<![CDATA[Erwin Aditya, Lutfi Effendi, S.H., M.Hum, Dr. Bambang Sudjito, S.H., M.Hum Fakultas Hukum Universitas Brawijaya Email : Erwin.adiitya@ymail.com  Abstrak  Penelitian ini membahas tentang efektivitas Pasal 2 Ayat 1 Peraturan Daerah Kotamadya Daerah Tingkat II Kediri Nomor 12 Tahun 1983 Tentang Pajak Atas Ijin Penjualan Minuman Keras Dalam Kotamadya Daerah Tingkat II Kediri Berdasarkan fakta, Polisi menetapkan tersangka 29 orang. Barang bukti yang disita, ratusan botol miras berbagai jenis. Salah satu tersangka miras ini Minarni (70) warga Jalan Sersan KKO Harun, Kota Kediri. Nenek ini merupakan produsen miras tanpa ijin. Permasalahan dalam penelitian ini, yaitu Apakah efektif Pasal 2 ayat 1 Peraturan Daerah Kotamadya Daerah Tingkat II Kediri Nomor 12 Tahun 1983 tentang Pajak Atas Ijin Penjualan Minuman Keras Dalam Kotamadya Daerah Tingkat II Kediri serta faktor-faktor apa yang menghambat pelaksanaan efektivitas Pasal 2 ayat 1 Peraturan Daerah Kotamadya Daerah Tingkat II Kediri Nomor 12 Tahun 1983 tentang Pajak Atas Ijin Penjualan Minuman Keras Dalam Kotamadya Daerah Tingkat II Kediri dan solusinya yang dilakukan oleh Pemerintah Kota Kediri. Tujuan penelitian ini, yaitu Untuk mengetahui dan menganalisis efektivitas Pasal 2 ayat 1 Peraturan Daerah Kotamadya Daerah Tingkat II Kediri Nomor 12 Tahun 1983 tentang Pajak Atas Ijin Penjualan Minuman Keras Dalam Kotamadya Daerah Tingkat II Kediri serta untuk mengetahui, menemukan, dan menganalisis hambatan dan solusi dalam efektivitas Pasal 2 ayat 1 Peraturan Daerah Kotamadya Daerah Tingkat II Kediri Nomor 12 Tahun 1983 tentang Pajak Atas Ijin Penjualan Minuman Keras Dalam Kotamadya Daerah Tingkat II Kediri.
