Fakultas Hukum Universitas Brawijaya Email: denny.harris@ymail.com ABSTRAK Perkembangan pesat terhadap teknologi terutama mobile phone, menyebabkan persaingan dengan melakukan penjualan secara bundling. Pada saat ini telah lazim bundling mobile phone di unlock dan di isi dengan kartu selain provider yang bekerja sama dengan pihak produsen. Sedangkan untuk penyedia jasa unlock pada saat beroperasi secara terbuka. Sehingga, mobile phone tersebut menjadi bebas untuk dimasuki oleh berbagai macam kartu. Tujuan dari penulisan skripsi yang dilakukan oleh penulis yaitu untuk perlindungan hukum sarana kontrol teknologi atas tindakan unlocking pada bundling mobile phone menurut Undang-Undang Nomor 28 Tahun 2014 Tentang Hak Cipta. Penulis dalam melakukan penelitian skripsi ini menggunakan jenis penelitian yuridis normatif dengan pendekatan perbandingan. Bahan hukum yang digunakan oleh penulis untuk melakukan penelitian ini berupa bahan hukum primer, sekunder dan tersier. Teknik penulisan yang digunakan yaitu menggunakan studi kepustakaan. Penulis dalam pembahasannya memaparkan Tindakan Unlocking Sarana Kontrol Teknologi Sebagai Tindakan Yang Dilarang Menurut Undang-Undang Nomor 28 Tahun 2014 Tentang Hak Cipta dengan menjelaskan Unlocking Sarana Kontrol Teknologi beserta kasus dan analisisnya serta perlindungan hukum hak cipta terhadap Pencipta Atas Tindakan Unlocking melalui perlindungan hukum preventif, represif dan non litigasi.
