Abstract

Haryono No 169, Malang 65145, IndonesiaTelp: +62-341 553898, Fax: +62-341 566505Email : wiwinwd24@gmail.com ABSTRAK Penelitian ini memiliki tujuan untuk mengetahui, mengidentifikasi dan menganalisis 1) Bagaimana pelaksanaan Pasal 5 ayat  (5) huruf  C Peraturan Daerah Kabupaten Karanganyar Nomor 1 Tahun 2013 Tentang Tata Ruang Wilayah terkait pencegahan alih fungsi lahan ? 2)Bagaimana pertimbangan teknis yang di lakukan Badan Pertanahan Nasional Kabupaten Karanganyar terkait pencegahan alih fungsi lahan ?  Penelitian yuridis empiris ini mengambil lokasi di Badan Pertanahan Nasional Kabupaten Karanganyar karena lembaga tersebut merupakan pelaksanaan dari program tersebut dengan pendekatan yuridis sosiologis dan populasi pegawai Badan Pertanahan Nasional Kabupaten Karanganyar serta teknik purposive sampling,  Berdasarkan hasil wawancara dapat dijelaskan bahwa : 1) pelaksanaan Pasal 5 ayat  (5) huruf  C Peraturan Daerah Kabupaten Karanganyar Nomor 1 Tahun 2013 Tentang Tata Ruang Wilayah terkait pencegahan alih fungsi lahan  tidak dijelaskan secara keseluruhan, hanya saja wewenang dari BPN Kabupaten Karanganyar hanya berwenang untuk memberikan rekomendasi pemanfaatan tanah bukan menerbitkan izin pemanfaatan ruang. Permohonan Izin Lokasi diajukan secara tertulis kepada Bupati melalui Badan Pelayanan Perizinan Terpadu dan Rekomendasi Pemanfaatan Tanah diajukan secara tertulis kepada Kepala Badan Pelayanan. 2) Pertimbangan Teknis Pertanahan menjadi persyaratan dalam penerbitanIzin Lokasi,dengan ketentuan 1. tidak boleh mengorbankan kepentingan umum; 2.tidak boleh saling mengganggu penggunaan tanah sekitarnya; 3.memenuhi azas keberlanjutan; 4. memperhatikan azas keadilan; dan 5.memenuhi ketentuan peraturan perundangan. Secara keseluruhan tidak ada hambatan yang signifikan dalam pelaksanaan pasal 5 ayat (5) huruf c peraturan daerah Kabupaten Karanganyar, hanya saja ada beberapa bangunan yang berdiri diatas kawasan lahan pertanian berkelanjutan. Adapun upaya yang dilakukan oleh Badan Pertanahan Nasional Kabupaten Karanganyar dalam menggurangi jumlah pelanggaran antara lain Surat Teguran / Surat Peringatan dan Penarikan izin.Kata Kunci : Pelaksanaan, Pencegahan alih Fungsi  Lahan , Badan Pertanahan Nasional Kabupaten Karanganyar ABSTRACT This study aimed at investigating, identifying, and analyzing 1) How is the implementation of article 5 paragraph (5) letter C of Karanganyar’s Regional Regulation number 1 year 2013 about Spatial Planning related to the prevention of land conversion? 2) What are the technical consideration taken by the National Land Agency related to the prevention of land conversion? This study was empirical juridical by design and was done in the National Land Agency of Karanganyar regency using purposive sampling technique. The results of interview show that: 1( the implementation of article 5 paragraph (5) letter C of Karanganyar’s Regional Refulation number 1 year 2013 about Spatial Planning related to the prevention of land conversion is not thoroughly explained. National Land Agency of Karanganyar is only authorized of giving recommendation of land use, not issuing license for spatial use. The proposal for location permit can be submitted to the Regent via the Integrated Service Agency and the recommendation of land use is submitted to the head of the Service Agency. 2) Land’s Technical Consideration becomes the requirement in the issuance of location permit under the following conditions: 1. Must not disturb public interest; 2. Must not disturb the use of nearby land; 3. In accordance with the principle of sustainability; 4. In accordance with the principle of justice; 5. Meet the requirement of legislation. In general, there is no specific problems encountered in the implementation of article 5 paragraph (5) letter c of Karanganyar’s Regional Regulation. It is just that some of buildings are built on the sustainable farming land. The efforts done by the National Land Agency is by decreasing the number of violations commited by sending letter of warning and the revocation of permission. Abstract

Problem based learning merupakan model yang sangat menunjang pada mata pelajaran IPA. Penelitian ini bertujuan mengkaji literatur dengan model Problem Based Learning (PBL) untuk meningkatkan kemampuan berpikri kritis IPA. Data diperoleh dengan data sekunder berkaitan dengan permasalahan penelitian yaitu dalam bentuk buku dan artikel jurnal. Data yang telah disimpulkan oleh penulis diperoleh dengan proses melalui reduksi data, kemudian dideskripsikan secara ilmiah. Hasil penelitian dengan model Problem Based Learning (PBL) memiliki tahapan-tahapan antara lain: (a) Orientasi siswa pada masalah, (b) Mengorganisasikan siswa untuk belajar, (c) Membimbing penyelidikan, (d) Menyajikan hasil karya, serta (e) Mengevaluasi. Melalui tahapan-tahapan model tersebut siswa menjadi lebih aktif dan berpikir kreatif dalam memperoleh pengalaman nyata untuk menyelesaikan suatu masalah. Berdasarkan hasil peneliti denga studi literatur menunjukkan bahwa pemanfaatan model problem based learning pada mata pelajaran IPA mampu meningkatkan kemampuan berpikir kritis siswa.

Abstract

Industrial waste supplies contains heavy metals such as Pb which will cause pollution in paddy fields. Remediation of paddy soil contaminated by Pb heavy metal must be done by simple, environmental friendly, cheap and sustainable technology, that is bioremediation. The purpose of this study was to study the effectiveness of bioremediation using Agrobacterium sp. I3 and compost as chelator combined by Mendong plant and NPK fertilizer, and learn the ability of Mendong in uptaking metal soil Pb. This was field experimental research, had a factorial patern, using Completly Randomized Block Design as the base design, with three factors: (1) NPK fertilizers (P0: no NPK fertilizers, P1: with NPK fertilizers), (2) Chelator (K0: no chelator; K1: with chelator Agrobacterium sp. I3 ; K2: with chelator compost); and (3) Plant (T0: without plant; T1: with Mendong plant). The results showed that Agrobacterium sp. I3 and compost were increasing Pb uptake in shoot, but decreasing Pb uptake in root. Mendong plant has highly ability in uptaking soil Pb, so decreased soil Pb, and effective as the phytoremediator. NPK fertilizer increased plant growth so increased Pb uptaken by plant. The highest Pb uptake was in treatment combination of NPK fertilizer + Mendong plant: 80.916 µg, followed by NPK fertilizer + Agrobacterium sp. I3 + Mendong Plant: 76.363 µg. The highest decreased of soil Pb (42.41%) was found in treatment combination of compost + Mendong Plant. Key words: Agrobacterium sp.I3, compost, Fimbristylis sp, Pb, phytoremediation
