya harus diselesaikan dan dimulai kembali pengerjaannya agar selesai dikarnakan Terminal Purabaya tergolong terminal tipe A. Undang-Undang Dasar Republik Indonesia Tahun 1945 pasal 28a tentang Hak Asasi Manusia menyatakan bahwa “Setiap orang berhak untuk hidup serta berhak mempertahankan hidup kehudupannyaâ€. Para penyandang cacat juga merupakan warga Negara Republik Indonesia yang dalam Undang-Undang Dasar Negara Republik Indonesia 1945 dijamin untuk memiliki kedudukan, hak, kewajiban, dan peran yang sama dengan warga negara lainnya. Dapat juga disimpulkan kembali uraian diatas dapat bahwa undang-undang yang dibuat oleh Menteri Perhubungan dalam penerapannya belum terealisasi terhadap masyarakat para penyandang cacat atau Difable khususnya diterminal Purabaya Surabaya. Bus Stop Purabaya, or more popularly known as Bus Stop Bungurasih or Purabaya the busiest bus stop in Indonesia with the number of passengers to 120,000 per day, and one of the busiest bus stop in Southeast Asia. Terminal Purabaya facing problems regarding the completion of the facilities that are still unresolved such as, eg in the Ministerial Regulation No. 40 Year 2015 About Service Standards Implementation Passenger Bus Stop Road Transport Article 3 Paragraph (1) Letter f and paragraph (7) Letter a facility with Disabilities (Difable). Of the existence of these problems, based on the above statement can be concluded that the development process in bus stop Purabaya must be completed and restarted the process to be completed because Bus Stop classified Purabaya bus stop type A. Constitution of the Republic of Indonesia Year 1945 Article 28a of Human Rights states that "Everyone has the right to live and to survive the life". Persons with disabilities are also a citizen of the Republic of Indonesia, in the Constitution of the Republic of Indonesia in 1945 is guaranteed to have the status, rights, obligations, and the same role with other citizens. It can also be concluded back that it has been described above can be ascertained that the laws made by the Minister of Transportation in its application has not been realized on the community of persons with disabilities especially in the bus stop Purabaya Surabaya.
